VOTING REGISTRATION REQUIREMENTS - In order to vote in the state of Texas, you must meet the following requirements:  You must be a U.S. citizen.  You must be a resident of the county in Texas where you wish to vote.  You must be 18 years old (you may register at 17 years and 10 months).  You must not be a convicted felon (unless your sentence is completed, including any probation or parole).  You must not be declared mentally incapacitated by a court of law.  You must apply to register to vote at one of the following locations: o T ax assessor-collector’s office o County Clerk or Elections Administrator office o County Voter Registrar’s office o Secretary of State’s office o Library o Post Office o High school o Online at http://www.sos.state.tx.us/elections/voter/reqvr.shtml by requesting an official, postage-paid application or by downloading an informal application, which you must stamp and mail to your county voter registrar. o Driver’s license office.  You must have your application delivered or postmarked to the voter registrar’s office 30 days before an election in order for you to be eligible to vote in that election.  As part of your application, you must provide a Texas driver’s license number or personal identification number issued by the Texas Department of Public Safety. If you do not have such number, then you must state that fact and provide the last four digits of your social security number. If you do not have a social security number, you must also state that fact. If you have not been issued any of three identification numbers requested on the application, you must provide proof of your identity. You may enclose a copy of identification with your voter registration application, or you may present identification when you vote. Acceptable identification includes: o A driver's license or personal identification card issued to you by the Department of Public Safety or a similar document issued to you by an agency of another state, regardless of whether the license or card has expired. o A form of identification containing your photograph that establishes your identity. o A birth certificate or other document confirming birth that is admissible in a court of law and establishes your identity. o U.S. citizenship papers issued to you. o U.S. passport issued to you. o Official mail addressed to you by name from a governmental entity. o A copy of a current utility bill, bank statement, government check, paycheck, or other government document that shows your name and address. o Any other form of identification prescribed by the Secretary of State. IDENTIFICATION CARD REQUIREMENTS - You may obtain an identification card in Texas regardless of your age. In order to obtain a Texas identification card, you must meet the following requirements:  You must provide proof of identity as discussed below for driver’s licenses.  You must pay the required fee. DRIVER’S LICENSE REQUIREMENTS - As a new resident of Texas, you have 30 days after entry into Texas to secure a Texas driver’s license if you have a valid driver’s license from your home state. T If you are 18 years of age or older and have a valid out-of-state driver’s license, you must meet the following requirements to obtain a Texas driver’s license:  You must provide proof of identity in the form of one piece of primary identification (that contains your complete name and full date of birth) or one piece of secondary identification (that is a recorded governmental document (U.S., one of the 50 states, a U.S. territory, District of Columbia, or Canadian province)) plus two pieces of support identification or two pieces of secondary identification as listed below: o Primary Identification documents include :  Texas driver’s license or identification certificate with photograph within two years after the expiration date.  Unexpired U.S. Passport.  U.S. citizenship (naturalization) certificate with identifiable photograph.  Unexpired U.S. Immigration and Naturalization Service document with verified data and identifiable photograph.  Unexpired U.S. military ID card for active duty, reserve or retired personnel with identifiable photograph. o Secondary Identification documents include:  Original or certified copy of a birth certificate issued by the appropriate State Bureau of Vital Statistics or equivalent agency.  Original or certified copy of U.S. Department of State Certification of Birth (issued to U.S. citizens born abroad).  Unexpired photo driver’s license or photo identification certificate issued by another U.S. state, U.S. territory, the District of Columbia, or Canadian province.  Original or certified copy of court order with your name and date of birth.  The following items if you were born before 1961:  Original or certified copy of Form DD-214.  Original or certified copy of other state or federal governmental record that states your name and date of birth (such as U.S. records or Social Security records). o Supporting Identification documents include:  School records.  Insurance policy (at least two years old).  Vehicle title.  Military records.  Unexpired military dependant identification card.  Original or certified copy of marriage license or divorce decree.  Voter registration card.  Social Security card.  Pilot's license.  Concealed handgun license.  Texas driver’s license temporary receipt.  Expired driver’s license or identification certificate issued by another state, territory, District of Columbia, or Canadian province that is within two years of the expiration date.  A foreign passport (with or without a U.S. Visa).  A consular document issued by a state or national government.  You must provide proof of your social security number in the form of one of the following: o Federal issued Social Security Card. o Health Card (if member number represents social security number). o Pilot's license. o Military identification (Active and reserve duty personnel only, not acceptable for dependents). o Peace officer's license - Texas Commission on Law Enforcement Officer Standard and Education. o DD-214. o Medicare/Medicaid Cards. o Certified college/university transcript (designating number as social security number). o Veteran's administration card (with social security number preprinted on card).  You must provide proof of Texas vehicle registration and liability insurance, if you own a vehicle.  You must complete the required forms available at any Texas Driver’s License office.  You must pay the required fee.  You must pass a vision exam. If you have never been licensed, or if you have an expired out-of-state license, you will also be required to pass the written and driving exams.  You must surrender your valid out-of-state driver’s license at the driver’s license office. In addition to the requirements above, if you are under the age of 18 and you have a valid out-of-state driver’s license or instruction permit, you must present proof of completion of driver education and verification of current enrollment and attendance in school (or high school diploma or GED) to obtain a Texas driver’s license. VEHICLE TITLE AND REGISTRATION REQUIREMENTS - In order to title and register your vehicle in Texas, you must meet the following requirements:  Your vehicle must pass a vehicle safety inspection and an inspection of the vehicle identification number at a state-approved Safety Inspection Station.  You must submit the safety inspection verification form and your vehicle identification certificate to the county tax office along with an application for certificate of title, Form 130-U.  You must pay title and registration fees at the local county tax assessor- collector’s office at the time you apply for a title.  You must present proof of liability insurance that meets Texas requirements.  You must present your original out-of-state title or current foreign or military ownership document (an English translation may be required).  You must submit a completed Form VTR-68-A and proof of compliance with U.S. Department of Transportation safety requirements if you have a foreign ownership document.  You must present your vehicle’s current odometer reading, if the vehicle is less than ten model years old.  You must provide sales or use tax verification if you have not previously registered the vehicle in another state.
