VOTING REGISTRATION REQUIREMENTS - In order to register to vote in Delaware, you must meet the following requirements:  You must be a U.S. citizen.  You must be a permanent resident of Delaware.  You must be at least 18 years old by the date of the next General Election.  You must be mentally competent.  If you are an ex-felon, you may register to vote if you meet the requirements as specified by law. If you meet the voting eligibility requirements, you may register to vote while obtaining or renewing your driver’s license. Approximately one month after registering to vote, you will receive a polling card from your respective county elections office that confirms your registration and provides the name and address of the location where you will cast your vote on election day. IDENTIFICATION CARD REQUIREMENTS - In order to obtain an identification card in Delaware, you must meet the following requirements:  You must pay a fee in the amount of $5.00.  You must provide your social security number. You can show proof of your social security number by presenting one of the following documents: o Social Security Card or Ineligibility letter from Social Security Administration o Health/Social Services Card o Employee’s Pay Check Stub o W-2 Form o Tax Forms Filed o Military Discharge Certificate (DD Form 214)  You must be a Delaware resident. You may show proof of Delaware residency by presenting two of the following documents that contain your name and residential address: o Utility Bills o Hospital Insurance Card o Auto or Life Insurance policies o W-2 or filed Tax Forms o Voter Registration Cards o Bank Account Records o Credit Card Statement o Employment Records o DMV Computer Records o Rental Agreements  If you are a non-U.S. citizen, you must provide proof of your legal presence in the U.S.  You must provide two forms of identification, both of which can be from the following verifiable documents that contain your full name and date of birth: o Photo driver’s license o State/Province/Territory issued photo ID card o Certified microfilm/copy of Driver’s License or ID Card o Certificate of birth (U.S. issued). Must be original or certified copy, have a raised seal and be issued by the Bureau of Vital Statistics or State Board of Health o INS Documents, as follows:  Certificate of Naturalization (N-550, N570m or N-578)  Certificate of Citizenship (N-560, N-561, or N-645)  Northern Marina Card (I-551)  American Indian Card (I-551)  U.S. Citizen Identification Card (I-179 or I-197)  Resident Alien Card (I-515, I-551, AR-3, or AR-103)  Temporary Resident Identification Card (K-688)  Non-Resident Alien Canadian Border Crossing Card (I-185 or I-586)  Record of Arrival and Departure (in a valid Foreign Passport) (I-94 or I-94W visa waiver program)  Record of Arrival and Departure with attached photo stamped “Temporary Proof of Lawful Permanent Resident”(I- 94)  Processed for I-551 stamp (in a valid Foreign Passport)  Permanent Resident Re-Entry Permit (I-327)  Refugee Travel Document (I-571)  Employment Authorization Card (I-688A, I-688B, I-766) o Canadian Immigration Record and Visa or Record of Landing (IMM 1000) o Court order. Must contain full name, date of birth and court seal. Examples Include: adoption documents, name change document, gender document, etc. Does not include abstract of criminal or civil conviction o U.S. Military ID o Valid passport, U.S. If foreign, appropriate INS document also is required; Or one of which can be from the following documents: o Driver’s License/ID Card, expired more than one year o Court order that does not contain the applicant’s date of birth o Employer ID Card o Health Insurance Card o IRS/State tax forms (W-2 NOT acceptable) o Marriage certificate/license o Medical records from doctor/hospital o Military dependent ID o Military discharge/separation papers o Gun Permit o Pilot’s license o School Records/transcript (Must be certified) o Social Security Card (Metal card is NOT acceptable) o Social Insurance Card (for Canadian residents only) o Student ID Card (Must contain photo) o Vehicle title (Vehicle registration NOT acceptable) o Welfare Card o Prison release document DRIVER’S LICENSE REQUIREMENTS - In order to obtain a driver’s license in Delaware, you must meet the following requirements:  You must apply for and receive a driver’s license at one of the offices of the Division of Motor Vehicles within 60 days after becoming a Delaware resident.  You must pass an eye screening exam, but the written and road tests may be waived if you hold a valid driver’s license from another state.  You must show two proofs of Delaware residence (see above acceptable documents) and proof of your social security number (see above acceptable documents).  You must provide two forms of identification. (See above acceptable documents).  You must surrender all valid licenses from other states. If your out-of-state license has expired, you must present to the Division of Motor Vehicles, your current driving record from your previous state of residence and be prepared to take a written test. Unlicensed drivers must present a certified birth certificate to show correct name and date of birth.  You must pay a fee of $12.50.  Persons under the age of 18 must complete a course in driver’s education, which must be approved by Delaware Department of Public Instruction and present their birth certificate and social security card. One parent (with whom the child resides) is required to sign the application. Drivers under the age of 18 who transfer from another state will be issued a graduated driver’s license unless their out-of-state license was issued for over one year and the driver has reached at least 16 years and 10 months of age.  If you are a member of the military service or a dependent, you are not required to acquire a Delaware driver’s license and vehicle registration until 60 days after separation from the service. V EHICLE TITLE AND REGISTRATION REQUIREMENTS - You must title/register your vehicle within 60 days of becoming a Delaware resident. In order to register your out of state vehicle, you must meet the following requirements:  You must establish your financial responsibility by purchasing a liability insurance policy from a company licensed by the Insurance Commissioner to operate in Delaware. You must maintain the minimum coverage of $15,000 for bodily injury or death of one person in any one accident, $30,000 for bodily injury or death of two or more persons in any one accident and $10,000 for injury to or destruction of property of others in any one accident. You must verify that your car being registered is properly insured by presenting one of the following documents: o A Delaware Insurance Identification Card - All insurance companies are required to issue such cards. The card must be carried in the vehicle at all times and include the period of coverage and the National Association of Insurance Commissioners(NAIC) company identification number (NAIC code). o A valid insurance policy. o A written binder within 30 days of issue from an insurance company or agent on the insurance company's letterhead. You must have a valid insurance identification card in your possession or in your vehicle and produce it upon the request of a police officer or any other party involved in an accident with you. The penalty for operating an uninsured vehicle is a fine of not less than $1,500, or more than $2,000 and mandatory suspension of driver's license and/or driving privileges for 6 months. For each subsequent offense occurring within 3 years of a former offense, the fine shall be not less than $3,000, nor more than $4,000. Providing false proof of insurance will result in an additional fine of $500 and/or 30 days in jail and suspension of driver’s license for 6 months.  You must have your vehicle inspected at one of the offices of the Division of Motor Vehicles and must present your Certificate of Title and proof of insurance.  You must complete an application for a title and registration that an inspection technician will issue to you after your vehicle passes the emission test and safety inspection. The owners or a person with power of attorney to sign for such owners or an officer of the company owning the vehicle must sign the application. If you are less than 18 years of age, you must have your parent or guardian sign your application for certificate of title. If your previous home state issues certificates of title, you must surrender a certificate of title to the Division of Motor Vehicles when you file your application. If there is a lien or encumbrance against the vehicle, the Division of Motor Vehicles will provide a form letter to send to the lien holder to obtain the certificate of title.  You must pay a title fee of $15 if there is no lien against your vehicle or $25 if there is a lien against your vehicle. You must pay a registration fee of $20 for one year. You must also pay a vehicle document fee to obtain a title and registration for a vehicle you are bringing in from a different state of 2.75% of the value of the vehicle but not less than $8.00, unless you present proof that you have registered and paid to the other state a sales tax, transfer tax or some similar levy on the purchase of the vehicle within 90 days prior to registration in Delaware.  If you are disabled, you may obtain a disabled placard by completing a Division of Motor Vehicles Application for Special Disabled License Plate or Special Disabled Parking ID Card, which has been signed by your physician. If you are 85 years of age and older, you need to show proof of your age to obtain a placard. You may obtain one special license plate and one windshield placard. Your disability must be permanent with no prognosis for improvement and you must meet one of the following requirements: o You must not be able to walk 200 feet without stopping to rest; or o You must not be able to walk safely without the use of or assistance from a brace, cane, crutch, another person, prosthetic device, wheelchair or other assistive device; or o You must be restricted by lung disease to such an extent that your forced (respiratory) expiratory volume, one second, when measured by spirometry, is less than one liter or the arterial oxygen tension is less than sixty mm/hg. at room air or rest; or o You must use portable oxygen; or o You must have a cardiac condition to the extent that your functional limitations are classified in severity as Class III or Class IV according to the standards set by the American Heart Association; or o You must be severely limited in your ability to walk due to an arthritic, neurological or orthopedic condition.
