This form is a guide to help you in meeting various requirements, such as voting, identification card, driver’s license and vehicle registration requirements. VOTING REGISTRATION REQUIREMENTS - In order to register to vote in the state of Maine, you must meet the following requirements:  You must be a citizen of the U.S.  You must have established and maintain a residence in the municipality where you intend to register to vote. In order to be considered a resident of Maine for voting purposes, you must have established a fixed and principal home to which you, whenever temporarily absent, intend to return.  You must be at least 17 years of age (must be 18 years old to vote).  You must complete a voter registration card at your town office or city hall, through any Motor Vehicle branch office, at most state and federal social service agencies, or at voter registration drives. You may hand deliver or mail your voter registration card to your town office or city hall, or to the Secretary of State’s Office in Augusta.  You may register to vote at any time in person at your town office or city hall. If you submit your application by mail or by a 3rd person, it must be received by the close of business 21 days before the election. IDENTIFICATION CARD REQUIREMENTS - As a Maine resident, you may apply for an official state non-driver identification card. In order to obtain an identification card in Maine, you must meet the following requirements:  You must present two of the following documents for identification (one indicating your date of birth and the other bearing your written signature) to a motor vehicle branch office: o Driver's License o Driver Education Card o Passport o Military ID Card o Citizenship Papers o Certificate of Marriage o Court Order o Unemployment Card o Adoption Papers o Driver's Permit o Social Security Card o Birth Certificate o Military Dependent ID Card o Divorce Papers o Baptismal Records o School Records/Transcript (certified) o Concealed Weapons Permit  You must pay a fee of $5.00. DRIVER’S LICENSE REQUIREMENTS - If you are moving to Maine and have in your possession a valid out-of-state driver's license, you can obtain a Maine license by:  Visiting the local Maine Bureau of Motor Vehicles office.  Completing a vision screening exam. You may not be required to take a written and road test.  Surrendering your out-of-state license.  Paying the exam and license fees, which differ by class of license. In order to obtain a first-time driver’s license in Maine, you must meet the following requirements:  You must be at least 16 years of age and have completed an approved driver education course. If you are 18 years of age or older you are not required to complete driver education.  If you are under 21 years of age, you must have held your instruction permit for at least six months and are required to complete 35 hours of practice driving (to include 5 hours of night driving and to begin after you have been issued an instruction permit.) You must be accompanied by a supervising driver who is a least 20 years old and holds a license that has not been suspended or revoked over the past two years. If you are under 21 years of age, you will receive a provisional license as your first license for a period of two years.  You must successfully complete a road test, a driver knowledge examination and a vision screening. V EHICLE TITLE AND REGISTRATION REQUIREMENTS - If you are registering a vehicle purchased from a dealer, you must meet the following requirements:  You must pay municipal excise tax at your town office. If the vehicle is brand new, the tax collector will require that you provide the manufacturer’s suggested retail price sticker, or a copy of the sticker.  You must present the following documents: o Green dealer's certificate (indicates sales tax was paid to dealer) o Blue title application (if the vehicle is 15 years old or newer) o Evidence of insurance (ID card, policy or binder) o White and yellow copy of registration application and excise tax receipt (from town office).  If your municipality does not participate in the New Registration Program, you will need to visit a Bureau of Motor Vehicles branch office with the documents listed above.  You must pay the appropriate registration fee based on the type of plate you select. If you are registering a private sale purchased vehicle, you must meet the following requirements:  You must pay excise tax at your town office.  You must present the following documents: o Signed bill of sale. o Title, if the vehicle is 15 years old or newer, signed over to new owner from the previous owner(s). o Evidence of insurance (ID card, policy or binder). o White and yellow copy of registration application and excise tax receipt (from town office).  If your municipality does not participate in the New Registration Program, you will need to visit a Bureau or Motor Vehicles branch office with the documents listed above.  You must pay 5% Maine sales tax on the purchase price.  You must pay the appropriate registration fee based on the type of plate you select.
