You may also obtain an application online at http://www.sos.state.ms.us/elections/VoterRegistration/UpdatedVot erReg.pdf . If you register by mail, your application must be postmarked at least 30 days prior to the election in which you want to vote. o By visiting your county Circuit Clerk (usually in the county courthouse) or Municipal Clerk (usually in City Hall) and completing a voter registration application or hand-delivering an application you downloaded online and printed. If you register in the clerk’s office, you must register at least 30 days prior to the election in which you want to vote. o When applying for your driver's license, or when applying for services at numerous state and federal government agencies.  If you do not have a driver’s license or social security number and you are registering to vote by mail for the first time in your county, you must send with your application either a copy of a current and valid photo ID or a copy of a current utility bill, bank statement, government check, paycheck or other government document that shows your name and address. IDENTIFICATION CARD REQUIREMENTS - If you are blind or physically disabled, or six years of age or older, you may apply to the Mississippi Department of Public Safety for an identification card. Identification cards are issued for a four year period, except those issued to legally blind persons, which are for a ten year period. In order to obtain an identification card, you must meet the following requirements:  You must provide the following: o A completed, signed Application form. o A social security card or a printout from the Social Security Administration o A certified copy of your birth certificate.  You must pay the appropriate fee of $13.00.  You must provide Proof of Domicile in the form of a document containing your physical address, such as an electric bill, water bill, lease or rent agreement, car tag registration receipt, mortgage papers, homestead exemption receipt, bank statement with physical address, notarized employer verification on their letterhead stating your address (must include phone number) or Mississippi license issued to your parent or legal guardian when you are under 21 years of age. DRIVER’S LICENSE REQUIREMENTS - You must obtain a Mississippi Driver License within 60 days of moving to Mississippi. If you are a non-resident military personnel or family member or an out-of-state college student, you may drive in Mississippi provided you hold a valid driver's license from another state. In order to obtain a Mississippi driver’s license, you must meet the following requirements:  You must come into a driver’s license station and fill out an application for a Mississippi license.  You must surrender any and all driver’s licenses from other states.  You must present your social security card.  You must have a clear driving record nationwide.  You must pass a vision test.  If you possess a valid out-of-state license you are not required to take the written or driving test. If your out-of-state license is expired more than 30 days, you must take the written test.  You must pay a fee of $20.00 for a four-year license if you are over 18 years of age. If you are under 18 years of age, you must pay $5.00 for a one-year license.  If you are over 18 years of age, you must show proof of domicile in Mississippi. If you do not have a current registration from your previous home state, you will be liable for the full annual tax, plus, penalty. Your registration fee will be $10.00 for a first time registration and all other taxes will be based on what type of vehicle you have, the value of the vehicle and where you register the vehicle.  For motor vehicles with a Gross Vehicle Weight (GVW) of 10,000 lbs or less, you must register and receive tags from your local county tax collector's office where your vehicle is garaged or domiciled. For motor vehicles with a Gross Vehicle Weight (GVW) of over 10,000 lbs and which travels in Mississippi only, you must register in your local county tax collector's office and receive tags from the State Office.
