Overview of the HR Employment Agencies Supplement

The HR Employment Agencies Supplement is an addendum used alongside recruitment or placement agreements to document agency-specific obligations, candidate verification, fee terms, and compliance representations. It clarifies licensing, candidate screening steps, fee schedules, refund and replacement terms, confidentiality expectations, and data-handling instructions. Organizations use this supplement to create a consistent record of the agency relationship, reduce disputes, and ensure the agreement aligns with state licensing and employment law requirements. It is typically attached to master service agreements, staffing contracts, or placement orders where agency-specific details must be preserved separately from core contract language.

Why the Supplement Matters for HR and Agencies

A dedicated supplement centralizes agency-specific terms that otherwise complicate main agreements, making audits, renewals, and regulatory reviews clearer. It reduces ambiguity about placement fees, candidate vetting, and data responsibilities while supporting consistent onboarding and regulatory compliance.

Why the Supplement Matters for HR and Agencies

Who Typically Completes This Supplement

The supplement is completed by parties who manage or contract with staffing and recruiting agencies, typically HR, talent acquisition, vendor management, or legal teams.

  • In-house HR teams responsible for vendor onboarding and payroll integration, ensuring agency terms match internal hiring policies.
  • Staffing or recruiting agency account managers who must provide licensing, insurance, and screening details for each placement.
  • Procurement or vendor management teams that track fee schedules, SLAs, and compliance documentation across multiple suppliers.

Use this supplement whenever an agency relationship is established, renewed, or materially amended to maintain an auditable record of the agency-specific terms.

Essential Elements to Include in a Professional Supplement
