EDUCATION REFUND POLICY

Student Information

Student is a minor: Parent/Guardian name (if applicable): Contact phone:

Policy Overview and Scope

This Education Refund Policy governs eligibility for refunds of tuition, fees, and related charges for students enrolled in programs administered by the institution. The policy applies to tuition, mandatory fees, and institutionally billed charges. Financial aid, scholarship, or third‑party payer adjustments will be applied in accordance with applicable funding source requirements and may affect the net refund amount.

Definitions

Withdrawal Date means the date on which the institution receives written notice of withdrawal or the last date of attendance, whichever the institution determines in accordance with its attendance records. Institutional Charges include tuition, registration fees, material fees, and other fees assessed by the institution.

Standard Refund Schedule

Refunds for tuition and institutional fees are calculated according to the following schedule based on the Withdrawal Date relative to the Enrollment Start Date. Percentages apply to tuition charges only, except where stated otherwise.

- Withdrawal prior to the Enrollment Start Date: 100% refund of tuition paid less non‑refundable deposit. Administrative processing fee shall apply as set forth below.
- Withdrawal within 7 calendar days after Enrollment Start Date: 90% refund of tuition paid.
- Withdrawal after 7 days and through 14 days: 75% refund of tuition paid.
- Withdrawal after 14 days and through 30 days: 50% refund of tuition paid.
- Withdrawal after 30 days: No refund of tuition except as required by law or as specifically provided under Exceptions and Appeals.

Non-Refundable and Deductible Charges

The following are non‑refundable or deductible from any refund: enrollment and application fees, processing or administrative fees, fees for consumable materials already provided, and charges for equipment or uniforms that have been provided and not returned in resalable condition. Any outstanding institutional debts will be deducted from the refund amount.

Refund Calculation and Adjustments

Refund amounts are calculated based on tuition and fees paid to the institution. Financial aid and scholarships applied to charges will be adjusted in accordance with donor, lender, or program rules, and may reduce the institution's refund obligation. The institution reserves the right to offset outstanding balances for other institutional obligations prior to issuing any refund.

Procedure to Request a Refund

A written refund request must be submitted to the Registrar or Finance Office. Requests must include the reason for withdrawal and supporting documentation where applicable. The institution may require verification of the Withdrawal Date based on attendance records or written notice.

Additional Information and Documentation

Processing Timeframe and Method of Refund

Approved refunds will be processed within 30 calendar days of approval unless otherwise required by applicable funding rules. Refunds will be issued to the original payer or applied to outstanding balances at the institution's discretion. Where required by a scholarship, grant, or lender, adjustments will be made in accordance with that funding source's regulations.

Exceptions, Appeals, and Special Circumstances

Appeals to the refund determination may be submitted in writing within 30 days of notification of the institution's refund decision. The appeals review will consider medical emergencies, military orders, program cancellation, and other extraordinary circumstances. The institution reserves discretion to grant full or partial refunds in exceptional cases, subject to documentation and institutional approval.

What an Education Refund Policy Covers

An Education Refund Policy sets out when and how an institution returns tuition, fees, or other prepaid charges to students, parents, or sponsors. It defines eligibility (withdrawal, course cancellation, administrative error), calculation methods (pro-rata, fixed refunds), timelines, documentation required, any administrative or processing fees, and exceptions such as financial aid adjustments or disciplinary separations.

Why a Clear Refund Policy Matters and Its Legal Basis

A clear Education Refund Policy reduces disputes, ensures consistent financial handling, and supports regulatory compliance. When delivered or accepted electronically, e-signatures are generally enforceable under the ESIGN Act (15 U.S.C. §7001) and UETA where adopted; consumer-facing disclosures may be required under 15 U.S.C. §7001(c).

Why a Clear Refund Policy Matters and Its Legal Basis

Who Uses and Maintains This Policy

Typical users include administrative staff who manage registrations, finance teams handling refunds, and students or sponsors who request reimbursements.

  • Students and parents: Request refunds, provide supporting documents, receive disbursements.
  • Registrar and finance offices: Verify eligibility, calculate amounts, issue payments.
  • Third-party training providers: Apply institution rules to sponsored or external enrollees.

Accurate routing and role assignment reduce processing delays and ensure accountability across campus departments.

Core Elements to Include in a Professional Policy

A robust policy is concise, measurable, and easy to apply so staff and students can determine entitlement, timing, and method of refund without ambiguity.

Eligibility

Define qualifying events (withdrawal deadline, course cancellation, error correction) and any categories excluded from refunds.

Refund Amount

Specify calculation method: full, pro-rata based on instructional days, or fixed schedule with percentage tiers tied to withdrawal date.

Payment Method

Describe disbursement options: original payment method, check, ACH, or credit to student account, and timing for each.

Documentation

List required supporting documents such as withdrawal form, medical certification, or proof of program cancellation.

Deadlines

Set clear submission windows, processing lead times, and appeal periods so expectations are explicit.

Exceptions

Describe special cases (financial aid adjustments, disciplinary separations, course-level fees) and any administrative fees applied.

Privacy and Security Considerations

Student Privacy: Protect FERPA-protected records.
Health Data: Apply HIPAA safeguards when PHI is involved.
Encryption: Encrypt records in transit and at rest.
Audit Trail: Log actions with timestamps and user IDs.
Access Control: Role-based permissions for staff access.
BAA Availability: Execute BAA when HIPAA applies.

Step-by-Step: Processing a Refund Request

Follow a repeatable sequence from request intake to payment to ensure timeliness and auditability.

  • 01
Check Eligibility: Confirm event and applicable refund tier.
  • 02
Collect Documents: Obtain forms, medical notes, or cancellation notices.
  • 03
Calculate Amount: Apply the published formula or schedule accurately.
  • 04

Common Mistakes That Delay Refunds

  • Missing or incomplete withdrawal documentation that prevents eligibility verification and forces clarification requests.
  • Incorrect bank or routing numbers on refund forms causing payment failures and reissue delays.
  • Submitting requests after published cutoffs, which often make the student ineligible for a refund.
  • Failing to account for financial aid adjustments, which can require separate calculations and reversals.

Risks and Consequences of Incorrect Refund Handling

Chargeback Risk: Return or dispute fees can apply.
Tax Impact: Reporting errors may affect 1098-T entries.
FERPA Exposure: Unauthorized disclosures risk compliance breaches.
Duplicate Payment: Can create reconciliation and recovery work.
Administrative Fees: Processing fees may be charged per policy.
Legal Disputes: Incorrect denials can lead to complaints or litigation.

Real-World Scenarios: How Policies Are Applied

Sample scenarios illustrate common refund triggers and administrative handling for typical institutional situations.
