This form is a guide to help you in meeting various requirements, such as voting, identification card, driver’s license and vehicle registration requirements. VOTING REGISTRATION REQUIREMENTS - In order to vote in the state of South Carolina, you must meet the following requirements:  You must be a U.S. citizen.  You must be a resident of South Carolina and the county and precinct in which you wish to vote.  You must be at least 18 years old on or before the next election.  You must not be under a court order declaring you mentally incompetent.  You must not be confined in any public prison resulting from a conviction of a crime.  You must not have been convicted of a felony or offense against the election laws or if you were previously convicted, you must have served your entire sentence, including probation or parole, or you must have received a pardon for your conviction.  You must register to vote at least 30 days prior to an election in order to vote in that election. You may obtain a voter registration application in person at your County Voter Registration Board or download a web mail-in application at http://www.state.sc.us/scsec/vr/VR_Blank_Form.pdf and mail your completed application to your County Voter Registration Board. If you mail your application, it must be postmarked at least 30 days prior to a particular election to be eligible. IDENTIFICATION CARD REQUIREMENTS - You must meet the following requirements in order to obtain a South Carolina identification card:  You must be at least 5 years of age.  You must be a resident of South Carolina.  You must apply for an identification card by completing Form 447, which you can obtain at http://www.scdmvonline.com/forms/447.pdf or at your local Department of Motor Vehicles office.  You must present proper identification as discussed below for driver’s licenses (excluding insurance requirements) to your local Department of Motor Vehicles office. DRIVER’S LICENSE REQUIREMENTS - As a new South Carolina resident, you may use a valid driver’s license issued by another state for up to 90 days. If you are military personnel or a dependent, or a student temporarily in South Carolina, you are not required to obtain a South Carolina driver's license. In order to obtain a South Carolina driver’s license, you must meet the following requirements:  You must surrender your out-of-state driver’s license or permit. If you have had an out-of-state beginner's permit for at least 180 days, you may take the skills test to apply for your South Carolina driver's license. If you are issued a South Carolina beginner's permit, you must have held it for 180 days before you can apply for a driver's license. The time that you held an out-of-state beginner's permit counts toward the 180-day period.  If you have lost your out-of-state beginner’s permit or driver’s license, you must complete an affidavit of lost permit or license along with your South Carolina application for a driver’s license.  If you are under 18 years of age, you must have an adult sign your application to accept responsibility for you, unless you have been declared an emancipated minor. You must submit proof of emancipation with a court order, marriage certificate or active military orders. Responsible adults other than a parent or guardian may sign for a minor applicant only if they complete and sign DMV form 447CM, Consent for Minor.  You must pass the eye exam given at all Department of Motor Vehicle Offices or submit a statement of visual acuity from an eye specialist. If your out-of-state license has expired by 9 months or more, you must also complete the knowledge and skills tests.  If you are a U.S. citizen applying for a first time beginner's permit, driver's license, or if you are a new resident moving to South Carolina from another state, you must provide documentation showing proof of the following: o Identity and U.S. citizenship in the form of one of the following:  Birth Certificate with birth/file number and registrar’s signature issued by county or Bureau of Vital Statistics.  Birth Certificate from U.S. Territories- Puerto Rico, Guam, U.S. Virgin Islands or U.S. Samoa.  Delayed Birth Certificate (if a birth certificate is not issued at the time of birth, you can apply for a birth certificate from the Bureau of Vital Statistics).  Current U.S. passport or U.S. passport that has not been expired more than ten years.  Certificate of Naturalization- USCIS Form (N-550 or N-570).  U.S. Government-issued Consular Report of Birth Abroad.  Certificate of Citizenship (N-560 or N-561). If your birth certificate shows that you were not born in the U.S., you must also provide an additional document from the above list proving U.S. citizenship. o Social security number in the form of one of the following documents that shows your social security number:  Social Security Card.  Social Security Administration 1099- “Survivor Benefit Form.”  U.S. Military Photo ID card (active, retired or reservist military status DOD, ID, DD-214).  Current Military Dependent ID card.  U.S. Uniform Services ID and Privilege Card DD1173 with photograph.  Voter registration card (must meet requirements of registering county).  Letter from Social Security Administration (requires online verification).  Payroll stub that includes employer’s name and your name (requires online verification).  W-2 form that includes employer’s name, address and your name (requires online verification). o Residency in the form of one of the following documents that shows your name and South Carolina address:  School Records (current or prior school year).  Student ID.  Report Card.  Letter or contract from Home Schooling Association.  Official letter from your school or school district on school or district letterhead.  Certified transcript.  Diploma from South Carolina school (graduation within the last school year).  Out-of-state or in-state tuition bill with your physical address.  Current employment records (no more than 90 days old). (records must be from South Carolina employer or have South Carolina address for you on records from an out of state employer).  Letter on employer letterhead.  Payroll stub showing South Carolina withholdings.  Intent to hire on employer letterhead.  Current utility bill (specific to services for your residence) no more than 90 days old.  South Carolina Welfare/Social Services Card.  South Carolina Medicaid card.  Parolee Cards or letter from parole officer (no more than 90 days old).  Mortgage documents (no more than 90 days old).  Current South Carolina Weapon’s Permit.  County Tax Notice or Property Receipt for home or vehicle.  Bank statement or letter showing your name and South Carolina physical address (no more than 90 days old).  Social security check showing your name and South Carolina physical address (no more than 90 days old).  Insurance documentation (no more than 90 days old).  Letter from insurance company or agent licensed to do business in South Carolina stating your name and indicating your South Carolina address.  Insurance policy, written by insurance company or agent licensed to do business in South Carolina showing your name and South Carolina address.  Letter from director of South Carolina social welfare institution (homeless shelter, battered women’s shelter, halfway house, group home, orphanage, etc.) stating you are a resident of the facility (no more than 90 days old).  Vehicle Insurance Card (only if your name and South Carolina address appear on card).  South Carolina Voter Registration card (must meet requirements of registering county).  Article of mail with official Post Office address change label.  Unwritten or canceled personal check with your name and South Carolina physical address.  South Carolina vehicle registration.  State or Federal Tax records. (Income tax returns for current or prior year, including electronic tax file or W2. You may also use these records if you are listed as a dependent on a South Carolina tax return).  Current Military Orders detailing active duty assignment in South Carolina (no more than 90 days old).  Current letter from Military Base with the commander verifying duty station in South Carolina (no more than 90 days old).  You must provide automobile liability insurance information from an insurance company licensed to do business in South Carolina. VEHICLE TITLE AND REGISTRATION REQUIREMENTS - If you move to South Carolina from another state, you have 45 days to transfer your vehicle title and registration. In order to title and register your vehicle in South Carolina, you must meet the following requirements:  You must apply to title and register your vehicle by completing Form 400, Application for Certificate of Title/Registration.  You must have the following to transfer your out-of-state vehicle title and registration: o Your out-of-state vehicle title and registration. (If there is a lien on your vehicle, you must bring the name and address of the company that holds the lien). o Liability Insurance information. ( You must provide the name of your automobile liability insurance company). o Completed Form 400 Application for Certificate of Title/Registration. o Paid Property Tax Receipt. o Title and Registration Fees as follows:  Title - $15.00 fee  Passenger cars - $24.00 fee  Persons 64 years of age- $22.00 fee  65 or older or disabled- $20.00 fee (If disabled, a statement from a medical doctor as to the permanency of the disability must be submitted).
