joining me now is Nathan Emerson who is housing commentator and before I die CEO of property Mark good morning good morning sorry about my coughing fit there uh what do you make of this look we know there is a major shortage of housing in this country but particularly for firsttime buyers it's impossible to get on the housing market because if you've got an average house running out at 400 500 600,000 even Flats in the Southeast you can never get on the propery ladder I think it is a very valid point and it it's it's an issue that's Arisen because of years obviously of of under build and equally an increase in the population simultaneously so you've almost gone one extreme to the other it's made it more difficult we have a shortage of housing compared to the number of people that want it and you know whil is laudable that we are now starting to look at how we deal with that Supply it's not going to be a quick fix we are going to be looking at many years of investment and build in order to be able to um balance out the supply and demand um environment well it's also very interesting because some of those developments were stopped because of net neutrality laws and the environmental regulations and it seems now that actually now they're in power labor seems to be backtracking on all of that as well I think the priority is to deliver the houses from their point of view and I think we'll see lots of uh relaxation I think and there are obviously areas which we may need to look at very carefully so we relaxation on on some areas we will also see the types of land uh potentially being built on that that maybe may not have been done so under a previous administration so I think there will be quite a lot of detail for us to chew over uh to challenge in some instances and supporting others and so tell us about this gray belt this is reclassification isn't it of land it is and you know a lot of people on certainly the lists will be aware of Brownfield site which is within the the courtesies of of towns and cities redevelop land effectively that's already been utilized um you've got green belt land obviously which sits to the outside the gray belt is is the great gray land is a very interesting concept this is fairly it's it's an American terminology which refers to things like shopping centers and car parks and concreted areas um but I do know Noti that the terminology utilized by by lab does start to include unutilized land or scrub land so maybe a slightly wider definition we need to be seeing the detail in order to reassure people and that's the key Point here because we don't have the detail it says legislation will improve local planning decision by modernizing planning committees no detail on that so there is a recurring theme here about no detail as well they say that we will boost local planning authorities capacity to improve performance and decision making providing a more predictable service to developers and investors that's word salad it's difficult to implement because I think you know if you look at uh the amount of planning that's already sat in the system that's not been developed uh you've got a lot of Builders uh with land Banks and and probably more so options on land which nobody knows they necessarily have those options it's not recorded on land registry there are a lot of land areas out there which are tied up and you've got to motivate and incentivize the builders to actually build because it's a big cost there's a big infrastructure cost in building you know if you are one of the larger Builders you have a set program why would you want to change it the less houses you build obviously the more people will pay for them so I think there needs to be deeper a lot more thought into this or certainly we will start to see that to encourage those larger developers to build but you also need the small and mediumsized Enterprises to be able to compete and develop Parcels of land effectively it strikes me that Mainland Europe does this very differently particularly in Spain I've seen it before where the infrastructure goes in first the roundabouts the roads go in many people will know this they go in years before a single house is built that all goes in and then they make sure there are hospitals and Doctor surgeries and and schools and playgrounds and all the rest of it why don't we do that I think to a degree we do but I think bearing in mind that certainly in the UK's version of this is it's built by the number of houses that are being developed and then obviously the facilities come in so I understand where you are it is almost a little bit the wrong way around um but equally I think we do have more facilities in the first instance the difference is whether we're going to say I know what we'll build something completely new in the middle of nowhere or we'll take the infrastructure that may be crumbling in some of our towns and cities will invest the money in improving that that benefits the existing um occupiers of that area and obviously newer people as well so how they want to prioritize National Frameworks I think will be very telling in this there's also something quite interesting here about rules around compensation from the compulsory purchase of land will also be reformed to ensure compensation is fair but not excessive there's quite a lot here or isn't there in terms of land being released um a and what people can expect as Fair recompense for the sale of that land absolutely and I think let's remember if you own something and and and the local Authority or or effectively the government comes along and says we're taking that away you don't necessarily want the value and if if it is you know pasture land or farmland or you know there'll be one value attached to it which is very different from if that land has planning permission so we need to be mindful of that I think there was a lot of um concern over the compulsory purchasing with the hs2 along the proposed route for that and the numbers and the figures that people actually achieve for their properties that were within scope of that and I think that will probably be some lessons that we looking to what I do think they will do is utilize that as a mechanism to release land if people don't voluntarily want to come forward with it Nathan really good to
