Reimbursement Policy — Terms and Procedures

Eligible expenses: The Company will reimburse reasonable and necessary business expenses including travel, lodging, meals, client entertainment, training and approved supplies when properly documented and pre-approved where required. All expenses must be incurred in the performance of official duties and consistent with the employee's role.

Prior approval: Expenses exceeding the per-incident threshold or identified as requiring prior approval must receive written approval from the employee's manager before being incurred. Prior-approval categories (check all that apply):

Documentation and submission: Reimbursement requires original, itemized receipts showing date, vendor, and amount. For mileage claims, employees must submit the business purpose, start and end locations, and miles driven. Reimbursement requests must be submitted within days of the expense date unless an extension is approved in writing by the manager.

Per diem and mileage: The Company establishes per diem and mileage guidelines. Per diem for meals and incidental expenses is set at $ per day for domestic travel. Mileage is reimbursed at $ per mile.

Corporate card usage: Employees issued a corporate card must use it for approved business expenses. Personal charges on a corporate card are prohibited unless specifically authorized in writing and will be subject to repayment and disciplinary action.

Non-reimbursable expenses: The following are examples of non-reimbursable items: personal entertainment unrelated to business, traffic fines, spouse or guest travel unless pre-approved, upgrades beyond standard accommodations without prior approval, and items lacking required receipts.

Advances and exceptions: Expense advances may be issued only with manager approval and must be reconciled promptly. Any exception to this policy must be documented in writing and approved by the Department Head and Finance.

Tax treatment: Reimbursements made under an accountable plan are not reported as taxable income when substantiated in accordance with this policy. Any reimbursement that does not meet substantiation requirements will be reported as taxable compensation and subject to applicable withholdings.

Audit, repayment and disciplinary action: The Company may audit expense reports at any time. Employees must repay any overpayment within thirty (30) days of notice. Fraudulent claims or repeated noncompliance will result in disciplinary action up to and including termination and potential civil or criminal liability.

Recordkeeping and Retention

Receipts and supporting documentation must be maintained and submitted with reimbursement requests. The Company retains reimbursement records in accordance with applicable record retention schedules and applicable law, generally for a period of at least three (3) years.

Dispute and Appeal Process

Disputes regarding reimbursement determinations should be submitted in writing to the employee's manager. If unresolved, the dispute may be appealed to Human Resources and then to Finance for final determination. Appeals must identify the basis for reconsideration and include supporting documentation.

Legal Disclosures

At-will employment: Nothing in this Policy alters the at-will employment relationship between the Company and its employees where applicable. Employment may be terminated by either party at any time, with or without cause or notice, unless a separate written agreement states otherwise.

Equal opportunity: The Company is an equal opportunity employer and prohibits unlawful discrimination and harassment. All reimbursement decisions will be applied consistently and without unlawful discrimination.

I authorize the Company to recover any overpayments from my compensation where permitted by law.

I authorize the Company to contact previous employers and references provided above for purposes of verification related to employment and compliance with Company policies. I consent to any background checks or verifications required by the Company as a condition of employment or continued employment.

What an HR Reimbursement Policy Covers

An HR Reimbursement Policy documents an employer’s rules and procedures for reimbursing employees for business-related expenses such as travel, meals, mileage, supplies, and training. It defines eligible expense categories, required supporting documentation, pre-approval and submission workflows, allowable limits, reimbursement timing, tax reporting obligations, and roles for approvers and payroll. The policy ensures consistent treatment, reduces disputed claims, and supports compliance with wage and tax rules. It typically includes instructions for receipt submission, expense coding, record retention, and the consequences of noncompliance or fraudulent claims.

Why a Clear Policy Matters for HR and Finance

An HR Reimbursement Policy standardizes expense handling, accelerates reimbursement cycles, and reduces payroll and tax errors. Clear rules improve audit readiness and protect employers from inconsistent practices or wage-law violations while giving employees transparent expectations for allowable costs and documentation.

Why a Clear Policy Matters for HR and Finance

Who Prepares and Uses This Policy

HR, payroll, and finance teams use this policy to set consistent reimbursement practices and reduce processing overhead.

  • HR managers: draft policy language, approve exceptions, and train staff on submission protocols.
  • Payroll staff: verify approvals, process reimbursements, and handle tax reporting and coding.
  • Employees: submit itemized receipts, complete required forms, and follow pre-approval rules.

Managers and finance approvers enforce policy limits, review disputes, and ensure documentation meets auditors' and tax authorities' requirements.

Step-by-Step: Submitting a Reimbursement

Follow these steps to submit a reimbursement request through HR’s expense workflow and ensure timely processing.

  • 01
Prepare Receipts: Gather itemized receipts and supporting documentation.
  • 02
Complete Form: Fill all required fields and attach receipts.
  • 03
Get Approval: Submit to manager for pre-approval or expense approval.
  • 04
Payroll Upload: Approved items route to payroll for payment per schedule.

Typical Routing from Submission to Payment

Typical routing shows how expense claims move from employee to payment, including checks and audit records.

  • Upload: Employee uploads receipts and completes the policy form.
  • Manager Review: Approver checks eligibility, budgets, and policy compliance.
  • Finance Validation: Finance verifies codes and tax handling before payment.
  • Audit Trail: System records timestamps, approver IDs, and attached documents.

Essential Elements to Include in the Policy

A professional HR Reimbursement Policy includes clear eligibility rules, documentation standards, approval workflows, payment timing, tax treatment, and retention requirements.

Eligibility

Define which expenditures are reimbursable, thresholds, per-diem limits, and exceptions. Include examples and clarify whether personal expenses are excluded.

Documentation

Require itemized receipts, invoices, mileage logs, and boarding passes where applicable. Specify electronic formats accepted and minimum data points required to support audits.

Approval Workflow

Establish sequential approver roles, delegation rules, escalation paths, and maximum approval amounts, and record decision rationale for audits.

Payment Timing

State payment cycles, payroll cutoff integration, and exceptions for urgent reimbursements. Clarify whether reimbursements are processed in the next payroll cycle or as standalone payments.

Tax Treatment

Identify taxable versus nontaxable reimbursements and required reporting. Outline backup withholding triggers, per diem taxable rules, and whether reimbursements flow through payroll or accounts payable.

Record Retention

Specify retention periods for receipts and approvals, location of electronic records, and legal bases. Tie retention to tax, payroll, and industry-specific compliance obligations.

Security & Compliance Considerations

Encryption: TLS 1.2/1.3; AES-256 at rest
Access Controls: Role-based permissions and SSO
Audit Trail: Timestamped actions and approver IDs
HIPAA: BAA available for covered workflows
Certifications: SOC 2 Type II, ISO 27001, PCI DSS
Data Residency: EU-U.S. Data Privacy Framework support

Key Risks and Penalties to Avoid

Late Reimbursement: Employee cash-flow issues, disputes
Incorrect Tax Treatment: Withholding errors, IRS penalties
Missing Receipts: Claims denied or delayed
Fraud: Disciplinary action, termination
Wage Law Risk: State claims; Cal. Lab. Code §2802
Backup Withholding: Payroll mismatches; backup withholding 24%

Common Preparation Mistakes

  • Submitting photocopied or partial receipts that lack merchant details often delays approvals and triggers requests for additional documentation.
  • Incorrect expense coding or using personal cards without clear business purpose causes accounting reconciliations and potential tax reclassification.
  • Missing manager pre-approval for high-value expenses will typically result in denial or retrospective review and possible payroll adjustment.
  • Failure to submit mileage logs in required format (miles, start/end points) increases audit risk and may void travel reimbursements.

Key Timelines and Cutoffs to Include

Timelines set clear expectations for submission windows, approval turnaround, payroll cutoff alignment, and exceptions handling.

Submission Deadline:

Submit claims within 60 days of expense date to ensure timely processing.

Manager Review:

Managers should review within 5 business days of submission.

Finance Processing:

Finance processes approved claims by the next payroll cutoff.

Appeals Window:

Employees may dispute denials within 14 days with supporting documents.

Record Retention:

Save documents per retention schedule established in policy.
