make a chemical that's uh if you look on that second page they make this chemical that we can spread on the road and grade it in and it will hold down it's supposed to hold down the dust it's supposed to control the dust and the way you go about this is you open the road up you take your water truck and wet just soak this road you spread this chemical out kind of like you do fertilizer you grade it back in you roll it in cover it back up it actually goes into the soil it's supposed to get mixed with the soil and make a bond that that holds the consist of the soil together he I asked him about uh the Rob getting ruts in it and Grading it he said that was as long as you're not just cutting into it and as long as you're just doing just regular grading of it for Pooles it would hold through that uh this this material uh comes in on pallets uh 545 lb bags or we can get it in totes uh how you manage a tote for that size I mean you just dump it off in well you'll dump it off in a in a in a spread of truck we don't have a spread of truck so my recommendation would be to receive it in about a PES and bags 50 bags to what we yeah what we' do we just applicate it with a with a fertiliz spreader just behind a tractor just like you would fertiliz just talking about seede yeah yeah Mr what's theice the more tot you get the better price break you get yeah on page number number three yeah but the only thing about that we' have to turn around and and and hire someone with a spread a truck to come in and spread it so we add back to the cost there I thought you said it's in a tractor M oh you're talking about no if we did the totes we'd have to have a spread of truck to dump it in and then that we had one at one time and an old one but you know it it left and uh we don't have one now so so I was asking your professional opinion and also for the County engineer have y'all worked for this chemical before and any other no we have not have you worked with it in any County somewhere there's several similar applications I would encourage the county if you want to pursue this to do a trial Section and that's I think we need to do it on Clifford Lane so I don't mind buying that state of of uh condition what's the advantage of doing it in a tote other than the bulk commodity versus tote would be nice if we have a spread truck we can dump the toad in the spread a truck and and and go how much are they to rent a spreader uh uh I don't I I would have to check into it I would have to check into it I just didn't know if we had the if we had to equip now I mean later if we if we take this on once if it this works out good I would say hey let's let's bow pull behind spreader and we can pull it behind a track but until we until we try it and see how it worked my recommendation we just do it with a tractor and and the seed spreader do we need to go ahead and buy it now as soon as possible this stuff coming out of canab so you know what I ain't going to say no more does does does does moist moist is what Trigg Mo so you've got somewhere to store some I guess my other question is is uh does this fall into the same category is purchasing gravel and so I'm what I'm asking is is this a so Source or is this we I'm I'm going to go back I just wanted to make the board aware of it it's other companies that do sell something similar and so I'm going to I prefer this myself doing it with this chemical with the flakiness you can see your application on that you know doing it with putting it in the water truck and then putting a lot of different material in a water truck does water already bad for the truck we went out and dumped the other day and it had rust in so we don't want to put too many chemicals in our water truck understood you want to make a motion well I just just I'm going to say I think the consisten of the board is to do this so if you just go ahead and get you a couple of quotes a couple bids on it then we you know you cuz they've got a couple of two or three one's an accident but I mean they're getting covered every couple years it just need to put that in the back burner and think about it you know that's that's a county I mean 30ft cover ,000 on the 30 foot yeah that you know you talking about about $1,000 cover it's a 30 by 30 by 30 I think we we probably need to work with our road department come over with some sort of policy May something let people know you let them know when I came back here we actually had a guy that had done it a couple of times and he he called and the solution I used on that I I didn't put another one back in there I ordered a metal cover and put a metal covered in there cuz he was just consistent I think maybe how many times about three four he was just consistent burning leaves and if it if it's something about them plastic ones they suck them they draw it to and a lot of people try buring the ditches off and and and U A lot of people don't know yeah starting off that these are because for years it was it was metal covers but I think once you warn a person let them know then the next time I and uh maybe I'm thinking I've been trying to go through this in my head down at the office a couple of times uh I've thought thought about in these populated areas where there's a lot of leaves maybe we should come up with a literature that we should pass to the land owner or the person that lived there about plastic covers and what have happened and because I had one it wasn't no fault of anybody else the lightning struck a tree down on a pike road and it burnt the cover out of the road and the road was still standing there and when we got there it was nothing under there it just if the fire made the road hard and man I just I'm glad we got to it before the school bus did well my question is if we have issues with plastic cers why are we using them because they never they don't R away that's what we're doing now putting all the metal yeah they don't never they don't they don't they don't make them that are the that are coated they they they polyurethane and if the heat gets to polyurethane it'll burn I think there's some CED CS was just when you go back into those you really raise the price up and I'm going to tell you something we putting 25 to 30 covers a month in right now there a lot of know how the plastic cover lasted versus Metal like the strength yeah those plastic ones are very good that's what everybody uses now uh I mean even contractors I mean even you know that's what everybody uses because they don't rust away and the strength of them if you get them in the ground and get them pack they are there and you can just about and then we even got coverage cleaners that we had made that we can pull through them and clean slush out of them so and you can't hardly do and want and one other thing they slick in the inside and water goes through them faster versus being corrugated on yeah Cor water don't run through it as fast Mr I had someone call me this morning at 2048 R te Road okay and she been saying I've had several requests way back in September to have my driveway service not the driveway but the covered area Okay the covet area service would you I did put in the order uh work order for that so would you review that yeah yeah put it in this morning the reason why I'm asking that is she very consistent about getting it done and think that we neglected well we'll see what we'll see what what's what's going on what's been going on with some of these uh addresses they someone want that hold Highway gravel and so they'll call and then we'll go through it then they turn around and call you again or they say they they didn't bring enough rocks out well we you know we can't grab the whole driver that's why they have continue to call continue to call and they'll drag the gravel off what they'll do they'll take a tractor or something and drag this down in the in their part and then want you to regrab this and then they'll drag more and so some we just we we we we just we refuse to go back and regrab them after we do it twice yeah they they do they they pull gravel off the count it right away into the and and we you know it then it gets to be a issue we grabble a driveway if somebody driving down the road sees that we don't want that to happen yeah and that may be one of those instances i' have to check but we'll we'll service it and then what we start doing now is making note of on that that you know a couple of times a year it should be sufficient for a driveway she consistent with calling me as if we not off service to her yeah we we'll we'll we'll check check into it all right uh Mr Collins our board ofy wanted to revisit Haro bridge and make sure do we need an give my thanks uh next in January when we finish uh I'm glad I'm glad y'all we need to uh I need to get an order to prepare another bid for trees throughout the county we got one is for specific trees and we need to do another for we got we got I'm sorry guys but we got trees that's everywhere so the 58 have already been done they they're working on those now but what we need is I've had to pull him off and do just like that one we did the other day I've had to pull him off and get other trees done to requisition for other trees and we just need to to get an order to go ahead on and bid on do bids on on another round or trip can we get that price I mean we still that's a lot well we going to we we'll have to we have to rebid it we'll have to rebid we hope when we do this bid could we could we put in some potential extension so we don't have to continue to rebid well can we just what if we just did a professional if he agreed to it a professional service contract with Wilson treer which $600 Tre we can I mean it's here's the thing they were the least expensive of the of the group we had I don't know that they're doing a fabulous job I've had several people I don't know that they're going to qualify for the Professional Services side of this but I don't think we have a problem going ahead getting a I mean we bid this out once they were the cheapest on that bid let me go back and look at this contract I think we would be better off going ahead and put well it would be good if we did 100 I just didn't want I just didn't want to I'm not looking at my budget I just didn't want to succeed the the funds in the budget I'd like to do mean I would lean toward 100 with an extension of another 100 if uh cont and that way you're in a better position well I'll say this that contract actor dropped one other day getting filmed by four people and did a dropped it I mean only place it could go and got it and you know so all I mean I've got people congrat that's the one thing going around town people thank you that was over our house you did a great job well well he he he's got Timber guys that work with him that's that's all they've ever done I don't want to put our County workers in that position when you saw this that's that's probably up to 100 though because you might not have 100 yeah you might not have I may not have enough money to I have to R my bud we we can we can go up ing to your budget yeah and I'll get with Wayne and we'll we'll look this over and and uh and we'll go ahead on and get another bid for get I'll make a motion that we allow you to uh forwarded the Certificate of Insurance and performance and payment Bond received from Contracting for the Morgantown Bridge Project uh if that's acceptable I would like to issue notice to proceed for Monday of the next week Move Motion by supervisor training second by supervisor the little any other discussion we're going to get into this bid tabulation correct I know it's not on that per say on that motion but uh like one thing I had mobilization one 900,000 is that moving equipment for 200,000 no understand if you go through that bid tab you'll see that your Bridge items your beams your rebar your concrete are pretty close yeah where they hide the magic which is getting those beans in and what they got to do to get it there and widening curves or repairing Bridges is all hi in that mobilization Z that look like basically contingency well it's not a contingency cuz they they're going to get paid but that's where they put their extra work to get that's and just to just to uh I was down when some of the contractors went in to look at that before bid and that bridge that they got to cross coming in on walking town to get to the bridge they got to repair they've actually got to go in and do some work on that bridge in order to get to the bridge that they got to work on that's fact is that general standard accepted practice to have a bid of that price well I I'll say that on this project because of the 90° turns and the low bridges on either side there was going to be a search just to get the components in to build bridge and that's what's in those numbers right there it's right one of them had quoted basically repairing one of those low weight Bridges uh there was consideration of what they call a bridge jumper where they come in and actually have a horse and a lift and put their equipment over on the other side and work and then Phillips has another plan for some widening out and some repairs and what have you so that's that's the reason there's so much spread in those numbers was strictly as how the contractor approached building compc you okay you want to vote on uh all in favor motion passes unanimous all right just yesterday I received a Certificate of Insurance performance and payment bonds for Douglas Town Road and sturis Maven road so they're they're under contract I think our County attorney has had a chance to look at those I would like to issue notice to proceed on those projects for March 1st of 25 with a caveat that APAC has said if we get a good window if we work that we can do base repairs leveling that type stuff that we would back that up and let them come on in and work but I would like isue a formal notice proceed March 1st 25 motion by supervisor train second by supervisor little any other discussion this was Douglas Town Road and Douglas Town Road and stur Maven which we have been and given a noticeable War all in favor motion passes n all right these were not in your packets I just received those these are two driveway permit for Cross Point Church that wants to relocate or locate out in the Hickory Grove area the TR year perili with the site right there at the interchange I've signatur those U been back and forth with the designers about the pipe and drainage and stuff for the driveways it's board pleasure I'd like to get the Move Motion supervisor second supervisor any other discussion all in favor motion passes unanimously uh received a posting downgrade on craford road bridge supervis that's the one we've already got under contract so it's just a formality vehicle need to replace a sign with a different posting until we go under contract any questions about that and when is that one going under contract it's under under contract but he's asked not to issue notice to proceed till spring because current workload and availability of materials it's this doesn't close the road it just change the post that's right you're good okay very good I make a motion we that motion by the set PL ready for that permission we'll advertise that for you motion by supervisor train second by supervisor any other discussion for the Sun Sun streek Road Bridge repair and the reason we're doing this one on the contract we got to remove the deck that's a little outside B perview right there I would do want to take the opportunity while we're talking about this some of the bridges that the county has repaired we have to go back and reinspect those to clear the post and then get them you know get all the documents in the file we we being big has received the highest compliment for his repair EV they they actually told me if their repairs exceed look better than some of the contract work that they get I just like to hands off to you folks there okay uh uh okay all in favor motion passes is unanimous 40 uh yeah 40 that's for the sign adver all right supervisor Howard you asked us to reevaluate Maven Bill the last time we looked at that was in February last year uh that project's being considered by supervisor Howard there's a couple things that have happened since we looked in February one roads got worse two prices are getting a little better so we like reevaluate the condition of the road and prepare new es for supervisor I make motion by supervisor uh trainer second supervisor Howard any other discussion all in favor motion passes B St just a reassessment of that road update of what we did in February supervisor Williams has brought to attention a couple of inter sections that he's concerned about I would suggest that I bring those to the attention of Mr Mark Thomas and m dot they have a Ral Road Safety Division the high that's the folks have been working out of ad it takes a while but they will get there so that would be my recommendation now to bring those two intersections to their attention and let them start an evaluation Mo to acknowledge approv motion by supervisor William second by supervisor trainer any other discussion all in favor motion passes unanimously the last thing I have for you is I met with uh MSU last week U there's been some concern about traffic coming through octo supervisor Williams has asked you know what can we do we leave that there's also some backup from the roundabout all from blackjack and between us and MSU we got a plan we think might alleviate that not to go into a lot of detail but the dedicated right turn lane we make them convert to a through and turn lane they've done some extensive traffic counts for what stuff's coming from so it may be a deal that we can extend some of that a little bit to the west of the best what they've asked if the board would allow me to do a schematic design and then they would pursue funding after we have schematic design and estim so that's my request to the board I make a motion we authorize request motion by supervisor trainer second by supervisor little any other discussion all in favor what was the motion we never did clear up your request about the danger intersection and someone asked what is the danger intersection so as I would yeah if you want to name the two right those two dangerous intersection is at the intersection of octop and po House Road you cannot see the traffic coming from the north at the intersection of uh po house and O and you cannot see the traffic coming from Mount Island in oop from the south so that intersection need to be some kind of signage to slow the traffic down and let them know that it is a dangerous intersection that's a very busy that's a very busy road oop is moving real fast and that traffic cannot be seen from the north and from the south at Mount is I'll bring those to M Ru safety and that'll be Mr Mark Thomas and again how we've used them and we've also used them a couple other places not fast but they will get they finally make it and they do they do it outstanding job all right so I'll bring that to Mark's attention is there any way I mean I may be saying something that's not even plaus to do like I do know out there where you know he's talking about um Mount and O and all where that's going back is there any way to put any kind of light you know like a like a night light you know where you know you can be lit up a little bit out there cuz it's very dark section I've got the same concern about that so danger po house and yes and mount ol the first one will happen is they'll get the traffic counts on them to see and some quite honestly sometimes it'll fool you you think everything is coming one way and it's really comeing another way or a different time of day one of the things that's happen on backjack that has surprised us if you will is one of their peak hours is around 7:00 in the evening students coming from town or going into town so you know you would think it would be 300 or 4 in the afternoon when the class is out but it's a 7:00 deal and I've seen those counts now so that's one of the things we're going to be looking is how to speed that traffic up down black that but if we've got other intersections that you're concerned about maybe the thing to do is email those to me and when I Pres m i present I think we car that we car the motion okay anything that to the board uh what he wanted me to relay to you guys is you budgeted $15,000 for this pay $50,000 for this payment and he came in under budget at 42,000 if I could get a board order to pay this asked me to look over some ARA things and uh I I have had some time to review all that uh I got what what I've figured out is we got $1.6 million in ARA funds that are unobligated and that term unobligated has some legal meaning in other words it has to be under contract or have a purchase order or have a subgrant agreement to be considered unobligated if we don't have those funds obligated by December the 31st 2024 and those funds will have to go back to the federal government what I would like to do is get this board to authorize me uh the ability to um obligate those funds full discretion and obligating those funds get that done by before December the 31st and then to report back to y'all how I obligated those funds and what county dollars were freed up as a result I got a question like I mean you say full discretion and Authority do you I mean do you have any projects in mind or is this something that so there's a number of projects out there we've got I'd be I'm sure I'm going to not include them all but we've got M sturis we've got Williams Road I think we've got Douglas town we got we got a number of projects out there that are going to more than consume 1.6 million I would rather put them on one that way administratively it's easier to keep track of um the one that comes to my mind is Maven sturis but until I get with uh Miss CER we look at it all and figure out exactly what then what I'll do is I'll come back to you in January and tell you where we obligated what what county funds got freed up and y'all can decide how you want to well you don't have very much time to work this situation out very yes sir we very time on right which is why I'm asking for the discretion normally I would come to you with a plan and and have y all approve the plan ahead of time but we can't send this money back so I disagree and and at at this point we need to just go ahead and authorize to re obligate but there's one caveat yes sir that uh if we have if we have given a a a obligated some money to a particular entity they need a deadline on when uh thinking mainly about East waste water yes sir we we've obligated them some some funding I'm going to reach out yes okay but he needs he needs to know by that deadline if he doesn't have anything on the contract that that money is it's done deal in my head I'm thinking December the 21st and after immediately after this meeting I'm going to try and get up with you if y'all authorize me to just tell him the constraints that we're under ask for a copy of his contract demonstrating if he's obligated those funds and get them to the 21st if not I second that motion I believe you car the motion second and move by supervisor how second by supervisor Williams that we authorize uh our County Administrator to re obligate these offer funds uh by December 20 21st 2024 uh any discussion DEC 2 21st yeah because have to obl I can do by the that's yes one I was just going to set the deadline for but the professionalism has been outstanding so I've told those guys that but um again they're doing a really good job supervisor training at this time certain appreciate the opportunity uh supervisor uh we District don't have okay have nothing coming from District 3 okay at this point we are now down to uh our RFP discussion we're going to need a motion I think just to make sure we're following we will have to go in and I think the will the hospital board have to uh legal counsel for the hospital you don't have okay we we need a motion to go into close session to determine if we need to go into
