VOTING REGISTRATION REQUIREMENTS -
In order to vote in the state of New Jersey, you must meet the following
requirements:
You must be a U.S. citizen.
You must be 18 years old by the next election.
You must be a resident of the county for 30 days before the election.
You must not be serving a sentence or be on parole or probation, as a
result of a conviction of an indictable offense under state or federal law.
You must not have been adjudged mentally incompetent.
You must apply to register to vote at the next election at least 21 days (29
if by mail) prior to election day by one of the following methods:
o You may obtain an application for registration from the Division of
Elections, the Commissioners of Registration office in the County
where you live or from your Municipal Clerk.
o You may obtain a registration form from various State agencies and
at the Division of Motor Vehicle office while transacting agency
business.
o You may print an online registration application at
http://www.state.nj.us/lps/elections/Voter-Register-Form-03.06.pdf
and mail it to the Commissioners of Registration office in the county
where you reside.
IDENTIFICATION CARD REQUIREMENTS -
As a New Jersey resident, you may apply for a non-driver photo identification
card if you are 17 years of age or older and you cannot drive or choose not to
drive.
In order to obtain an identification card in New Jersey, you must meet the
following requirements:
You must visit your local Motor Vehicle Commission Agency.
You must complete the front side of a non-driver ID application (BA-207
form).
You must provide proof of age and identification (see acceptable
documents for driver’s licenses below).
You must pay a fee of $24.
DRIVER’S LICENSE REQUIREMENTS -
If you have moved to New Jersey from another state where you were a licensed
driver, you need to purchase an examination permit within 60 days of becoming a
New Jersey resident (or before the expiration of your out-of-state license,
whichever comes first).
In order to obtain a driver’s license in New Jersey, you must meet the following
requirements:
You must purchase a permit for each class of vehicle you will be
operating. If you are a U.S citizen, Green Card holder or person with a
passport with an I-551 stamp, you may go to a Motor Vehicle Commission
Agency to acquire an examination permit.
You must surrender your out-of-state driver’s license.
You must present acceptable proof of age and identification in the form of
originals or certified copies of all documents and your documents must
have the required state or municipal seal. If you have changed your name
for any reason and you want to use a birth certificate as identification, you
must show your civil marriage certificate as proof of the name change. If
you have changed your name more than once, you must show proof of all
links. Each document type is assigned a point value, and the total point
value of all documents must be at least six points. You must present at
least one primary document as follows.
o U.S. Citizens' primary document (four points):
Birth certificate issued by one of the 50 states, District of
Columbia or U.S. territory
U.S. Department of State birth certificate (Form FS- 545, FS
240 or DS-1350)
U.S. adoption papers
U.S. passport (current or expired less than 3 years)
Current New Jersey digital driver’s license
Current New Jersey digital non-driver ID
Current New Jersey digital boat license
Valid U.S. military photo identification card
Certificate of Naturalization (Form N-550, N-570 or N-578)
Certificate of Citizenship (Form N-560, N-561 or N-645)
Certain documents may require proof of legal U.S. presence,
such as a U.S. passport (current or expired less than 3 years),
U.S. Civil Birth Certificate, U.S. Department of State birth
certificate (original, certified copy FS-545, -FS-240, DS-1350),
U.S. adoption papers, Certificate of naturalization (N-550, N-
570, N-578) or Certificate of citizenship (N-560, N561, N-645).
o Non-U.S. Citizens' primary document (four points):
Current alien registration card (new Form I-551) with
expiration date including verification from INS or USCIS
Foreign passport with INS or USCIS verification and with
valid record of arrival/departure (Form I-94) or valid I-551
stamp in passport
Refugee travel document (Form I-571)
U.S. re-entry permit (Form I-327)
Valid I-94 stamped “Refugee”, “Parolee”, “Asylee” or “Notice
of Action” (Form I-797 approved petition) by INS or USCIS
Valid I-94 with attached photo stamped “Processed for I-
551…” by INS or USCIS;
Or a current photo employment authorization card (Form I-688B or
I-766) (must be presented with a valid Social Security card) (three
points);
Or a current alien registration card (old Form I-551) without
expiration date and INS or USCIS verification Photo temporary
resident card (Form I-688) (two points).
You must present at least one of the following secondary documents (but
not more than two secondary documents that are worth one point each):
Three points each:
Legal name change court order signed by a judge or court
clerk
Civil marriage certificate or divorce decree
Current U.S. military dependent card
U.S. military photo retiree card
New Jersey firearm purchaser card
Two points each:
Valid U.S. government employee driver’s license
Valid U.S. government employee photo identification card
U.S. military discharge papers (DD214)
FAA pilot license
U.S. school photo identification card (must be accompanied
by either a school transcript or school records)
U.S. college photo identification card with transcript
One point each:
State professional license
New Jersey public assistance card with photo
Social Security card
High school diploma or general equivalency diploma
Bank statement/record (cannot be submitted in conjunction
with ATM card)
ATM card with preprinted name and your signature (cannot
be submitted in conjunction with bank statement)
Current health insurance card or current prescription card or
current employee ID card with printed pay stub
Property tax statement, bill or receipt issued by a New
Jersey municipality
High school certificate (written test waiver)
Veterans Administration universal access photo identification
card
Current New Jersey non-digital photo driver’s license
Current photo driver’s license from any other state of the
U.S. including the District of Columbia
You must present proof of your address in the form of one of the following:
o Utility or credit card bill showing your name at your current address,
issued within the last 90 days
o A property tax bill, statement or receipt within the last year
o Any letter or correspondence (including tax bills) received from IRS
or state tax office in the last year
o High school or college report card or transcript within past two
years (must contain address)
o Original lease or rental agreement with your name listed as the
lessee or renter
o First class mail from any government agency within six months
o Checking or savings account statement (bank or credit union)
within 60 days
o Parent/Guardian certification (if under 18 years old) that verifies you
are living with a parent/ guardian
You must present proof of Social Security (or exemption) in the form of
one of the following:
o Social Security Card
o State or Federal Income Tax Forms
o Pay Stub
o W-2 (employer wage form)
o 1099 - INT (Interest statement)
o Any Government Payment Receipt
o Medicaid Card
o Military I.D.
o Military Dependent I.D.
If you are not entitled, by law, to have a Social Security Number, you must
submit an ineligibility letter issued by the Social Security Administration Office
and the Social Security Exemption Certificate Form (BA-4), available at any
Motor Vehicle Commission Agency and Regional Service Center Driver
Conference Area.
After you purchase your permit, you must visit a Driver Testing Center to
take a vision test, knowledge test and possibly a road test. The knowledge
test may be waived if you are 18 years of age or older and you possess a
valid, non-provisional and non–Graduated Driver’s License issued by any
of the 50 U.S. states, and the District of Columbia. If your out-of-state
license is valid, the road test may also be waived.
After passing the required tests, the Driver Testing Center will advise you
on how to obtain a permanent license. (If you are under 18 years of age,
you will be issued a provisional drivers license for one year).
V EHICLE TITLE AND REGISTRATION REQUIREMENTS -
As a new resident, you are required to register your motor vehicle within 60 days
of becoming a resident or before your out-of-state registration expires (whichever
is shorter).
In order to register your vehicle in New Jersey, you must meet the following
requirements:
You must visit a Motor Vehicle Commission Agency.
You must provide the following:
o Vehicle title (certificate of ownership). If there is a lien on the title,
you must complete an application (ISM/SS-54) and mail it to the
lienholder for release of title. If you lease your vehicle, the leasing
company must be contacted to have the vehicle titled and
registered in New Jersey.
o Insurance company name and policy number from a company
licensed to write insurance in New Jersey.
o Proof of Social Security (or exemption) as discussed above for
driver’s licenses.
o Vehicle odometer reading.
o Current New Jersey driver’s license number (if you are unlicensed,
a number will be assigned to you once you have presented
acceptable proof of age and identity (see acceptable documents
above for driver’s licenses)).
You must complete an application for titling (Form ISM/SS-7).
You must complete an application for registration (Form BA-49).
You must fill out the sales tax stamp on the application for titling (Form
ISM/SS-7). (You will not be charged any sales tax, but you must complete
this form noting the proper exemption (exemption 7)).
You must pay the appropriate registration fee.
You must pay the titling fee of $20, or $40 for a financed vehicle with one
lien or $60 for a financed vehicle with two liens.
Within 14 days of registration, you must present your vehicle for inspection
at any Motor Vehicle Commission Inspection Station, or at a designated
private inspection facility, with your valid license, new registration, and
New Jersey Insurance Identification Card.
In order to transfer an out-of-state title without a lien in New Jersey, you must
meet the following requirements:
You must take your out-of-state title to a Motor Vehicle Commission
Agency.
You must fill out a sales tax form. (Although you will not be charged a
sales tax, you must complete this form, noting the proper exemption for a
vehicle purchased and registered in another state before you became a
New Jersey resident (Sales Tax Exemption #7)). You must complete an
application for Certificate of Ownership.
You must pay a fee of $20.
You will receive a receipt copy of the title information over the counter,
and the title will be mailed to you from Trenton after verification.
In order to transfer an out-of-state title with a lien in New Jersey, you must meet
the following requirements:
You must visit your local Motor Vehicle Commission Agency to obtain an
application for Release of Title.
You must mail the completed form to the lien holder. The lien holder must
send the title to the Motor Vehicle Commission. The Motor Vehicle
Commission will notify you to return to the agency and complete a sales
tax form and an application for Certificate of Ownership. The New Jersey
title will be sent to the lien holder.
You must pay a fee of $40.
In order to title a vehicle in New Jersey with no out-of-state title, you must meet
the following requirements:
You must visit your local Motor Vehicle Commission Agency.
You must present the registration issued to you or the former owner's
registration properly assigned to you.
You must supply the Vehicle Identification Number (VIN).
