EMPLOYEE CREDIT CARD POLICY

This Employee Credit Card Policy establishes the conditions under which the Company issues corporate payment cards to employees, the permissible use of those cards, cardholder responsibilities, controls, reconciliation and corrective actions for misuse. Employees issued a corporate card must read, acknowledge, and comply with all provisions below.

Personal Information

Position Information

Card Issuance and Eligibility

Cards are issued only to employees with a documented business need as determined by Finance and the employee's manager. The standard corporate card types available are corporate purchasing card and travel card. Employee acknowledges that card issuance requires satisfactory completion of any pre-issuance checks and managerial approval.

Corporate Purchasing Card

Travel Card

Permitted and Prohibited Expenses

Permitted expenses include business travel, client entertainment with documented business purpose, approved vendor purchases, and other expenditures pre-approved by the manager. Personal expenses, cash advances for non-business purposes, and payments that circumvent procurement rules are strictly prohibited.

Cardholder must obtain and retain itemized receipts and provide substantiation that conforms with Company expense standards. Failure to provide required receipts within the reconciliation timeframe will result in the charge being the responsibility of the employee.

Approvals, Limits and Pre-Authorization

Transactions above the employee's single-transaction limit require written pre-approval from the manager and Finance. Manager approval is required for monthly cumulative spend exceeding the assigned monthly limit. Finance reserves the right to modify limits at any time.

Receipt Retention and Reconciliation

Cardholders must reconcile card statements monthly, attach itemized receipts and submit reconciliations within the timeline published by Finance. Missing receipts must be documented with a detailed explanation and, where appropriate, an employee reimbursement will be required.

Lost, Stolen or Compromised Cards

Cardholders must immediately notify the card issuer and Finance if a card is lost or compromised. Prompt notification is required to minimize liability; the employee remains responsible for charges until the card is reported per the issuer’s procedures and the Company is notified.

Personal Use, Liability and Repayment

Use of the corporate card for personal expenses is prohibited. Any personal or unauthorized charges identified through review or audit must be repaid by the employee. If repayment is not made within the timeframe specified by Finance, the Company may recover the amount through payroll deduction or other lawful means.

Employees acknowledge that certain employer-paid expenses may be reportable as taxable income under applicable tax rules and that the Company will report and withhold as required by law.

Acknowledged

Audit, Monitoring and Compliance

Card usage is subject to periodic internal audit and continuous monitoring. The Company may review transactions and supporting documentation for compliance with policy and may suspend or revoke card privileges where misuse, repeated errors or other compliance issues are identified.

Disciplinary Actions and Card Revocation

Misuse of the corporate card may result in disciplinary action up to and including termination and legal action. The Company retains the right to revoke card privileges at any time for cause or operational reasons.

Termination and Return of Card

Upon separation of employment or transfer to a role for which a card is not appropriate, the employee must return the corporate card to their manager or Finance immediately. Outstanding reconciliations or unauthorized charges remain the responsibility of the employee and may be recovered as permitted by law.

Manager and Finance Responsibilities

Managers must ensure cardholders in their teams understand permissible use and must review and approve reconciliations in a timely manner. Finance is responsible for account setup, limit assignment, monitoring, and policy enforcement.

What an Employee Credit Card Policy Is and Why It Matters

An Employee Credit Card Policy defines who may receive a company-issued credit card, permissible purchases, spending limits, approval workflows, and documentation requirements. It assigns responsibility for reconciliation, outlines reporting and dispute procedures, and describes consequences for misuse. The policy supports internal controls, accurate accounting, tax compliance, and audit readiness while protecting employee privacy and company funds.

Key Advantages of a Clear Policy

A formal policy reduces reimbursement overhead, lowers fraud risk, improves financial reporting, and standardizes approvals. It creates an audit trail for internal and external review and clarifies expectations for employees and managers.

Key Advantages of a Clear Policy

Who Needs and Uses the Policy

The Employee Credit Card Policy is used by HR, finance, managers, and cardholders to administer card programs and enforce controls.

  • Finance teams managing reconciliation, statements, and accounting entries for card spend.
  • Managers approving limits, vendor eligibility, and exception requests for their direct reports.
  • Employees issued cards for business expenses who must follow purchase, receipt, and reporting rules.

Consistent use ensures timely reconciliation, accurate expense allocation, and documentation for audits and tax reporting.

Primary Roles and Responsibilities

Cardholder

An employee issued a business card who must follow policy limits, retain itemized receipts, submit reconciliations on schedule, and report lost or stolen cards immediately to card administration and the issuer.

Approver

A manager or delegated reviewer who verifies business purpose, confirms receipts and account coding, approves monthly reconciliations, and enforces corrective action for unauthorized charges per company discipline procedures.

Core Elements Every Professional Policy Should Include

A complete policy balances flexibility with controls and covers issuance, permitted use, limits, documentation, auditing, and enforcement.

Card Issuance

Eligibility criteria, approval process, required training, and identity verification steps before issuing a company card to an employee.

Spending Limits

Per-transaction and monthly limits, merchant category restrictions, and temporary increase procedures for one-time approved expenses.

Permitted Expenses

Clear lists of allowed business categories (travel, supplies, client meals) and expressly prohibited purchases (personal items, cash advances).

Documentation Required

Itemized receipts, business purpose statements, attendee lists for meals, and timely submission windows for reconciliations.

Reconciliation Process

Monthly statement matching, account coding, expense report submission, approver sign-off, and timeline for disputes with the issuer.

Enforcement Actions

Investigation steps, restitution requirements, card suspension or revocation, and disciplinary measures up to termination for misuse.

How to Implement and Use the Policy — Step by Step

Follow these steps to issue, use, and reconcile company cards while maintaining controls and compliance.

  • 01
Request Approval: Manager submits justification and required training completion.
  • 02
Issue Card: Card admin assigns card, sets limits, and notifies employee.
  • 03
Use Card: Make permitted purchases and obtain itemized receipts.
  • 04
Monthly Reconcile: Employee uploads receipts; manager approves or flags exceptions.

Digital Signing, Storage, and Integration Considerations

Use platforms that produce tamper-evident records, audit trails, and accepted export formats for records retention.

  • Document Formats: PDF, DOCX, or exported audit records
  • Integrations: Connectors to ERP/expense systems
  • Authentication: Email, SMS, or stronger methods

Choose a solution that supports secure storage (AES-256), access controls, and integrations to automate reconciliation while preserving an auditable signature trail.

Typical Digital Workflow Settings for Online Completion

Configure templates and routing to automate approvals, receipt collection, and retained audit logs.

Field Configuration
Template Pre-filled policy form with mandatory fields
Approval Routing Manager → Finance → Card Admin
Authentication Email link or SMS code option
Receipt Collection Require image upload with each transaction

Where the Completed Policy Goes and Who Receives It

After completion, distribute copies to relevant stakeholders and store records in a secure system for audit and compliance.

  • Card Administration: Primary record for issuance and limit settings.
  • Finance / Accounting: Stores signed policy for reconciliation and audits.
  • Manager: Retains copy for departmental compliance.
  • Employee: Receives a signed copy for reference.

Key Timelines and Deadlines to Enforce

Set and communicate deadlines to ensure timely reconciliation, dispute resolution, and periodic review of limits and usage.

Request Turnaround:

Card issuance typically within 5–10 business days after approval.

Card Activation:

Activate on receipt; confirm limits and MCC restrictions immediately.

Monthly Reconciliation:

Employee submits receipts within 7 business days of statement close.

Dispute Reporting:

Report billing errors within 60 days to protect company rights.

Annual Policy Review:

Review policy annually to align with controls and regulatory changes.

Common Mistakes to Avoid

  • Issuing cards without documented approval increases unauthorized spend and complicates recoveries.
  • Allowing broad merchant categories without MCC controls enables nonbusiness purchases and increases fraud risk.
  • Accepting emailed or paper receipts without itemization leads to audit findings and tax classification errors.
  • Failing to suspend cards promptly after termination causes ongoing unauthorized charges and higher remediation costs.

Risks and Consequences of Noncompliance

Tax Exposure: Fringe benefit misclassification
Disciplinary Action: Reprimand up to termination
Financial Loss: Company bears unauthorized charges
Card Revocation: Immediate suspension of privileges
Regulatory Fines: Data breach or documentation fines
Reimbursement Denial: Personal liability for charges

Practical Controls and Operational Best Practices

Implement easy, enforceable rules that integrate with accounting systems and include training to reduce exceptions and processing time.

Define card eligibility and approval criteria
Document who qualifies for a card, required approvals, and mandatory training so issuance is consistent and defensible during audits.
Enforce timely receipt submission and approvals
Require itemized receipts within seven business days of the transaction and mandate manager sign-off to minimize reconciliation delays.
Use MCC and transaction limits proactively
Block merchant categories outside business needs and set transaction caps to limit exposure from compromised cards.
Perform periodic audits and spot checks
Schedule regular reviews of statements and receipts to detect misuse, verify coding, and update policy exceptions as needed.
