What the HR Referral Purchase Order Is

An HR Referral Purchase Order is a formal purchase-order style document used by employers to authorize and record payment of referral fees or commissions to individuals or agencies that recommend successful candidates. It links the hiring decision to a defined fee schedule, records approver authorization, and creates an auditable payment instruction for accounts payable. The document typically includes referrer identity, candidate details, fee calculation, acceptance criteria, and payment terms. It can be routed and executed electronically to speed approvals and preserve a tamper-evident audit trail.

Why organizations use an HR Referral Purchase Order

Using a standardized HR Referral Purchase Order clarifies payment terms, reduces disputes, and improves auditability. It ensures consistent documentation for tax reporting and internal controls, supports timely payments, and establishes who is authorized to approve referral fees under company policy and procurement rules.

Why organizations use an HR Referral Purchase Order

Who typically completes and approves the HR Referral Purchase Order

Small companies may combine roles while larger organizations separate submission, approval, and payment responsibilities for stronger controls.

  • HR and Talent Acquisition teams responsible for validating candidate eligibility and confirming hire status.
  • Hiring managers who confirm candidate start date, role, and eligibility for referral payment.
  • Accounts Payable and Finance teams that validate vendor information and execute payment according to terms.

Essential parts of a professional HR Referral Purchase Order

A complete HR Referral Purchase Order collects the data required for authorization, tax reporting, and payment processing while providing an audit trail for compliance and internal review.

PO Number

Unique purchase order identifier for tracking, reconciliation, and cross-referencing with accounts payable and the general ledger.

Referrer Info

Full legal name, business name if applicable, mailing and payment address, and tax classification for 1099 reporting purposes.

Candidate Details

Candidate full name, position hired, start date, and any eligibility confirmation required under the referral program rules.

Fee Schedule

Clear calculation method (flat fee or percentage), payment triggers (start date, retention milestone), and any pro-ration rules.

Payment Terms

Net payment terms, required invoices or W-9, preferred payment method, and any withholding or tax obligations.

Approvals & Attachments

Sign-off lines for HR, hiring manager, and finance plus attachments like W-9, referral agreement, or proof of successful hire.

Step-by-step: complete and authorize the referral PO

Follow these sequential steps to ensure the referral payment is valid, authorized, and payable.

  • 01
Prepare PO: Enter referrer, candidate, fee, and supporting attachments.
  • 02
Verify Eligibility: Confirm candidate meets program and retention criteria.
  • 03
Obtain Approvals: Routing: HR → Hiring manager → Finance.
  • 04
Process Payment: Accounts Payable issues payment per terms.

Typical routing and handoff for electronic processing

A simple workflow ensures approvals and reduces friction between HR and finance.

  • Create PO: HR or procurement initiates the purchase order record.
  • Attach Documentation: Include W-9 and hiring confirmation.
  • Approve: Approvers sign in sequence using eSignature or internal approval tools.
  • Pay: Accounts Payable issues payment and records transaction.

Recommended online workflow settings

Configure e-submission and approvals to reduce manual transfers and ensure the PO is auditable.

Field Setting
PO Number Autogeneration Enable auto-generate sequential PO numbers.
Signer Authentication Use email plus optional SMS code for signer verification.
Notification Rules Notify HR, hiring manager, and AP on state changes.

Audit trail: Timestamps, IP, and action history
Regulatory coverage: ESIGN and UETA compliance
HIPAA support: BAA available when PHI present
Certifications: SOC 2 Type II and ISO 27001

Risks and penalties of incorrect or incomplete POs

Backup withholding: 24% rate if TIN missing or incorrect
1099 penalties: Failing to file correct returns triggers IRC §6721 penalties
Duplicate payments: Missing PO number can cause double payment risk
Contract disputes: Unclear fee terms increase dispute likelihood
Internal control failures: Unsigned POs can void approval authority
Tax reporting errors: Incorrect classification creates audit exposure

Common preparation mistakes to avoid

  • Using an informal email instead of a PO which reduces auditability and can create payment disputes.
  • Failing to attach a current W-9 or tax ID, which delays payment and risks withholding obligations.
  • Not confirming candidate eligibility under the referral policy, leading to denied or reclaimed payments.
  • Entering ambiguous payment triggers (for example, 'after hiring') rather than specific milestones or dates.

Key timing and reporting deadlines to observe

Track internal approval SLAs and external tax reporting deadlines to prevent penalties and payment delays.

Provide W-9 on request:

A remitter should obtain a W-9 from the payee before payment to avoid backup withholding.

1099-NEC deadline:

Report non-employee compensation to recipients and IRS by Jan 31 each year.

PO approval SLA:

Establish an internal SLA (commonly 5–10 business days) for approvals.

Payment terms:

Adhere to agreed terms such as Net 30 to maintain vendor relations.

Recordkeeping:

Maintain documentation to support tax returns and audits per retention rules.

Typical processing milestones for a referral payment

A sequential milestone view helps teams coordinate documentation, approvals, and payment.

Referral Submitted

Referrer submits candidate and supporting information for eligibility review.

02

PO Issued

Company issues referral PO after eligibility confirmed and assigns PO number.

03
