HR Recruiting Standard Operating Procedure (SOP)

Document Control

Purpose

This Standard Operating Procedure (SOP) establishes consistent procedures, controls, and responsibilities for requisitioning, sourcing, assessing, selecting, and onboarding candidates for all positions. It sets mandatory steps to ensure compliance with employment laws, equal employment opportunity principles, and internal governance.

Scope

This SOP applies to all hiring activity for full-time, part-time, temporary, contract, and internship positions across all business units. It applies to hiring managers, human resources business partners, recruiters, interview panel members, and any third-party vendors engaged in the recruiting process.

Definitions and Roles

Hiring Manager: Accountable for requisition justification, candidate evaluation, selection decision, and onboarding coordination for the position. HR Business Partner (HRBP): Provides policy guidance, ensures compliance, and assists with final offer packaging. Recruiter: Manages sourcing, screening, candidate communication, and interview coordination. Interview Panel: Evaluates candidate competencies against defined criteria. Background Check Vendor: Conducts pre-offer or post-offer checks as authorized.

Requisition Initiation

All requisitions must be initiated using the Requisition Template below and include budget approval and job description attachment prior to posting.

Screening, Interviewing and Evaluation

Screening criteria must be applied consistently. Interviewers are required to use competency-based questions and record evaluation notes. Interview panels should document objective scores and identify hiring decision rationale.

Background Checks and Authorizations

Background checks will be conducted only after authorized sign-off in accordance with applicable law. Candidate consent is required before any checks that solicit third-party records.

Legal Disclosures and Statements

At-Will Employment: Except where expressly prohibited by written agreement, employment with the organization is at-will, meaning either the employee or the organization may terminate the employment relationship at any time, with or without cause or prior notice.

Equal Employment Opportunity: The organization provides equal employment opportunity to all applicants and employees without regard to race, color, religion, sex, national origin, age, disability, genetic information, veteran status, or any other characteristic protected by law. All hiring decisions will be based on business needs, job requirements, and individual qualifications.

Recordkeeping and Metrics

Recruiters must retain candidate records in the applicant tracking system in accordance with the retention schedule. Key metrics (time-to-fill, source of hire, offer acceptance rate, diversity metrics) must be reported quarterly to HR leadership.

Amendment, Compliance and Audit

Any deviation from this SOP must be documented and approved in writing by the Document Owner. The HR function will periodically audit compliance with this SOP and report findings to senior leadership. Noncompliance may result in corrective action.

Applicant Certification (Template for Candidate)

Candidate must sign the following certification when requested: "I certify that the information provided in this application and any supporting documents is true and complete to the best of my knowledge. I authorize the organization to verify any information, including contacting former employers and educational institutions, and to conduct background checks as permitted by law."

Approval Workflow (Pre-Posting)

Requisition must be approved by the Hiring Manager and Budget Owner prior to posting. HR will validate classification and compliance.

What the HR Recruiting SOP Covers

The HR Recruiting SOP is a standardized internal procedure that documents the end-to-end hiring workflow used by employers to source, screen, select, and onboard candidates. It consolidates role requisition steps, approval routing, background check and I-9 handling, offer issuance, candidate communications, and secure recordkeeping requirements to ensure consistent decisions, regulatory compliance, and auditable trails across hires.

Why a Written Recruiting SOP Matters

A documented HR Recruiting SOP reduces variability in hiring, clarifies decision authority, and preserves a defensible audit trail. It supports consistent candidate experiences, helps demonstrate nondiscriminatory processes, and centralizes legal and retention requirements that affect onboarding and post-hire recordkeeping under federal and state law.

Why a Written Recruiting SOP Matters

Typical Users and Contributors

External stakeholders such as background-check vendors, staffing agencies, and legal counsel may also interact with the SOP for specific processes or reviews.

  • Talent acquisition teams who open requisitions, manage sourcing, and track candidate pipelines.
  • Hiring managers who define role requirements, interview candidates, and approve offers.
  • HR operations or compliance staff who maintain records, verify I-9s, and manage vendor background checks.

Core Sections to Include in Your Recruiting SOP

A professional HR Recruiting SOP organizes the hiring lifecycle into discrete, auditable parts so teammates can follow consistent, legally defensible steps from requisition to record retention.

Requisition Details

Document job title, department, position level, FTE status, budget code, and hiring justification to ensure traceability and budget approval before posting.

Approval Matrix

Specify required approvers, delegated authority thresholds, and approval sequence for requisition creation, offer sign-off, and salary overrides to prevent unauthorized commitments.

Sourcing & Screening

Define sourcing channels, minimum qualifications, screening questions, required assessments, and standard rejection reasons to maintain consistency across candidates.

Interview Process

Detail interview stages, interviewer roles, scorecards, debrief templates, and required documentation for each stage to support fair evaluation and auditability.

Offer & Onboarding

Describe offer content, authorized signers, required contingencies, background check permissions, I-9 timing, and standard offer expiration periods.

Recordkeeping & Retention

Specify where records are stored, access controls, retention periods, and disposal protocols consistent with federal rules and company policy.

Stepwise Process to Complete the Recruiting SOP

Follow these core steps when initiating or executing a hire to keep the process consistent and legally defensible.

  • 01
Create Requisition: Record role details, budget code, and business justification for approval routing.
  • 02
Approve Budget: Obtain required approvals from finance and designated approvers before posting.
  • 03
Source and Screen: Use standardized assessments and scorecards to shortlist candidates.
  • 04
Issue Offer: Prepare offer with contingencies, authorized signer, and clear acceptance deadline.

Where to File, Send, and Store Recruiting Records

The SOP should specify canonical destinations for forms, approvals, and candidate files to ensure consistent storage and retrieval.

  • Applicant Tracking System: Primary repository for requisitions, candidate communications, and interview notes.
  • HR Document Repository: Finalized offers, signed agreements, and onboarding paperwork stored with restricted access.
  • Hiring Manager Folder: Non-sensitive interview materials shared with hiring managers for evaluation only.
  • Legal / Compliance: Copies of background-check consent, adverse action notices, and audit logs retained for compliance.

Recommended Digital Workflow Configuration

Configure your eSigning and ATS workflows in advance to automate routing, authentication, and storage for the recruiting SOP.

Field Configuration
Authentication Method Email link, SMS code, or advanced KBA for sensitive hires
Routing Order Sequential routing: recruiter → hiring manager → HR approvals
Template Library Prebuilt templates for offers, NDAs, and background releases
Automatic Reminders Set reminders at 3 and 7 days for unsigned offers

Technical Requirements for eSubmission and Storage

Ensure chosen solutions support audit trails, secure storage, and export in standard formats for long-term retention and review.

  • File Formats: PDF, DOCX, and HTML supported
  • Integrations: Salesforce, NetSuite, Microsoft 365, Google Workspace
  • Authentication: Email, SMS, SSO/SAML available

Common Deadlines and Timing Expectations

Establish clear internal deadlines to accelerate hiring while meeting legal and compliance windows.

Offer Response Window:

Typical acceptance period is 3–7 business days to avoid prolonged openings.

Background Check Turnaround:

Allow 3–10 business days depending on checks and jurisdictions.

I-9 Completion Timing:

Employer must complete Section 2 within three business days after hire.

Contingency Resolution:

Resolve background or credential contingencies before start date when practical.

Document Retention Start:

Retention period begins on hire date or document creation date as specified.

Common Mistakes to Avoid When Preparing the SOP

  • Failing to document approval thresholds creates unauthorized offers and audit gaps.
  • Using inconsistent position titles or pay bands causes payroll and classification errors.
  • Omitting candidate consent for background checks risks FCRA noncompliance and adverse action errors.
  • Not specifying storage location or access controls increases risk of data exposure and lost records.

Key Penalties and Legal Risks

I-9 Violations: $281–$2,789 per violation
1099 Filing Penalties: $60 | $130 | $330 per form tiers
Intentional Disregard: $660+ per form, no maximum
HIPAA Exposure: Civil/administrative enforcement risk
FCRA Liability: Statutory damages and compliance risk
Recordkeeping Failures: Regulatory fines and litigation exposure
