You may obtain a voter registration application in person at your County Voter Registration Board or download a web mail-in application at http://ww w.state.sc.us/scsec/vr/VR_Blank_Form.pdf and mail your completed application to your County Voter Registration Board. If you mail your application, it must be postmarked at least 30 days prior to a particular election to be eligible. IDENTIFICATION CARD REQUIREMENTS- You must meet the following requirements in order to obtain a South Carolina identification card: You must be at least 5 years of age. You must be a resident of South Carolina. You must apply for an identification card by completing Form 447, which you can obtain at http://www.scd mvonline.com/forms/447.pdf or at your local Department of Motor Vehicles office. You must present proper identification as discussed below for driver’s licenses (excluding insurance requirements) to your local Department of Motor Vehicles office. DRIVER’S LICENSE REQUIREMENTS -As a new South Carolina resident, you may use a valid driver’s license issued by another state for up to 90 days. If you are military personnel or a dependent, or a student temporarily in South Carolina, you are not required to obtain a South Carolina driver's license. In order to obtain a South Carolina driver’s license, you must meet the following requirements: You must surrender your out-of-state driver’s license or permit. If you have had an out-of-state beginner's permit for at least 180 days, you may take the skills test to apply for your South Carolina driver's license. If you are issued a South Carolina beginner's permit, you must have held it for 180 days before you can apply for a driver's license. The time that you held an out-of-state beginner's permit counts toward the 180-day period.If you have lost your out-of-state beginner’s permit or driver’s license, you must complete an affidavit of lost permit or license along with your South Carolina application for a driver’s license.If you are under 18 years of age, you must have an adult sign your application to accept responsibility for you, unless you have been declared an emancipated minor.
