Purpose

This Recruitment Policy sets forth the organization’s mandatory procedures, responsibilities and controls for sourcing, evaluating and selecting candidates for employment. The objectives are to ensure consistent hiring practices, compliance with applicable employment law, protection of applicant data, maintenance of equal employment opportunity, and appropriate documentation and approvals for each hire.

Definitions

"Hiring Manager" means the manager requesting the recruit. "Requisition" means a hiring request form submitted for approval. "Offer Approval Authority" refers to the roles authorized to extend employment offers and approve compensation.

Roles and Responsibilities

HR is responsible for managing the recruitment process, maintaining records and ensuring compliance. Hiring Managers are responsible for preparing the job justification, participating in selection decisions and ensuring appropriate approvals prior to making offers. Recruiters execute sourcing, prescreening and scheduling.

Recruitment Procedure

All recruitment activity must follow the sequence below unless an approved exception is documented.

  1. Requisition and Approval: Hiring Manager completes a requisition specifying business justification, position title, grade, proposed salary range and reporting line. HR verifies budget and obtains requisite approvals prior to recruitment.
  2. Job Description and Posting: HR ensures an up-to-date job description and posts the position on approved channels consistent with the internal posting period and diversity outreach requirements.
  3. Sourcing and Screening: Recruiters source candidates, conduct initial screening, verify minimum qualifications and document screening rationale.
  4. Interviewing: Interview panels must include trained interviewers; interview questions must be job-related and documented. Interview notes and evaluation criteria must be retained with the candidate file.
  5. Selection and Offer Approval: Final candidate selection requires Hiring Manager recommendation and documented approval by designated Offer Approval Authority for compensation above job grade guidelines.
  6. Pre-Employment Checks: Conditional offers are subject to background screening, reference checks and any role-specific checks as required by law and company policy. Candidate consent is required prior to checks.
  7. Onboarding: HR conducts final onboarding steps only after satisfactory completion of required checks and receipt of signed offer letter when applicable.

What the HR Recruitment Policy Covers

An HR Recruitment Policy is an internal governance document that sets standardized procedures, roles, and controls for sourcing, screening, selecting, and onboarding candidates. It defines requisition requirements, equal employment opportunity statements, background-check and privacy practices, approval workflows, and recordkeeping responsibilities. The policy applies to recruiters, hiring managers, HR staff, and any third-party providers used in hiring. It also specifies acceptable electronic-signature and e-submission methods for requisitions and offer letters to preserve auditability and support compliance with ESIGN and applicable state law.

Why a Formal Recruitment Policy Matters

A documented HR Recruitment Policy reduces legal and operational risk, improves candidate experience, and creates an auditable trail for hiring decisions. It clarifies responsibilities for recruiters and hiring managers, enforces consistent screening and offer practices, and supports lawful use of electronic signatures under ESIGN and UETA.

Why a Formal Recruitment Policy Matters

Who Implements and Follows This Policy

Use this policy whenever hiring employees, contractors, or interns across business units and locations.

  • HR and Talent Acquisition teams — manage requisitions, job postings, applicant tracking, and regulatory disclosures.
  • Hiring managers — evaluate candidates, complete interview assessments, and approve offers within delegated authority.
  • Legal and Compliance teams — review background-check practices, privacy notices, and role-specific regulatory requirements.

Apply the policy consistently to each vacancy; store recruitment records centrally in the ATS or HRIS for audit and reporting purposes.

Essential Sections to Include in the HR Recruitment Policy

A professional HR Recruitment Policy is organized to guide the full hiring lifecycle: requisition intake, job content, sourcing, selection, approvals, offers, and retention with clear controls and escalation paths.

Common Mistakes to Avoid

  • Unclear job descriptions: Vague or incomplete postings produce poor applicant fit, longer time-to-hire, and inconsistent interview scoring that undermines defensibility in disputes.
  • Missing EEO and consent language: Omitting required nondiscrimination statements or candidate consent for checks increases legal exposure and complicates adverse-action documentation.
  • Improper background checks: Running checks without FCRA-compliant notices, authorization, or proper adjudication can trigger liability and remediation costs.
  • Scattered recordkeeping: Storing files across email and local drives prevents reliable audits and may lead to discovery burdens during litigation.

Penalties and Risks from Noncompliance

I-9 Violations: $281–$2,789 per violation (8 CFR §274a.2)
Background Check Errors: FCRA liability and statutory damages
Discrimination Claims: Compensatory and punitive damages
Data-Privacy Breach: CCPA/HIPAA fines and remediation costs
Recordkeeping Failure: Regulatory penalties and increased audit costs
Offer Letter Disputes: Contract formation and litigation risk

Who Signs and Approves Recruitment Documents

HR Manager

HR Managers typically approve requisitions, confirm budget availability, and authorize the final offer template. They are responsible for ensuring required disclosures and privacy consents are included and for triggering background-check authorization before offers are sent.

Hiring Manager

Hiring Managers evaluate candidates, complete interview assessments, and provide hiring approval. They submit requisitions, set job requirements, and must adhere to delegated salary authorization limits and documented candidate-selection criteria.

Practical Tips for Accurate, Efficient Recruitment

Apply these practices to reduce errors, speed hiring, and maintain defensible records.

Standardize Job Content
Use approved job description templates and consistent job titles to accelerate posting, reduce ambiguous qualifications, and help ensure consistent interview evaluations across candidates.
Capture Consent Early
Obtain candidate consent for background checks and electronic records up front; keep consent records attached to the applicant file to satisfy FCRA and privacy requirements.
Preserve Audit Trails
Use platforms that capture timestamps, IP addresses, and signer attribution for offers and approvals so decisions are defensible in audits or disputes.
Train Hiring Teams
Provide regular training for hiring managers and recruiters on EEO, admissible interview questions, and the policy’s approval and retention procedures.
