Instructions for the Preparation of ATF Form 5300.11
1. Reporting:
(e) Shotgun - A weapon firearm designed and intended to be fired
from the shoulder, and designed or redesigned and made or remade
to use the energy of the explosive in a fixed shotgun shell to fire
through a smooth bore either a number of ball shot or a single
projectile for each single pull of the trigger. Having barrels at least
18 inches in length, and at least 26 inches in overall length.
(f) Short-Barreled Rifle - A rifle having one or more barrels less
than 16 inches in length, and any weapon made from a rifle,
whether by alteration, modification, or otherwise, if such weapon
as modified has an overall length of less than 26 inches.
(g) Short-Barreled Shotgun - A shotgun having one or more barrels
less than 18 inches in length, and any weapon made from a shotgun,
whether by alteration, modification, or otherwise, if such weapon
as modified has an overall length of less than 26 inches.
(h) Machine Gun - Any weapon which shoots, automatically more than
one shot within annual reloading by a single function of the trigger,
the frame or receiver of any such weapon, any combination of parts
designed and intended for use in converting a weapon into a
machinegun, and any combination of parts from which a
machinegun can be assembled if such parts are in the possession or
under the control of a person.
(i) Any Other Weapon - Any weapon or device capable of being
concealed on the person from which a shot can be discharged through
the energy of an explosive, a pistol or revolver having a barrel with a
smooth bore designed or redesigned to fire a fixed shotgun shell,
weapons with combination shotgun and rifle barrels 12 inches or
more, less than 18 inches in length, from which only a single
discharge can be made from either barrel without manual reloading,
and shall include any such weapon which may be readily restored to
fire. Such term shall not include a pistol or a revolver having a rifled
bore, or rifled bores, or weapons designed, made, or intended to be
fired from the shoulder and not capable of firing fixed ammunition.
(j) Silencer - Any device for silencing, muffling or diminishing the report
of a portable firearm, including any combination of parts, designed or
redesigned, and intended for use in assembling or fabricating a
firearm silencer or firearm muffler, and any part intended only for use
in such assembly or firearm muffler, and any part intended only for
use in such assembly or fabrication.
(k) Miscellaneous Firearms - Any firearms not included in the above
categories, such as frames or receivers, etc. that are not identified as
particular firearms. You must identify or briefly describe the firearm.
Attach a separate sheet if necessary.
(a) Those Federal Firearms Licensees who hold either a Type 07
(manufacture of firearms), or a Type 10 (manufacture of
destructive devices) must file in compliance with
18 U.S.C. § 923(g)(5)(A), on an annual basis.
(b) Even if there has been no Production, an annual report must
be filed.
(c) Manufacturers have until April 1st to submit an annual report
covering the preceding year's business activity. Prepare the
report in duplicate, and retain a copy for your file.
(d) A final report must be filed if the manufacturing license is
discontinued during the year. Please submit a report no later
than 30 days following the end of your business activity.
Include the date in Item 7b. of the form.
(e) Exportation is not a sub-set of the number in section 8 of the
form. They should be a separate count. For Example, if you
manufacture 10 pistols, and export 7, 3 should be reported in
section 8, and 7 should be reported in section 9.
(f) Commerce is a purchase or sale, business deal or transaction
within or between any of the following: United States; District
of Columbia; U.S. Territory or possession.

2. Terms used In this report have the following meanings:
(a) Production - Firearms manufactured during the calendar year, to
include separate frames or receivers, actions, or barreled actions,
exported or disposed of in commerce. A manufacturer who uses
these items, produced by another licensed manufacturer, in the
assembly and production of complete firearms, must include the
manufacture of these firearms in this report. If the manufacturer
decides to sell the frames or receivers, actions or barreled
actions, received from another licensed manufacturer for the
purpose of final assembly; then that manufacturer must include
such items in this report. Separate frames or receivers, actions or
barreled actions, are to be included in this report when they are
exported or disposed of in commerce to a person other than a
licensed manufacturer. Please see exceptions noted in
instruction number 3.
(b) Pistol - A weapon originally designed, made, and intended to fire
a projectile (bullet) from one or more barrels when held in one
hand, and having (a) a chamber(s) as an integral part(s) of, or
permanently aligned with, the bore(s); and (b) a short stock
designed to be gripped by one hand and at an angle to and
extending below the line of the bore(s).
(c) Revolver - A projectile weapon, of the pistol type, having a
breechloading chamber cylinder so arranged that the cocking of
the hammer or movement of the trigger rotates it and brings the
next cartridge in line with the barrel for firing.
(d) Rifle - A weapon designed or redesigned, made or remade, and
intended to fire from the shoulder, and designed or redesigned
and made or remade to use the energy of the explosive in a fixed
metallic cartridge to fire only a single projectile through a rifled
bore for each single pull of the trigger. Having barrels at least 16
inches in length and at least 26 inches in overall length.

Should all of your production fall within the following categories,
your report would reflect "0" [Zero]:
(a) Firearms produced solely for the official use of the Armed Forces of
the United States;
(b) Firearms disposed of to another licensed firearms manufacturer for the
purpose of final finishing and assembly;
(c) Destructive devices as defined under 18 U.S.C. § 921(a)(4) and 26
U.S.C. § 5845(f);
(d) Antique firearms as defined under 18 U.S.C. § 921(a)(16);
(e) Firearms incorporating frames or receivers of foreign manufacture;
or
(f) Firearms remanufactured or customized and previously in the
possession of nonlicensees.
4. Execution. Every report must be executed (signed) by a person
authorized to sign and be responsible for the completeness and accuracy
of the information furnished.
Paperwork Reduction Act Notice
This form is in accordance with the Paperwork Reduction Act of 1995. The information you provide is used to compile statistics on the manufacture and exportation of
firearms. The furnishing of this information is mandatory (18 U.S.C § 923(g)(5)(A)).
The estimated average burden associated with this collection of information is 20 minutes per respondent or recordkeeper, depending on individual circumstances.
