This form is a guide to help you in meeting various requirements, such as voting, identification card, driver’s license and vehicle registration requirements. VOTING REGISTRATION REQUIREMENTS - In order to vote in the state of Wyoming, you must meet the following requirements:  You must be a U.S. citizen.  You must be 18 years of age on Election Day.  You must be a resident of Wyoming and the precinct in which you register.  You must withdraw your voter registration from any other jurisdiction.  You must not be a convicted felon or adjudicated mentally incompetent.  You must present a valid Wyoming Driver’s License or the last four digits of your Social Security Number, if you do not have a driver’s license. (You must indicate if you have neither on the Voter Registration Application).  You must register to vote by one of the following methods: o In person in the office of your county or town clerk. You may also print out a form online at http://soswy.state.wy.us/election/forms/vrapp.pdf , sign the form in the presence of and hand deliver the form to your county clerk. o By mail to the county clerk as follows:  Complete a voter registration form in the presence of a notary or registry agent and have the notary or registered agent sign the form.  Show identification to the notary or registry agent as follows:  In the preferred form of a Wyoming driver’s license, or  As a second option, one form of the following: o Different state's driver’s license; o ID card issued by a local, state or federal agency; o U.S. passport; o School ID; or o Military ID.  As a third option, t wo of the following in any combination: o Certification of U.S. Citizenship; o Certificate of Naturalization; o Draft Record; o Voter registration card from another state or county; o Original or certified copy of a birth certificate bearing an official seal; o Certification of birth abroad issued by the Department of State; or o Any other form of identification issued by an official agency.  Sign the voter registration oath.  Provide copies of the ID provided to the notary. o At the voting polls on Election Day by bringing an acceptable form of ID to the polls, such as your driver’s license or passport. IDENTIFICATION CARD REQUIREMENTS - In order to obtain a Wyoming identification card, you must meet the following requirements:  You must present the following forms of identification: o State issued driver’s license or state issued identification card, and o State Certified Birth Certificate (along with legal documents for name change, if applicable), or o Valid U.S. passport, or o Certificate of Naturalization, or o Non-U.S. Immigration documents in lieu of foreign birth certificates (A Non-U.S. passport must be accompanied by INS documents).  You may also be required to present proof of your Social Security number and other documents to verify your identity.  You must pay a fee of $10.00. DRIVER’S LICENSE REQUIREMENTS - In order to obtain a Wyoming driver’s license, you must meet the following requirements:  If you have never been licensed in Wyoming or any other state, you must present the following forms of identification: o State Certified Birth Certificate (along with legal documents for name change, if applicable); or o Valid U.S. passport; or o Certificate of Naturalization; or o Non-U.S. Immigration documents in lieu of foreign birth certificates (A passport must be accompanied by INS documents).  If you are currently licensed in another state, you must present the following documents as proof of identification: o State issued driver’s license or state issued identification card, and o State Certified Birth Certificate (along with legal documents for name change, if applicable), or o Valid U.S. passport, or o Certificate of Naturalization, or o Non-U.S. Immigration documents in lieu of foreign birth certificates (A Non-U.S. passport must be accompanied by INS documents).  You may be required to present proof of your Social Security number and other documents to verify your identity.  You must present one of the following legal forms of name change if the name under which you are applying for a license is different than the name on the documents you are presenting: o A certified marriage certificate, or o A certified divorce decree which states the name you are wishing to use, or o A court order, signed by a Judge (original or certified signatures) or o Adoption papers, signed by a Judge (original or certified signatures).  To obtain a Wyoming license with full driving privileges, you must be at least 17 years of age, unless you are 16 ½ years of age, have held a graduated driver’s license and have completed/passed an approved driver’s education course.  You must be at least 15 years of age to apply for a learner’s permit that allows you, while having the permit in your immediate possession, to drive a class C vehicle for a period of one year when accompanied by a person at least 18 years of age who has been licensed for the type or class of vehicle being used for at least one year, who is fit and capable of exercising control over the vehicle and who is occupying a seat beside the driver. You must have held your instruction permit for ten days (or longer) before upgrading it to a driver’s license.  You must be between the ages of 14 and 16 to receive a restricted license that allows you to drive a vehicle only between the hours of 5:00 a.m. and 8:00 p.m., within a 50 mile radius of your domicile and only at the direction of your parent or guardian. You must obtain the approval of the Wyoming Highway Patrol and show that one of the following extreme inconveniences exists: o You must drive to school and your residence is more than five miles from the school. o You have a regular job more than five miles from the school. o You have the license to work in your parent's business. o Other circumstances which the Highway Patrol finds are an extreme inconvenience exist.  You must obtain an instruction permit for restricted license if you are under 16 years of age and you who have applied for a restricted class C license that allows you, while having the permit in your immediate possession, to drive a class C vehicle for a period of 60 days when accompanied by a person at least 18 years of age who has been licensed for the type or class of vehicle being used for at least one year, who is fit and capable of exercising control over the vehicle and who is occupying a seat beside the driver. You must hold this Instruction Permit for Restricted License for ten days (or longer) before upgrading it to the Restricted License.  If you are 16 years of age, you may apply for a graduated driver's license provided you have held an instruction permit and have completed at least 50 hours of actual behind-the-wheel driving. Your parent/legal guardian must certify that you have completed the behind-the-wheel driving time.  You must pay the appropriate fees as follows: o First time Driver’s License- $20.00 o Instruction Permit- $20.00 o Restricted Instruction Permit- $10.00 o Restricted License- $10.00  You must take a written test if any of the following circumstances apply to you: o You have never been licensed in any state. o You do not have an out-of-state license or a driving record to surrender. o You are "upgrading" the class of license or adding commercial license endorsements. o You are applying for a class "M" license, for which you have never been licensed. o You possess a CDL with the hazmat endorsement. o You want to remove the air brake restriction from your commercial license. o You are re-applying for a commercial driver license after being disqualified. o Your license has been expired for two years or more.  You must take a road test if any of the following circumstances apply to you: o You have never been licensed in any state. o You do not have your out-of-state license or a driving record to surrender. o You are upgrading the class of your license. o You are re-applying for a commercial driver license after being disqualified. o You cannot meet Grandfathering criteria for a commercial license. o You are applying for a first-time class "M" license. o You are applying for a motorcycle instruction permit, class "IM" license (valid for one year). o You are adding the passenger endorsement to a commercial license. o You want to delete the air brake restriction from a commercial license. o You are applying for a commercial license instruction permit and have never been skills tested for a class "C" license. o Your license has been expired for two years or more. You may be required to take a written and/or a road test at the examiner’s discretion if certain circumstances exist, such as vision or medical conditions. VEHICLE TITLE AND REGISTRATION REQUIREMENTS - Wyoming vehicle title and registration is handled at the county level (Clerk's / Treasurer's Office). You must obtain your county license plates and vehicle registration from your local county treasurer’s office in the county seat of the county of your residence.
