EMPLOYEE PER DIEM GUIDELINES

Purpose

These guidelines establish the per diem allowances, documentation requirements, reimbursement procedures, and tax treatment for employees incurring business travel expenses on behalf of the Company. Per diem payments are intended to simplify meal and incidental reimbursements in lieu of itemized receipts where applicable and permitted by applicable law and internal policy.

Scope and Eligibility

This policy applies to all employees who are authorized to travel on business for the Company. An employee becomes eligible for per diem on or after for travel that requires an overnight stay or substantially increases the employee's travel-related expenses.

Per Diem Rates and Allowances

Standard domestic per diem for meals and incidental expenses (M&IE): $ per day. High-cost city per diem: $ . Lodging is reimbursed up to a maximum of $ per night unless prior written approval for overage is obtained.

Partial travel days are prorated as follows: departure day — 75% of daily M&IE; return day — 75% of daily M&IE; single-day travel without overnight stay is not eligible for per diem except by pre-approval.

Meals, Provided Meals, and Deductions

When meals are provided at no cost to the employee (including conference meals or employer-provided meals), the per diem payment will be reduced according to the following deduction schedule: breakfast deduction $ ; lunch deduction $ ; dinner deduction $ .

If the employee elects to be reimbursed for actual meal receipts in lieu of per diem, pre-approval is required and receipts must be provided for all meal expenses. Accept actual receipts in lieu of per diem

Lodging and Incidentals

Employees must seek cost-effective accommodations. Rates exceeding the lodging maximum must be approved in writing by a manager prior to booking. Incidental expenses (e.g., tips, laundry while traveling for extended periods) are included within per diem unless expressly excluded below.

Receipts and Documentation

Receipts are required for lodging and for any single expense that exceeds $75. Receipts for meals are not required when reimbursed under the per diem rate, except where otherwise directed. All reimbursements must be submitted through the Company expense platform with completed expense reports within days of travel completion.

Advances and Repayment

Per diem advances may be provided for extended travel with a reasonable projected per diem amount. Advances must be requested in writing and approved prior to travel. Any unsubstantiated advances must be repaid by the employee within 30 days of reconciliation.

I may request a per diem advance for authorized travel

Reimbursement Procedure

Complete an expense report identifying travel dates, destinations, purpose of travel, and per diem or actual expenses claimed. Attach required receipts and manager approval. Reimbursements will be paid on the next scheduled payroll cycle following approval.

Tax Treatment

Per diem amounts within the Company-established rates for substantiated business travel are generally treated as non-taxable reimbursements when the employee provides required documentation and follows these guidelines. Any amounts paid in excess of substantiated business expenses, or advances not accounted for, may be considered taxable income and reported accordingly.

Employee acknowledges responsibility to report and reimburse any amounts that are later determined to be taxable or unsupported.

Recordkeeping and Audit

The Company reserves the right to audit expense reports and supporting documentation. Employees must retain copies of receipts and expense reports for a minimum of three years or as otherwise required by Company policy.

Exceptions, Approvals and Violations

Any exception to the per diem or lodging limits must be pre-approved in writing by the employee's manager and Finance. Fraudulent claims, falsification of receipts, or failure to repay unsubstantiated advances may result in disciplinary action up to and including termination and recovery of funds.

Legal Disclosures

At-Will Employment: Nothing in this policy alters or alters the at-will employment relationship, where applicable. Either the employee or the Company may terminate employment at any time, with or without cause or notice, unless a written agreement states otherwise.

What the Employee Per Diem Guidelines Cover

Employee Per Diem Guidelines document defines the rules and rates for daily business travel allowances, detailing which expenses are covered, per diem computation methods, reimbursement procedures, and evidence required for claims. It explains eligible meals, incidental expenses, lodging exceptions, partial-day rules, and internal approval workflows. The guidelines help HR, payroll, and accounting teams process claims consistently, reduce audit risk, and maintain tax compliance by aligning with IRS accountable-plan principles and documented company procedures.

Why Clear Per Diem Rules Matter

Consistent per diem rules reduce reimbursement errors, speed approvals, and support correct tax treatment by documenting accountable-plan requirements and evidence expectations for both employees and payroll.

Why Clear Per Diem Rules Matter

Who Administers and Uses These Guidelines

HR, payroll, finance, travel managers, and approving supervisors rely on Employee Per Diem Guidelines to implement and enforce reimbursement rules.

  • HR teams: set policy, eligibility, and approval workflows for per diem reimbursements.
  • Finance/payroll: validate claims, process reimbursements, and apply tax reporting rules.
  • Managers/travel coordinators: approve trips, confirm eligibility, and monitor budget impact.

Clear stakeholder roles reduce disputes and make processing predictable for submitters and approvers alike.

Primary Roles Who Sign or Approve

HR Lead

The HR Lead maintains the per diem schedule and eligibility criteria, coordinates with finance to implement policy changes, and trains approvers. They ensure policy aligns with federal tax rules on accountable plans and company payroll procedures.

Finance Manager

The Finance Manager enforces reimbursement processing, reconciles per diem payouts against budgets, prepares tax reporting, and audits claims for IRS compliance. They retain supporting documentation according to the corporate retention schedule.

Essential Data Fields to Collect

Employee Name: Full legal name as on ID
Employee ID: Company-assigned numeric or alphanumeric ID
Travel Dates: Start and end as MM/DD/YYYY
Destination: City and state, include country internationally
Per Diem Rate: Daily allowance amount and rate basis
Receipts/Notes: Attach receipts, mileage log, or notes

Key Risks When Guidelines Are Incorrect

Taxable Benefit: Loss of accountable-plan tax treatment
Payroll Exposure: Additional FICA and income tax liabilities
Reporting Errors: Incorrect W-2 or 1099 reporting
Employee Disputes: Reimbursement denials and grievances
Audit Risk: Increased IRS audit exposure
Financial Impact: Unexpected costs and penalties

Common Preparation Mistakes to Avoid

  • Not aligning per diem rates with IRS locality tables or federal per diem schedules, causing inconsistent reimbursements and potential taxability for employees.
  • Failing to require sufficient documentation or receipt substantiation when policy requires accountable-plan evidence, exposing the employer to payroll tax and deduction disallowance.
  • Using unclear approval workflows where managers approve items after travel or without reconciliation, resulting in duplicate claims and delayed reimbursements.
  • Not updating guidelines for international travel, resulting in incorrect currency conversion, per diem limits, or failure to address lodging exceptions.

Core Elements of Professional Per Diem Guidelines

A complete per diem guideline organizes scope, rates, eligible expenses, submission and approval steps, documentation requirements, and tax treatment so teams apply rules consistently.

Scope

Define who the policy covers (employees, contractors), geographic applicability, business purpose requirements, and exceptions such as overnight stays or special-project travel approvals.

Rates

Specify per diem amounts, reference IRS federal or locality tables where applicable, and state rules for partial-day or meal-only allowances.

Eligible Expenses

List covered meals, incidentals, mileage rules, and common exclusions such as alcohol, personal items, and travel companion costs unless pre-authorized.

Reimbursement Process

Describe submission timelines, approver roles, system entries or forms, per-transaction limits, escalation steps, and payroll processing timing.

Documentation

Specify receipt thresholds, acceptable electronic formats, required logs, retention expectations, and consequences for insufficient or missing documentation.

Tax Treatment

Explain accountable-plan criteria under IRS rules, when per diem is nontaxable versus taxable, employer withholding responsibilities, and reporting on payroll forms.

Step-by-Step: Submitting a Per Diem Request

Follow these steps to complete and submit a per diem reimbursement request accurately and on time.

  • 01
Prepare Trip Info: Record travel dates, destination, and purpose.
  • 02
Select Rate: Apply the appropriate per diem locality and meal rules.
  • 03
Attach Documentation: Upload receipts or mileage log as required.
  • 04
Submit for Approval: Send to manager, then finance for processing.

Typical Routing and Submission Flow

Describe who receives a completed per diem claim and how it moves through approval, finance, and payroll systems.

  • Employee: Submits request via expense portal or form.
  • Manager: Reviews and approves eligibility and dates.
  • Finance: Validates amounts, applies tax treatment, and processes payment.
  • Records: Store approved claim in payroll and archival system.

Configure an Online Per Diem Workflow

Set up expense rules, approval chains, and attachment requirements in your expense system to automate reviews and audit trails.

Field Configuration
Per Diem Rate Source IRS locality table or company rate table
