What the Employee Vendor Purchase Order Is and When It’s Used

An Employee Vendor Purchase Order is an internal procurement document created by a company employee to request goods or services from a vendor. It records the requester, vendor details, line items, quantities, unit prices, total amount, account codes, and required approvals before a purchase is committed. The PO establishes authorization, creates a purchasing record for accounts payable, and provides a matching reference for invoices and receipts. Organizations use POs to control spending, ensure budget compliance, and supply an audit trail for internal controls and financial reporting.

Why a Proper Employee Vendor Purchase Order Matters

A clear, accurate PO reduces payment delays, improves vendor relationships, and preserves audit-ready records for compliance and expense control.

Why a Proper Employee Vendor Purchase Order Matters

Who Prepares and Who Approves Employee Vendor Purchase Orders

Different roles create, review, and approve POs depending on company size and procurement policy.

  • Requesting Employee: Prepares PO details and submits for approval.
  • Department Approver: Verifies budget availability and business purpose.
  • Accounts Payable: Matches invoice to PO and processes payment.

Clear role assignment speeds processing and reduces errors across finance, procurement, and vendor management.

Step-by-Step: Create and Approve a Purchase Order

Follow these core steps to prepare, approve, and issue an Employee Vendor Purchase Order in a compliant workflow.

  • 01
Prepare PO: Complete requester, vendor, items, totals, and attachments.
  • 02
Verify Budget: Confirm funds are available under the correct GL code.
  • 03
Seek Approval: Route to designated approver(s) per policy with justification.
  • 04
Issue PO: Send PO to vendor and retain signed copy for AP matching.

Core Elements Every Professional Employee Vendor Purchase Order Should Include

A complete PO avoids ambiguity and speeds payment. Include identifiers, contact data, itemized costs, approval signatures, and matching instructions for invoice submission.

PO Identifier

A unique PO number ensures every invoice can be matched precisely to the purchase, simplifying reconciliation and audit trails across accounts payable systems.

Requester Details

Name, department, contact information, and cost center let approvers confirm the purchase purpose and ensure the buyer has delegated authority to spend.

Vendor Information

Vendor legal name, address, contact, and TIN/EIN are required for payment setup and 1099 reporting; attach a current W-9 when applicable.

Itemized Costs

List each product or service with quantity, unit price, extended line total, and any applicable taxes or shipping charges to avoid later disputes.

Total and Terms

State the sum, payment terms (Net 30, etc.), delivery or service dates, and any discounts or early-pay incentives to set vendor expectations.

Approvals & Signatures

Include approval lines or e-signature fields for authorizers; role-based approvals enforce internal controls and provide legal authorization to purchase.

Typical Purchase Order Workflow from Request to Vendor

The following condensed sequence shows how a PO moves through common internal and external steps.

  • Create: Employee completes PO form and attaches supporting quotes.
  • Approve: Managers and finance review, sign, and validate budget.
  • Issue: PO is sent to vendor by email or procurement portal.
  • Invoice Match: Accounts payable matches vendor invoice to PO and pays.

How to Configure an Online PO Workflow

Common online settings and field configurations streamline approvals and reduce manual steps in high-volume procurement.

Field Configuration
Signature Field Required; supports delegated e-signing and timestamping
Signer Authentication Email link or SMS code; stronger MFA for high-value purchases
Conditional Routing Route approvals by total amount thresholds and department
Audit Trail Enable detailed logs: IP, timestamp, and action history

Technical Options for eSubmission and Distribution

Choose delivery channels and integrations that match your ERP and vendor preferences.

  • Cloud Integrations: Salesforce, NetSuite, Microsoft 365
  • Document Formats: PDF, DOCX, Excel compatible
  • Storage Platforms: Box, Google Drive, Egnyte

Key Deadlines and Time-Sensitive Dates to Note

Certain tax and reporting deadlines affect vendor setup and tax reporting tied to purchase activity.

W-9 / Vendor Onboarding:

Provide W-9 upon request; collect before payment to prevent backup withholding.

1099-NEC Reporting:

Form 1099-NEC to recipient and IRS: Jan 31 each year (IRS requirement).

Invoice Submission Window:

Vendors should submit invoices according to PO terms to avoid payment delays.

PO Cancellation Notice:

Follow internal policy deadlines for cancelling or modifying issued POs.

Fiscal Close Cutoffs:

Submit POs before month-end close to ensure proper period recognition.

Key Processing Milestones for a Purchase Order

These numbered stages represent common milestones from request initiation to vendor payment and record closure.

01

Request Submitted

Employee submits PO with required vendor and item details for review.

02

Approval Completed

Designated approvers confirm budget and authorize purchase.

03

PO Issued to Vendor

Formal PO document is transmitted to the vendor and logging begins.

04

Invoice Paid & Closed

Common Mistakes When Preparing a Purchase Order

  • Incomplete vendor TIN or missing W-9 delays payments and triggers withholding.
  • Using vague item descriptions causes disputes and incorrect deliveries.
  • Incorrect GL coding misallocates expenses and complicates reconciliations.
  • Skipping required approvals results in retroactive rejections and compliance gaps.

Penalties and Risks From Incorrect Purchase Order Practices

Backup Withholding: 24% rate if vendor TIN missing or incorrect
1099 Penalties: IRC §6721 penalties for late/incorrect returns apply
I-9 Record Violations: Civil fines $281–$2,789 per violation (DHS guidance)
Contract Disputes: Unclear PO terms increase breach and litigation risk
Audit Findings: Missing approvals can trigger internal control exceptions
Payment Delays: Incorrect vendor details delay AP processing and vendor relations

Security and Compliance Considerations for ePOs and eSigning

Encryption In Transit: TLS 1.2 / 1.3
Encryption At Rest: AES-256 storage
Authentication: Multi-factor options available
Audit Trail: Comprehensive signature and event logs

How to Export and Archive Purchase Orders

Export POs in formats that support accounting, reporting, and legal discovery. Keep an accessible audit trail alongside the signed record.

PDF Archive

Export the signed PO as PDF/A with embedded audit trail to preserve signature timestamps and signer metadata for audits and legal review.

Spreadsheet Exports

Download line items and totals as CSV or Excel to import into ERP or accounting systems for automated reconciliation and reporting.

Native Word

Save an editable DOCX copy if future amendments are expected; retain read-only signed copy for the official record.

Audit Certificate

Include the signing certificate or completion report showing timestamps, IP addresses, and signer verification steps.
