EMPLOYEE TIME AND ATTENDANCE POLICY

Policy Identification

Policy Effective Date:   Policy Owner:

Scope and Purpose

This Time and Attendance Policy establishes the rules and procedures for recording work time, scheduling, tardiness, absenteeism, breaks, overtime, and related payroll practices for all employees. The policy applies to all employees of the company, including full-time, part-time, temporary, and contract workers, unless otherwise specified by employment agreement.

Personal Information

Position Information

Reporting Manager:   Start Date:

Timekeeping Procedures

All non-exempt employees must record time worked using the designated timekeeping system. Time entries must accurately reflect the start and end of each work period, including meal breaks. Rounding practices, if any, must be applied consistently and may vary by department; employees are required to record actual time worked and report any rounding discrepancies to their supervisor immediately.

Timekeeping Method (select applicable):  Badge/Clock-In  Electronic Timesheet  Mobile App

Work Hours, Breaks and Meal Periods

Standard work hours are established by department. Employees must take meal and rest breaks in accordance with company policy and applicable law. Meal breaks must be recorded as unpaid time when the employee is relieved of all duties. Any adjustment or deviation from scheduled breaks requires prior supervisory approval.

Overtime and Compensation

Overtime requires prior authorization from the supervisor. Overtime is paid or compensated in accordance with applicable policy and law. Non-exempt employees must not perform work off the clock. Any work performed off the clock must be reported immediately to the employee's supervisor and timekeeping corrections submitted.

Attendance, Tardiness and Absenteeism

Employees are expected to arrive and be prepared to work at their scheduled start time. Tardiness and unexcused absences disrupt operations and may lead to corrective action up to and including termination. Employees must follow departmental procedures for reporting absences or lateness, including any required notice period and documentation.

Unauthorized Absence and Falsification

Falsifying time records, intentionally failing to record time, or approving another employee's time entries are grounds for disciplinary action, up to and including termination. Employees are required to correct any erroneous entries promptly and notify their supervisor.

Corrections and Approvals

Supervisors must review and approve time records for accuracy each pay period. Employees must submit requests for corrections with an explanation. Supervisors who knowingly approve inaccurate time records may be subject to disciplinary measures.

Leaves, PTO and Accommodations

Requests for paid time off, leaves of absence, and reasonable accommodations must follow company procedures. Employees must record leave time accurately. Leave approvals do not negate the requirement to submit proper time entries and supporting documentation when required.

Progressive Discipline

Violations of this policy will be addressed through progressive discipline, which may include verbal counseling, written warning, suspension, and termination depending on severity and recurrence. Serious violations, including falsifying time records or causing payroll loss, may result in immediate termination.

Record Retention and Confidentiality

Time and attendance records are company records and must be maintained in accordance with record retention procedures. Access to an employee's time records is limited to authorized personnel. Unauthorized disclosure of payroll or timekeeping records is prohibited.

Legal Disclosures

At-Will Employment: Employment remains at-will unless a written agreement specifies otherwise. Either the employee or the company may terminate the employment relationship at any time, with or without cause or prior notice, unless prohibited by law or a separate written contract.

Equal Employment Opportunity: The company provides equal employment opportunities and prohibits discrimination or harassment based on protected characteristics. Timekeeping and attendance practices will be applied in a nondiscriminatory manner.

What the Employee Time and Attendance Policy Is and Covers

An Employee Time and Attendance Policy is a written company rule set that defines how employees record work hours, request time off, and report tardiness or absences. It explains approved methods for tracking time, required documentation for paid or unpaid leave, rounding or payroll timekeeping procedures, and who reviews or approves submitted time records. The policy aligns payroll, wage-and-hour, and recordkeeping practices with federal and state law to reduce classification errors, ensure consistent treatment of employees, and provide a clear audit trail for payroll and compliance reviews.

Why a Clear Time and Attendance Policy Matters

A documented policy reduces payroll errors, supports FLSA compliance, sets expectations for employees and managers, and creates evidence for audits or disputes.

Why a Clear Time and Attendance Policy Matters

Who Uses the Employee Time and Attendance Policy

Clear role definitions reduce disputes and ensure consistent application across locations and business units.

  • Human Resources staff responsible for maintaining policy, training, and audit readiness.
  • Payroll teams that process time records and reconcile hours for wage calculations.
  • Line managers who approve timecards, verify overtime, and enforce attendance standards.

How to Implement and Use the Policy — Step by Step

Follow these sequential steps to operationalize the Employee Time and Attendance Policy across your organization.

  • 01
Draft: Create a written policy that covers timekeeping methods, rounding, breaks, overtime, and corrective action.
  • 02
Review: Have legal or compliance review for state wage-and-hour variances and FLSA implications.
  • 03
Train: Deliver training to employees and managers on recording time and approval workflows.
  • 04
Enforce: Monitor time records, apply consistent discipline, and retain audit logs per retention rules.

Typical Digital Workflow Settings for Time and Attendance

Common configuration options support automated collection, approvals, and export to payroll systems.

Field Configuration
Clocking Method Badge, mobile GPS, web kiosk
Approval Flow Employee → Supervisor → Payroll
Edit Lock Lock after payroll cutoff
Export Format CSV, CSV with mapping, or API push

How Time Records Move from Employee to Payroll

A clear routing sequence reduces errors and ensures timely pay.

  • Record: Employee clocks in/out or submits timesheet entries.
  • Verify: Supervisor reviews entries for accuracy and approves or returns for correction.
  • Approve: Approved records are forwarded to payroll for calculation.
  • Archive: Finalized records and audit trails are stored per retention rules.

Technical and Integration Considerations

Verify vendor support for single sign-on (SSO), role-based access, and export formats to maintain a secure, auditable chain.

  • Integrations: Use connectors for payroll and HR systems such as ADP, Workday, or NetSuite.
  • Security: Implement TLS and AES encryption for data in transit and at rest.
  • Audit Trail: Capture timestamps, IP addresses, and approver IDs for every change.

Essential Elements to Include in a Professional Policy

Cover these six core areas to create a robust, enforceable Employee Time and Attendance Policy.

Scope

Define who is covered (full-time, part-time, contractors) and any role-specific exceptions.

Timekeeping Rules

Explain clock-in/out procedures, rounding rules, meal and rest break policies, and off-the-clock prohibitions.

Overtime

Describe overtime eligibility, calculation method, and pre-approval requirements for nonexempt staff.

Leave and Absence

List accruals, request procedures, documentation needed, and interaction with protected leave (FMLA).

Approvals and Corrections

Set a process for supervisor review, correcting errors, and deadlines before payroll cutoff.

Discipline

Outline progressive discipline for violations and circumstances for immediate action.

Information Elements and Security Controls to Capture

Employee Identifier: Unique ID to link time to payroll
Timestamps: Clock-in/out times with timezone
Approver ID: Supervisor or manager who verified record
Correction Notes: Reason for edits and author
Authentication Method: MFA, badge, or biometric used
Audit Trail: Immutable log of actions and exports

Common Risks and Compliance Consequences

FLSA Violations: Risk of backpay and liquidated damages for unpaid overtime
I-9 and Hiring Records: Retention lapses can trigger fines under 8 CFR §274a.2
Payroll Penalties: Late filings or incorrect wage reports may incur IRS or state penalties
Record Alteration: Unauthorized edits undermine defense in audits or litigation
Privacy Breach: Exposing health-related leave details may implicate HIPAA or state privacy laws
Operational Disruption: Inconsistent policies create morale issues and scheduling gaps

Frequent Errors to Avoid

  • Allowing manual backdating of time entries without supervisory documentation.
  • Failing to require supporting documentation for extended absences or intermittent leave.
  • Using vague absence codes that prevent accurate leave tracking and reporting.
  • Not aligning rounding or meal break rules with state wage-and-hour law.

Key Timing Rules and Payroll Deadlines

Observe these schedule-related obligations to avoid payroll disruption and compliance exposure.

Payroll Cutoff:

Set a firm cutoff before pay processing to allow approvals and corrections.

Timecard Submission:

Require employee submission within a defined window before payroll cutoff.

Supervisor Approval:

Require approvals within the payroll cycle or by a specified payroll freeze date.

Record Retention:

Retain timekeeping records at least three years to satisfy FLSA and IRS needs.

Dispute Window:

Specify a timeframe for employees to raise pay disputes after each pay date.
