HR TRAVEL POLICY

Personal Information

Position Information

Purpose and Scope

This Travel Policy establishes requirements and procedures for business travel that is funded, reimbursed, or arranged by the organization. The Policy applies to all employees, contractors, and temporary workers when travel is performed on behalf of the organization and to any persons traveling using company funds or corporate payment methods.

Authorization and Approval

All travel must be pre-approved in writing by the reporting manager and, where applicable, by the department head. Approval is required before purchases are made or commitments are entered into. Exceptions must be documented and approved according to the Policy Exceptions section below.

Booking and Payment

Employees must use approved corporate booking channels when available. Personal bookings may be reimbursed only when pre-approved and when documented according to the expense reporting requirements. Use of corporate payment cards is encouraged for business travel expenses where issued.

Transportation

Employees should select the most economical reasonable mode of transportation consistent with business needs and safety. Air travel should be economy/coach class except where business need or medical necessity warrants otherwise and is expressly approved in advance.

Lodging

Employees should select accommodations that are safe, reasonably priced, and convenient to the business location. Lodging should be booked at the most economical rate available for a business-class property unless prior approval is obtained.

Meals and Per Diem

Meal reimbursement will be provided as itemized expense or per diem where authorized. Alcohol is reimbursable only when part of a bona fide business meal and must be reasonable and documented.

Expense Reporting and Reimbursement

Expenses must be reported within thirty (30) calendar days of return using the approved expense reporting process. Original receipts are required for all expenditures over the local threshold and for all lodging, transportation, and third-party charges. Fraudulent claims are subject to discipline up to and including termination and legal action.

Non-Reimbursable Expenses

Examples of non-reimbursable expenses include personal entertainment, traffic fines, spouse or companion travel (unless pre-approved), personal items, and upgrades not approved in advance. Employees remain responsible for submitting accurate documentation and for any personal charges incurred.

International Travel

International travel requires additional approvals to address visas, passports, travel insurance, and duty-of-care considerations. Employees must notify Human Resources and Security prior to international travel and must carry emergency contact information.

Safety and Duty of Care

The organization has a duty to take reasonable measures to ensure the safety of traveling employees. Employees must follow safety protocols, enroll in company-provided emergency programs where available, and report safety incidents immediately to their manager and Human Resources.

Policy Exceptions

Exceptions to this Policy are granted only in writing by the appropriate authority and should document specific reasons and mitigation measures. Exceptions do not set precedent and will be logged by Human Resources.

Compliance and Discipline

Failure to comply with this Policy may result in denial of reimbursement, requirement to repay costs to the organization, disciplinary action up to and including termination, and legal consequences where fraudulent claims are identified.

Recordkeeping

All travel-related documentation must be retained in accordance with the organization’s record retention schedule. Employees are responsible for submitting complete documentation to facilitate audits and compliance reviews.

Provide at least two recent employers for HR verification and audit purposes. Authorize HR to contact prior employers as indicated in the certification below.

What an HR Travel Policy Is and when it applies

An HR Travel Policy is an internal company document that defines allowable travel, expense reimbursement, booking procedures, approval workflow, and compliance requirements for employees traveling on behalf of the organization. It sets expectations for per diem, lodging, transportation, and use of corporate payment methods, and clarifies required supporting documentation. The policy also identifies approval authorities, required timelines for expense submission, and any tax or regulatory considerations that affect reimbursements. Well‑written policies reduce disputes, support auditability, and help ensure consistent treatment across locations and employee classes.

Why a clear HR Travel Policy matters

A clear travel policy protects the organization from inconsistent reimbursements, limits tax exposure, and speeds processing by standardizing approvals and documentation. It reduces disputed claims and supports internal controls and audits while helping employees understand permissible expenses and submission timelines.

Why a clear HR Travel Policy matters

Who relies on the HR Travel Policy

The policy serves HR teams, finance and payroll departments, managers who approve travel, frequent travelers, and external auditors.

  • HR administrators and benefits teams who maintain policy language and coordinate traveler assistance.
  • Finance and accounts payable personnel who verify receipts, reconcile corporate cards, and process reimbursements.
  • Managers and approvers who evaluate reasonableness, authorize travel, and enforce limits and approvals.

Step-by-step: submitting a travel request or reimbursement

Follow these steps to ensure fast approval and timely reimbursement.

  • 01
Prepare Request: Complete trip fields and attach estimated receipts or itineraries.
  • 02
Select Approver: Choose the manager or cost center approver required by policy.
  • 03
Submit for Approval: Send the request via the company system or eSignature workflow.
  • 04
Settle Expenses: Upload final receipts and submit final expense report after travel.

Configuring digital workflow for travel approvals

Typical workflow settings help automate approvals, routing, and recordkeeping for travel requests and expense reports.

Field Configuration
Approval Sequence Manager → Finance → HR when cost > threshold
Authentication Email link or MFA for approvers
Attachments Required Receipts for expenses over policy thresholds
Retention Setting Save signed reports to HR records folder

How eSubmission typically operates for travel forms

Digital submission follows a linear flow from employee to approver, with automated checks and an audit trail.

  • Upload: Employee uploads request and supporting documents.
  • Route: System routes by cost center and approval rules.
  • Approve: Approver reviews and signs electronically.
  • Record: Signed copy and audit trail archived for compliance.

Essential sections to include in a professional HR Travel Policy

A comprehensive policy covers responsibilities, expense categories, allowable limits, approval workflow, documentation requirements, and compliance obligations.

Scope

Booking Rules

Specify preferred vendors, class of service thresholds, advance booking windows, and whether employees must use corporate booking tools or travel agents to receive negotiated rates.

Expense Categories

List reimbursable items (airfare, lodging, meals, ground transport, mileage) and non‑reimbursable costs (personal expenses, upgrades) with examples and limits.

Per Diem and Meals

Describe per diem rates or meal caps, meal allowances for partial travel days, and whether state or GSA rates apply for government contracts.

Approval Process

Specify approval thresholds, required approvers for exceptions, preapproval for high-cost trips, and timeline expectations for approvals and reimbursements.

Practical tips for accurate and efficient travel policy administration

Adopt consistent formats and controls to reduce mistakes, speed reimbursements, and maintain compliance.

Standardize Templates
Use a single travel request and expense template with mandatory fields and clear examples for each expense type to avoid inconsistent submissions and omissions.
Require Preapproval
Mandate manager preapproval for trips exceeding a dollar threshold and document exceptions in the system to avoid retroactive disputes and budget overruns.
Accept Electronic Receipts
Allow timestamped electronic images and ensure they meet legibility standards. Maintain an audit trail to support IRS and contractual recordkeeping requirements.
Train Approvers
Provide short, role-specific guidance for approvers on policy limits, allowed exceptions, and review checklists to reduce processing time and error rates.
