This form is a guide to help you in meeting various requirements, such as voting, identification card, driver’s license and vehicle registration requirements. VOTING REGISTRATION REQUIREMENTS - In order to register to vote in the state of North Dakota, you must meet the following requirements:  You must be a U.S. citizen.  You must be at least 18 years old on the day of an election.  You must be a legal North Dakota resident. For voting purposes, you may have only one residence, shown by your actual fixed permanent dwelling or any other abode. Your residence is the place where you remain and to which you return when you are not called elsewhere for labor or other special or temporary purposes.  You must be a resident in your precinct for 30 days preceding the election.  When you go to vote, you must provide one of the following acceptable forms of identification that includes a street address: o Valid driver’s license o Valid state identification card o Valid federally issued ID card (such as a passport or an agency ID card) o Valid Tribal Government issued ID card o Valid U.S. Military ID card o Utility bill dated 30 days prior to election day with your name and residential address o Change of address verification letter from the U.S. Postal Service.  If you do not have any of the above documents and/or you have not voted in previous elections and are not included on the voting list, you may still vote if: o A poll worker is able to vouch for your identity and your residence. o You complete a Voter’s Affidavit, on which you certify, under oath, your identity and that you are a resident within the precinct where you wish to vote. IDENTIFICATION CARD REQUIREMENTS - You may obtain a non-driver photo identification card regardless of your age. In order to obtain an identification card in North Dakota, you must meet the following requirements:  You must visit an automated driver’s license site and present proof of your current name and date of birth (see list of acceptable identification documents listed below for driver’s licenses).  You must pay a fee of $8. DRIVER’S LICENSE REQUIREMENTS - If you have lived in North Dakota for 90 consecutive days, you will be deemed a resident of North Dakota for the purpose of driver’s licensing, unless you are a nonresident student, a tourist, or a nonresident member of the Armed Forces. You may use your non-commercial driver’s license from another state for a period of 60 days after you become a resident of North Dakota. In order to obtain a driver’s license in North Dakota, you must meet the following requirements:  You must be at least 16 years old to obtain a regular driver’s license in North Dakota, even if you are licensed in another state. You may, however, obtain a restricted license at the age of 14.  You must visit one of the Driver’s License and Testing offices and present proof of your current name and your date of birth. You may not use an out- of-state permit, license or ID card as proof of your name and date of birth. You may meet the identification requirements by presenting an original or certified copy of one of the following: o U.S. Birth Certificate (state certified; Government-issued; includes U.S. territories). o Valid U.S. Passport. o U.S. Government-issued Consular Report of Birth Abroad (Certificate or FS240-seal required). o Valid Foreign Passport with an I-94 card or an I-551 stamp. o U.S. Active Duty/Retiree/Reservist Military ID Card or Common Access Card. o U.S. Court Order containing the legal name and date of birth (Court seal required). o North Dakota state issued permit, license, or ID card. o The following Immigration and Naturalization documents (unexpired):  I-551 Resident Alien or Permanant Resident Card  I-688 Temporary Resident Identification Card  I-688B, I-766 Employment Authorization Card  N560 Certificate of Citizenship  N550 Certificate of Naturalization  I-94 card stamped Refugee or Asylee  You must present a court order or government issued marriage certificate if you have had a name change, as well as additional documents if you have had more than one name change since birth.  You must include on your application your social security number to be verified with the Social Security Administration.  You must pay applicable testing fees ($5.00 each for a written or road test) and license fees ($10.00 for a non-commercial permit or license).
