RESIDENCY REQUIREMENTS - You will be considered a resident of New Mexico if you meet any of the following requirements:  You are domiciled in New Mexico at the end of the tax year, whether or not you were physically present.  You are in the military and were a resident of New Mexico at the time you entered military service or you established New Mexico residency by choice, no matter where you were stationed during the tax year.  You are married to a New Mexico resident, live in another state, but you intend to make New Mexico your place of residence.  You are registered to vote in New Mexico and you have not subsequently registered to vote elsewhere.  You hold a valid New Mexico driver's license. You will not be considered a resident if you meet any of the following requirements:  You are not domiciled in New Mexico at the end of the tax year.  You moved out of New Mexico on or before the last day of the tax year intending to reside permanently outside New Mexico.  You are in the military living temporarily in New Mexico.  You are married to a nonresident but you live temporarily in New Mexico. VOTING REGISTRATION REQUIREMENTS - In order to vote in the state of New Mexico, you must meet the following requirements:  You must be a U.S. citizen.  You must be a resident of New Mexico.  You must be 18 years of age at the time of the next election.  You must not have been denied the right to vote by a court of law by reason of mental incapacity.  If you have been convicted of a felony, you must have completed all conditions of your probation or parole, served your entire sentence or been granted pardon by the Governor.  You must register to vote at least 28 days before the next election.  If you are submitting your voter registration application by mail and it is your first time to register to vote in your county or in New Mexico, you must submit a copy of a current valid photo ID or a copy of a current utility bill, bank statement, paycheck or other government document that shows your name and address in your county. DRIVER’S LICENSE REQUIREMENTS - If you are taking up residency in New Mexico, you must surrender your license from any other state and apply for a New Mexico license within 30 days of moving to New Mexico. In order to obtain a driver’s license in New Mexico, you must meet the following requirements:  If you are between the age of 18 to 24 years old, you must complete the “No ne for the Road" awareness class.  You must take your certificate of completion to a Motor Vehicle Division Field Office.  You must not have had your driving privileges suspended, revoked, or denied by any state.  You must present the following required identification: o Your Social Security card or if you do not have your social security card, one of following documents:  Driver’s license issued in the U.S. with the social security number printed on the license.  Government issued photo-identification card with a social security number printed on the government issued card.  Military issued identification card with a social security number printed on the card.  An original employment payroll receipt with a social security number.  Tax Forms, including W-2, W-4, W-8, W-9 or IRS official document.  Voter registration card.  Medical card.  Financial institution statement with social security number.  Educational Institution identification card. o Proof of Identification and Age in the form of one of the following documents:  Original birth certificate.  Certified copy of birth certificate.  Original church record.  Certified copy of church record.  U.S. passport or foreign passport.  Indian census card.  Current driver's license from another state or country. o Proof of Residence in the form of two of the following documents:  Rental Agreement or Purchase Agreement.  Any Original Government Issued document.  Utility Bill (PNM, Waste, Water, etc.).  Telephone Bill.  Bank Statement.  Check Book.  Employment Pay Stub.  Insurance Bill (Automobile or Home).  Local Property Tax Statement.  Proof of a Minor Child Enrolled in a Public/Private School.  Proof that you have remained in New Mexico for seven consecutive months.  Voter registration.  Original documentation from a New Mexico community service organization or city, county, state or federal government service organization attesting to the fact that you are a New Mexico resident. o Certificate of Completion for DWI Prevention and Education if you are between the age of 18 and 24.  If you have a current driver's license from another state, you must pass an eye exam at the Motor Vehicle Division Field Office. You must take a vision and written test if your license has been expired for one year or more.  You must pay a fee of $16.00 for a four-year license or $32.00 for an eight-year license. V EHICLE TITLE AND REGISTRATION REQUIREMENTS - In order to title and register a vehicle that is already titled in your name in another state, you must meet the following requirements:  You must take the following documentation to any Motor Vehicle Division field office: o Y our certificate of title. o Your current certificate of registration from another state. o Your odometer reading to complete an odometer statement. o Proof of New Mexico residency and your New Mexico residential address. o Vehicle ID inspection certificate signed by a full-time law enforcement officer or by an employee at a local Motor Vehicle Division Field Office. o Proof of insurance including policy number and insurance carrier name. o If you are a resident of the Albuquerque metropolitan area (Bernalillo County and parts of adjacent counties), you must also provide proof that your vehicle has passed an emissions inspection test, which is available throughout your county at certified "Air Care" stations.  You must pay a registration fee based on the weight and year model of your vehicle. Registration fees range from $25.50 to $60.50 for a one year registration or $50.50 to $120.50 for a two year registration.  You must maintain an automobile liability insurance policy (or surety bond or cash deposit) with a minimum of $60,000 in coverage: $25,000 coverage for bodily injury to or death of one person, $50,000 coverage for bodily injury to or death of two or more persons, and $10,000 for property damage in any one accident.
