It shall apply to all assistance funds provided by or through the State to the applicant under the Hazard Mitigation Grant Program, pursuant to Section 404 of P.L. 93-288, as amended, as a result of a Presidentially-declared disaster occurring within the state of Michigan under the Federal Emergency Management Agency declaration number FEMA-1413-DR-MI.
