Commuter Permit    Reserved Space    Accessible Permit    Temporary Permit

Assignment of Spaces and Priority

Assignment of specific spaces will be issued by the Employer's parking administrator. Priority is given to accessible permits, emergency response personnel, employees with documented needs, and seniority as established by the Employer. The Employer may reassign parking locations when business needs require.

Accessible and Reserved Parking

Accessible parking will be provided consistent with applicable law. Reserved and accessible parking may require documentation; misuse of accessible spaces or reserved spaces by unauthorized persons will result in immediate disciplinary action and removal of parking privileges.

Visitor Parking

Visitor parking is for non-employees and must be used only with appropriate visitor authorization. Employees are responsible for ensuring that guests comply with posted rules and that guest vehicles are properly registered if required.

Parking Lot Conduct and Safety

Driving in parking areas must comply with posted speed limits and safe driving practices. No overnight parking is permitted except where expressly authorized. Abandoned, inoperable, or leaking vehicles may be removed at the owner’s expense.

Enforcement, Penalties, and Towing

Violations of this policy may result in warnings, fines, suspension of parking privileges, towing at the vehicle owner's expense, and/or disciplinary action up to and including termination. The Employer may authorize immobilization or removal of vehicles that present a safety hazard or persistently violate parking rules.

Privacy and Vehicle Information

Vehicle and permit information collected for administration of parking privileges will be maintained by the Employer. The Employer may disclose vehicle registration and location information to law enforcement or towing agents where necessary for enforcement, investigation, or safety.

Fees and Payment

The Employer may impose permit fees. Payment procedures and amounts are determined by the Employer and may be adjusted from time to time. Failure to remit fees when due may result in suspension or revocation of parking privileges.

Appeals and Exceptions

Employees may appeal enforcement decisions or request temporary exceptions by submitting a written request to the parking administrator. Appeals must state the basis for relief and include supporting documentation. The parking administrator's decision is final subject to applicable policies.

Legal Disclosures

What an Employee Parking Policy Covers

An Employee Parking Policy is an internal company document that sets rules for assignment, use, and management of workplace parking resources. It typically defines who is eligible for permits, how spaces are allocated, visitor and accessible parking provisions, enforcement and violation procedures, permit fees, and appeals. The policy clarifies employee responsibilities, parking hours, permitted vehicle types, and how personal data collected for permits will be used and retained. Employers use this policy to reduce disputes, ensure safety, and coordinate with local ordinances and accessibility requirements.

Why a Formal Policy Matters for Employers

Clear Employee Parking Policies reduce conflicts, support equitable allocation, and limit employer liability by documenting rules, enforcement, and appeals. They also help ensure compliance with accessibility obligations and local parking regulations while providing consistent guidance for employees, facilities, and security teams.

Why a Formal Policy Matters for Employers

Who Creates, Uses, and Enforces This Policy

HR administrators, facilities managers, and security staff typically create and maintain the Employee Parking Policy; supervisors and payroll may be involved.

  • HR and People Ops — draft, approve, and update parking rules and eligibility.
  • Facilities/Operations — assign spaces, manage permits, coordinate maintenance, signage, and scheduling.
  • Security and Parking Enforcement — monitor compliance, handle violations, and document incidents.

Employees, contractors, and building managers should receive the policy and any updates; legal or compliance should review high-impact changes.

Essential Elements to Include in an Employee Parking Policy

Core Employee Parking Policy components define eligibility, permit types, allocation processes, enforcement steps, visitor rules, and appeals to ensure consistent administration.

Eligibility

Specify which employees qualify for assigned parking (full-time, part-time, contractors), any tenure or job-level requirements, and how exceptions are approved. Include remote-worker or hybrid rules when applicable to avoid disputes.

Permit Types

Describe permanent, temporary, reserved, and visitor permits; note cost, display requirements, expiration, transferability, and procedures to report lost or stolen permits. Define temporary permits for contractors and events.

Allocation

Explain assignment procedures (seniority, lottery, department allocation), waiting lists, reserved spaces for executives or accessible needs, and how reallocations occur during projects or events with notice.

Enforcement

List violation types, progressive discipline, towing and booting policies, notice procedures, permitted fines, and how disputes are recorded and appealed to preserve fairness and legal compliance.

Accessible Parking

Identify ADA-compliant spaces, procedures for temporary accommodations, verification for accessible permits, and coordination with human resources to handle reasonable accommodation requests including documentation and confidentiality safeguards.

Recordkeeping

Specify data collected for permits, retention periods, who can access records, and procedures for secure storage, deletion, and audit in line with federal and state retention requirements.

Step-by-Step: Completing and Issuing a Permit

Follow this step-by-step process to complete and issue parking permits and enforce the Employee Parking Policy consistently across locations and personnel.

  • 01
Review Policy: Read policy sections relevant to your role.
  • 02
Complete Form: Fill fields accurately and attach vehicle details.
  • 03
Submit for Approval: Route to facilities or HR for authorization.
  • 04
Receive Permit: Download or receive electronic permit and display as required.

Automating Permit Workflows and Notifications

Set up digital workflows to automate permit requests, approvals, renewals, and notifications while controlling access and audit logging for compliance and reporting.

Field Configuration
Permit Type and Display Options Permanent, temporary, visitor; display barcode or PDF.
Approval Routing and Notification Rules Route to Facilities, HR, or manager; notify by email.
Expiry Reminders, Renewals, and Escalations Automated reminders 14 and 7 days before expiry.
Signer Authentication Methods and Access Controls Email OTP, SSO or multi-factor for sensitive approvals.
Storage Location and Audit Trail Settings Save signed records to HR folder; retain audit logs.

How Requests Move Through the System

Typical processing moves from request submission to approval, permit issuance, display, and periodic compliance checks with audit logs for each action.

  • Submit Request: Employee completes form and uploads vehicle documentation.
  • Approve: Facilities or HR reviews and authorizes permits.
  • Issue Permit: System issues electronic permit or prints sticker identifier.
  • Enforce & Audit: Security enforces rules and records incidents in the audit trail.

Technical Capabilities to Support Electronic Permits

Platforms should support e-signatures, PDF and DOCX forms, audit trails, and basic integrations with HR systems for permit workflows.

  • File Formats: PDF, DOCX, and image support.
  • Authentication: Email OTP, SSO, or MFA options.
  • Integrations: HRIS, payroll, and facilities systems.

Critical Timelines and Deadlines to Track

Key timelines cover enrollment windows, permit renewals, violation notification periods, appeal deadlines, and schedule updates tied to staffing or site changes.

Annual enrollment window for permit requests:

Typically 30 days before fiscal year or as set by employer.

Permit renewal deadlines and automated notices:

Renew 30 days prior to expiry; reminders at 30 and 7 days.

Violation notices, response, and enforcement timeline:

Notice sent within 7 days; sanctions follow if unresolved after 14 days.

Appeals process and review period for violations:

Appeal window is typically 14 days from notice receipt.

Policy updates, review schedule, and employee notice:

Review annually or after major site changes; notify employees 30 days prior.

Common Preparation Mistakes to Avoid

  • Unclear eligibility or informal allocation often causes employee grievances and inconsistent enforcement; document criteria and exceptions to avoid unequal treatment and legal complaints.
  • Missing or incorrect license plate and vehicle details hinder enforcement and towing; require exact plate and state to authorize removal without dispute.
  • Failure to coordinate with local ordinances or ADA requirements risks regulatory noncompliance, fines, and exposure to discrimination claims.
  • Not tracking permit expirations and renewals increases abandoned permits, reduces available spaces, and complicates audit trails for HR and facilities.

Penalties, Risks, and Enforcement Outcomes

Loss of Privilege: Permit revoked; access suspended.
Fines and Fees: Monetary penalty per violation.
Towing and Impound: Vehicle towed at owner expense.
Disciplinary Action: Written warning to termination.
Legal Liability: Civil claims for negligence.
Data Privacy Risk: Personal data mishandling fines.

Practical Examples of Policy Implementation

Examples show how facilities, property managers, and healthcare providers implement parking rules, streamline permit issuance, and document enforcement efficiently.

Martin Properties

A mid-size property management firm standardized permits across 12 sites to eliminate spot disputes and streamline visitor parking.

  • Implemented digital permits and automated renewals.
  • "I can process and execute all of these documents online with 100% compliance and built-in security. Whether on mobile or working offline, I can get forms back to their necessary parties efficiently."

Fertility Centers of Illinois

A healthcare clinic digitized staff parking assignments and consents to minimize front-desk processing and simplify audit trails for access.

  • Reduced manual paperwork and improved tracking.
  • "The airSlate SignNow team has been exceptional, responsive, the API has been great, and we're extremely happy that we chose airSlate SignNow as a company." Their integration simplified permit workflows and recordkeeping.

Practical Tips for Accurate and Efficient Policies

Adopt clear language, standardized fields, audit trails, defined timelines, and consistent enforcement to minimize disputes and support defensible administration.

Use clear eligibility and allocation criteria
Define eligibility with objective measures (role, hours, tenure), document exceptions and approval authority, and include examples in the policy to reduce subjective decisions that lead to grievances or inconsistent enforcement.
Automate renewals, reminders, and expiry handling
Configure automated emails or SMS reminders at standard intervals before permit expiry, include links to renewals, and log attempts. Automation reduces expired permits, administrative backlog, and manual errors while improving space availability accuracy.
Maintain robust audit trails and logs
Capture signer identity, timestamps, IP addresses, approval chains, and document versions. Retain audit records per retention schedule to support disputes, investigations, and compliance reviews; ensure secure storage with access controls to protect personal data.
Coordinate policy design with legal and HR advisors
Have legal review for liability exposure and local statutory requirements, and HR review for employment implications. Periodically reassess policy after incidents, mergers, or site changes to maintain legality and operational effectiveness.
