RESIDENCY REQUIREMENTS -
In order to be considered a Maryland resident , your domicile (or official or
permanent home) must be in Maryland .
VOTING REGISTRATION REQUIREMENTS -
In order to register to vote in the state of Maryland, you must meet the following
requirements:
You must be a citizen of the U.S.
You must be a Maryland resident.
You must be at least 18 years old by the next General Election.
You must not be under guardianship for mental disability.
You must not have been convicted of buying or selling votes.
You must not have been convicted more than once of a crime of violence.
You must not have been convicted of an infamous crime unless you have
been pardoned, you have completed the court-imposed sentence (first
conviction), or at least three years have passed since you completed the
court-imposed sentence (second or later conviction).
You must complete and sign a voter registration application and return it to
your county Board of Elections or to the State Board of Elections. You
may do this by one of the following methods:
o Completing an application in person at a county Board of Elections
office or the State Board of Elections or obtaining an application in
person at any office of the State Department of Health, Social
Services Administration, Motor Vehicle Administration, Offices on
Aging and all public institutions of higher education.
o Registering to vote by mail by requesting a Voter Registration
Application be sent to you from any County Board of Elections
office, by calling the State Board of Elections toll free (1-800-222-
8683) or by downloading and printing an application at
http://www.elections.state.md.us/pdf/InternetVRA.pdf .
If you submit your voter registration application by mail, you must include your
driver's license number, Motor Vehicle Administration-issued identification card
number or at least the last four digits of your social security number. You may
also provide either your driver's license number, Motor Vehicle Administration-
issued identification card, or one of the following documents:
A copy of a current and valid photo identification (i.e., Maryland driver's
license, Motor Vehicle Administration-issued identification card, student
photo identification card, employee photo identification card).
A copy of a current utility bill, bank statement, government check,
paycheck or other government document that shows your name and
address.
IDENTIFICATION CARD REQUIREMENTS -
In order to obtain an identification card in Maryland, you must meet the following
requirements:
You must present proof of age, identity, and Maryland residence (as
required below for driver’s licenses).
If you are 16 years of age or older, you must pay a fee of $15.00 for an ID
valid for five years from the date of issuance. If you are under 16 years of
age, you must pay a fee of $5.00 for an ID valid for two years.
If you are using a name other than your birth name, you must bring the
document that initiated the change of name, such as a marriage
certificate, divorce decree or court name change order.
You will be required to disclose your Social Security Number.
DRIVER’S LICENSE REQUIREMENTS -
You must obtain a Maryland Driver’s License within 60 days of becoming a
Maryland resident.
In order to obtain a Maryland license, you must meet the following requirements:
You must present proof of age, identity, Maryland residence, out-of-state
license(s) as follows:
o One of the following:
Birth Certificate or court change of name order; or valid
foreign passport with visa or valid INS document, plus one
additional primary source of identification with your signature
as follows:
Original government-issued birth certificate or certified
copy (U.S. or territorial)
Actual social security card
Valid U.S. passport
Valid U.S. military identification card or discharge
record (DD214)
Maryland driver's license
Maryland identification card
Out-of-state driver's license
Out-of-state identification card
Certificate of naming from a religious institution such
as a baptismal certificate or synagogue naming
certificate issued in the first year of life
Certified school records
Valid out-of-country passport with visa
Certificate of U.S. citizenship (INS Form N-560 or N-
561)
Alien registration receipt card (I-551)
Valid employment authorization card (I-688-A or I-
688-B)
Valid employment authorization document (I-766)
Valid temporary resident card (I-688)
Certificate of naturalization (INS Form N-550 or N-
570)
I-94 arrival and departure record (refugee)
Out-of-country driver's license, with translation into
English, if required (valid or expired)
International driver's license
U.S. government driver's license (includes military
licenses); OR
Birth Certificate or court change of name order; or valid
foreign passport with visa or valid INS document, plus two
additional secondary sources of identification, one of which
must contain your signature, as follows:
Selective service card
Handgun permit with photograph or fingerprint
Vehicle registration card or title
Voter registration card
Document prepared by government agency, which
contains your signature
Utility or telephone bill
Checking or savings account statement
Life insurance card or policy (over three years old)
Property tax bill or receipt
Mortgage account or proof of home ownership
Residential rental contract
Canceled check
Marriage certificate
Divorce decree
Retail sales/financial institution sales agreement
In person identification by
your parent or guardian, except this may not be
accepted as the sole proof of age; OR
A document or documents with your full name and signature
if a digital image is on file with the Motor Vehicle
Administration and is retrievable for identification purposes
and two of the following proofs of Maryland residence:
Selective service card
Maryland vehicle registration card or title
Voter registration card
Utility, telephone or cable bill
Checking or savings account statement
Life insurance card, or policy (over three years old)
Property tax bill or receipt
Mortgage account or proof of home ownership
Residential rental contract
Canceled check with imprinted name and address
First class mail from any government agency
Major credit card bill
Installment loan contract from a bank or other
financial institution
Sales tax or business license
U.S. savings bond
Residential service contract (for example TV repair,
lawn service, or exterminator contract)
Court order of probation, order of parole or order of
mandatory release
Your out-of-state license must be a valid license (not suspended) or a
license expired for less than one year. You may not exchange your o ut-of-
state learner's permit for a Maryland learner’s permit or license.
You must pass a vision test. If you are exchanging an out-of-state license
that has been expired for one year, you are also required to take the
knowledge and skills tests.
You must disclose your Social Security Number.
You must present the appropriate fee for each license class to which you
apply.
V EHICLE TITLE AND REGISTRATION REQUIREMENTS -
As a new resident of Maryland you must register your vehicle within 60 days of
moving to Maryland. If you delay beyond 60 days, you will not be eligible for a tax
credit for any titling tax paid in another state, and you may be subject to a citation
for an out of state registration.
You may apply for a title and registration in person at any of the Motor Vehicle
Administration’s full service branch offices, a Motor Vehicle Administration
licensed tag and title service or by mailing the required documents to the Motor
Vehicle Administration’s Out-of-State Title Unit at 6601 Ritchie Highway, Glen
Burnie, MD 21062.
Generally, in order to obtain a title for your vehicle in Maryland, you must meet
the following requirements:
You must maintain vehicle liability insurance from an approved insurance
company licensed to do business in Maryland, or an authorized agent of a
licensed company. You must carry a minimum liability and uninsured
motorist insurance coverage of $20,000 for bodily injury per person,
$40,000 for bodily injury for two or more people, and $15,000 for property
damage as well as full or limited personal injury protection providing
benefits for medical, hospital and disability up to $2,500 for all reasonable
expenses arising out of an accident.
You must submit the following:
o Proof of ownership in the form of the vehicle’s existing title that
identifies you as the owner. If there is a lien against your out-of-
state title, you must contact the Motor Vehicle Administration. If you
do not have the title document or certificate, the Motor Vehicle
Administration will provide you with a letter (form #VR-056) to send
to your lienholder requesting the title(s) be sent to the Motor
Vehicle Administration.
o Application for Certificate of Title (form # VR-005).
o Maryland Safety Inspection Certificate issued within the previous 90
days of the vehicle titling that certifies that your vehicle meets
Maryland safety standards.
o Payment to the Motor Vehicle Administration, including $23.00 title
fee, $20.00 fee to record the lien and any e xcise tax and tag fees.
Under certain circumstances, you may also be required to submit the
following:
o Proof of vehicle’s value – If your vehicle’s value cannot be identified
by the Motor Vehicle Administration, you may need to submit a bill
of sale. For leased vehicles, a lease agreement may also be
acceptable.
o Lease agreement and proof of monthly lease payments (leased
vehicles only) – If you have paid or are paying excise tax to another
state through your lease payments, the documents may be needed
to determine the amount of excise tax credit you may receive.
o Lien information – If you borrowed money to buy the vehicle, lien
information may need to be recorded on the application. You must
use the Motor Vehicles Administration form entitled Security
Interest Filing (form # VR-217) if a second lien is placed against the
title.
o Lien release – If your title indicates that a lien exists, you must
make arrangements with the lien holder to pay off the loan (lien) or
the Motor Vehicles Administration will file the lien against your new
title (i.e., transfer the lien).
o Power of attorney – If someone other than you, the new owner, is
signing the titling forms for you, you must present a power of
attorney.
In order to register your vehicle in Maryland, you must meet the following
requirements:
Your vehicle must be titled in Maryland.
You must maintain a vehicle liability insurance policy that conforms to
Maryland's requirements as set out above.
You must pay the applicable registration fees, which will vary depending
on the type of vehicle and/or your intended use for the vehicle.
You must present the following:
o Application form – When your vehicle has a Maryland title and you
are registering and titling it at the same time, the title can be used
as the application form for both transactions. If the vehicle’s title
was issued by another state, use the Application for Certificate of
Title (form # VR-005) to apply. If you have already titled the vehicle
in Maryland and now want to register it, you will need to complete
the Application for New Plates/Stickers & Transfer of Plates or Non-
Title Trailers (form # VR-008).
o Maryland Safety Inspection Certificate that c ertifies that your
vehicle meets Maryland safety standards and is valid for up to 90
days from the date issued. If you bought the vehicle from a
Maryland dealer, it will be valid for a period of 6 months from the
inspection date, or when the odometer reading advances 1,000
miles from the reading at the time of inspection, whichever comes
first.
