Becoming a new resident of a new home state often involves the reorganization
of your legal affairs. This form is a guide to help you in meeting various
requirements, such as residency, voting, identification card, driver’s license and
vehicle registration requirements.
RESIDENCY REQUIREMENTS -
You will be considered an Idaho resident for vehicle registration purposes, if your
principal home has been in Idaho for 90 continuous days. You may declare
residency at any time earlier and your vehicles may be titled and registered at
that time.
VOTING REGISTRATION REQUIREMENTS -
In order to register to vote in the state of Idaho, you must meet the following
requirements:
You must be a citizen of the U.S.
You must be at least 18 years old on election day.
You must have resided in Idaho and in the county for 30 days.
You must not have been convicted of a felony unless you have had your
civil rights restored.
You must not be confined in prison on conviction of a criminal offense.
You must complete an application to register to vote by the 25th day prior
to an election. You can obtain an online application to register at
http://www.idahovotes.gov/VoterReg/vtr_reg_form.pdf or an application
from your county clerk and have it postmarked at least 25 days prior to the
election. You will then receive a mailed notice from the county verifying
your address and providing your voting precinct.
You must provide your driver’s license number, or if you do not have a
driver's license, the last four digits of your social security number.
You may also register to vote on election day by:
o Appearing in person at the polling place for the precinct in which
you maintain residence.
o Completing a registration card.
o Making an oath in the form prescribed by the Secretary of State.
o Providing a photo ID card.
o Providing proof of residence in the form of one of the following
documents showing your current address in the precinct:
a valid Idaho driver's license issued through the Department
of Transportation
a valid Idaho identification card issued through the
Department of Transportation
any document which contains a valid address in the precinct
together with a picture identification card
a current valid student identification card from a post
secondary educational institution in Idaho accompanied with
a current student fee statement that contains your valid
address in the precinct together with a picture identification
card.
IDENTIFICATION CARD/ DRIVER’S LICENSE REQUIREMENTS -
You must apply for an Idaho driver’s license within 90 days of residing in Idaho,
whether your out-of-state license has expired or not.
If you are a student attending a college or university in Idaho or a member of the
U.S. Military on active duty or a dependent who holds a valid driver’s license from
another state or country and who claims residency in that state or country, you
are not required to obtain an Idaho driver’s license.
In order to obtain an Idaho identification card or driver’s license, you must meet
the following requirements:
You must apply at your county sheriff’s office.
You must surrender any driver’s license or ID card issued to you from
another state, U. S. Territory, Puerto Rico, or the District of Columbia.
If you are under 18 years old, you must have a parent or legal guardian to
sign as consent to you obtaining a license.
You must take a vision screening exam to obtain a driver’s license.
You must take a written knowledge test if you are a new applicant for a
driver’s license.
You must take a s kills test to obtain a driver’s license if you:
o Have never been licensed before,
o Have completed driver’s training and the supervised instruction
period,
o Have a license that has been expired for one year or more,
o Present or surrender a driver’s license issued by a foreign country,
or if your most-recent driver’s license was issued by a foreign
country,
o Have vision that does not meet minimum standards,
o Have any mental or physical impairment that might affect the safe
operation of a motor vehicle, or
o Raise concerns about your ability to safely operate a motor vehicle,
regardless of prior license, experience, or age.
You must provide the following:
o Proof of Idaho residency in the form of documents such as lease or
rental agreements, utility bills, employment records or school
enrollment records.
o Proof of Social Security Card in the form of your social security
number or the original card issued by the Social Security
Administration. If you do not have a Social Security Number, you
must provide a letter from the Social Security Administration prior to
which you must have acceptable legal presence documents.
(Acceptable legal presence documents include c ertified original
U.S. Birth Certificate, original Certificate of
Naturalization/Citizenship, valid passport with valid U.S. VISA or
Valid INS photo card/document (I-94 refugee, I-551, etc.))
o Proof of enrollment and attendance in or graduation from a
recognized high school or equivalent program if you are under 18
years old.
o Proof that you have completed an approved driver training program
and met the requirements of the Supervised Instruction Permit
under Idaho’s Graduated Driver’s License Program if you are under
17 years old.
o Proof of Age and Identity in the form of two or more primary
documents (that verify your age and identity and contain your full
name and date of birth) and/or secondary documents (that assist in
confirming your identity, and contain your name and enough
information to establish proof of all or part of what is contained on
the primary document) from the following lists (at least one from the
primary documents list). One document should be a certified
original birth certificate and the other must contain a photo of you. If
you have a current, valid driver’s license or ID card to surrender
that meets the conditions listed under primary documents, you do
not need to provide any additional documents.
Primary documents include the following:
Out of state driver’s license or ID card (with a photo) not
expired for one year or more.
Idaho driver’s license or ID card not expired for five years or
more.
Certified original birth certificate or certified abstract.
Valid Immigration and Naturalization (INS) card.
U.S. military photo identification card.
Valid passport with a valid U.S. VISA.
Idaho concealed weapons permit not expired for one year or
more.
Pilot’s license (with photo) not expired for one year or more.
Veteran’s Universal Access Card with photo.
Native American ID card with photo.
Secondary documents include the following:
Out-of-state issued driver’s license or ID card (with photo)
expired for one year or more.
U.S. military discharge paper (form # DD214).
Certified marriage certificate with seal and document number
showing that it was recorded.
Certified divorce document from a court or state vital
statistics office.
Original naturalization/citizenship document.
Court-certified guardianship or custody documents,
notarized power of attorney.
Certified court name-change document.
School transcript.
Home school document.
Junior or senior high school (not college or University) photo
activity card.
Junior or senior high school, college, or military
yearbook/annual.
Printed photo directory of a religious organization.
Newspaper clipping with photo and name (if you can be
identified in the photo).
Photo ID card issued by the Salt Lake City Mexican
Consulate (only if it was issued for a five-year period and is
not expired).
Verified work ID card with a photo, accepted at county
discretion.
Idaho Automobile dealer/salesman photo ID card.
Idaho Department of Corrections photo ID card.
Idaho Department of Juvenile Corrections photo ID card.
If you use a name other than the one appearing on your driver’s license, ID card
or on other documents that you present for identity purposes, you will need to
provide one or more of the following certified documents, dated after the current
record, as acceptable proof of a legal name change:
Marriage license(s)
Divorce document(s)
Adoption record
Court name-change documents(s)
V EHICLE TITLE AND REGISTRATION REQUIREMENTS -
As a new resident of Idaho , you must register and title your vehicle(s) within 90
days.
In order to register and title your motor vehicle in Idaho, you must meet the
following requirements:
You must be an Idaho resident or your vehicle must belong to an Idaho
business.
Your vehicle must be titled in Idaho before it can be registered. (You can
apply for vehicle registration immediately after submitting the required
documents to a county assessor's motor vehicle office.)
You may apply for a title in person or by mail but must include or present
the following required documents and fees to the assessor office in the
county where your home of record is located:
o Title (for used vehicles) - must be properly released by the previous
owner and lienholder (if any), or Manufacturer's Certificate of Origin
(for new vehicles) - must be properly released by the dealer and
assigned to the owner
o Bill of Sale - required unless sales price is entered in specified area
of title. The Bill of Sale must include vehicle description, sales price,
buyer's name, original signature of seller, and date.
o Odometer Disclosure Statement - required for any transfer of a
motor vehicle less than 10 years old and under 16,000 lbs.
o Vehicle Identification Number Inspection - completed by an officer
of the law, county assessor, motor vehicle inspector, DMV
employee, military police officer, or Idaho licensed vehicle dealer.
o Power of Attorney - include if applying for title through the mail. A
Power of Attorney must authorize the County Assessor or another
party to sign the application for the owner, and must fully describe
the vehicle and be signed by the owner/applicant.
o Fees - Sales tax equal to 5% of the purchase price (minus trade-in
if purchased from a licensed dealer), or documentation that at least
5% sales tax was paid to the state of purchase or that the vehicle
was purchased by a new resident at least three months prior to
moving to Idaho. (The latter exemption does not apply to
businesses bringing vehicles to Idaho from a non-taxing state.) A
title issued in your name is sufficient documentation that tax was
paid at that state's tax rate.
o Title fee - $8.00
o Title registration fee- You should contact the county assessor in the
county where the vehicle will be registered for exact fee.
o Title Application (optional) - Out-of-state dealers, lienholders, and
leasing companies may prepare.
You must register your vehicle(s) at any of County Assessor motor vehicle
office.
You must pay a registration fee of $35.00 to $60.00 depending on the age
of your vehicle and your county of residence.
