This form is a guide to help you in meeting various requirements, such as residency, voting, identification card, driver’s license and vehicle registration requirements. RESIDENCY REQUIREMENTS- You will be considered a resident of Ohio once you take a job, sign a lease, buy a home, register to vote, or enroll children in school. Your residence is the place in which your habitation is fixed and to which, whenever you are absent, you have the intention to return. If you continuously reside outside of Ohio for a period of four years or more, you are not a resident of Ohio for voter registration purposes, except if you are absent from Ohio because of federal or state government employment, including military service. VOTING REGISTRATION REQUIREMENTS-In order to vote in the state of Ohio, you must meet the following requirements:You must be a U.S. citizen. You must be a resident of Ohio for at least 30 days immediately before the election.You must be at least 18 years old on or before the day of the general election. If you will be 18 on or before November 7, you may vote in the primary election for candidates.  You must not be incarcerated (in prison) for a felony conviction under the laws of the U.S., Ohio or any other state of the U.S. You must not have been declared incompetent for voting purposes by a probate court.You must register to vote in Ohio at least 30 consecutive days before the election. If you register to vote by mail, you must postmark your application no later than the 30th day before the first election in which you want to vote. If you do not mail your registration application directly to election officials, you must deliver it to your county board of elections office, the office of the Secretary of State, a public library, high school or vocational school, Bureau of Motor Vehicles deputy registrar, county treasurer’s office or designated agency not later than the registration deadline for the first election in which you want to vote.You must register by completing a voter registration form through any of the following methods:oObtain a form and register in person, at any of the following locations: The office of the Secretary of State or any of the 88 county boards of elections. The office of any deputy registrar of the Ohio Bureau of Motor Vehicles. Offices of designated agencies that provide public assistance or disability programs. Public libraries. Public high schools or vocational schools. County treasurers’ offices. oRequest that a County Board of Elections or the Secretary of State’s office mail a registration form to you. You must then mail your properly completed and signed registration application to your County Board of Elections office or the Secretary of State’s office. IDENTIFICATION CARD REQUIREMENTS-In order to obtain an identification card in Ohio, you must meet the following requirements: You must not have an Ohio driver’s license.You must apply for an identification card at any local deputy registrar’s office and pay a fee of $8.50. You or your co-signer, if you are a minor, must present a primary and a secondary document to prove your name, date of birth and social security number. The primary document must contain your full name and date of birth and must be verifiable. Your Social Security Number must appear on either the primary document or the secondary document. The name on your documents must match your current name unless a change of name is established by a court order, Marriage Certificate, Marriage License or Divorce Decree. Primary documents include:oDriver’s license from any state with photograph, current or expired not more than six months. oU.S. Birth Certificate.oIdentification card issued by any state with photograph, current or expired not more than six months. oBureau of Citizenship and Immigration Service documents.o Certified copy of court order (containing full name and date of birth). oMilitary identification with photograph. oValid U.S. or Canadian passport with photograph. o Learner’s Permit issued by any state with photograph, expired not more than six months. DRIVER’S LICENSE REQUIREMENTS -You need to obtain an Ohio driver’s license as soon as possible after becoming a resident of Ohio. Nonresident military personnel may use their home state driver’s licenses, but family members must obtain an Ohio license.In order to obtain a driver’s license in Ohio, you must meet the following requirements:You must go to the nearest State Highway Patrol Examination Station for a written test and vision screening. If you have a valid out-of-state license, the driving test will usually be waived. You must present a primary and a secondary document to prove your name and date of birth and your social security number as discussed above for identification cards. If you are under 18 years of age, you must provide proof of six months prior driving experience. You must complete an affidavit that documents 50 hours of driving, ten of which were at night. You must have with you a cosigner (parent or legal guardian) and present proof of completion of a driver's education course that meets or exceeds Ohio's requirements. After you successfully complete the required testing, the examiner will issue you an "examination passed" form, which you must take within ten days to the nearest license agency to surrender your out-of-state license. If you do not have your actual out-of-state license, you must present a certified copy of your driving record, or an official letter dated within the last 30 days from your home state indicating the status of your license. You must pay a license fee of $23.00. If your previous driver’s license has expired or you are a first-time driver, you must purchase a temporary permit packet from a license agency for $21.00. In order to obtain a temporary permit, you must provide proof of your Social Security number and a certified birth certificate.VEHICLE TITLE AND REGISTRATION REQUIREMENTS- In order to title and register your vehicle in Ohio, you must meet the following requirements: If you own your vehicle, you must pay a $3.50 fee and have it inspected by a license agency or a new car dealer to verify the make, model, body type, and manufacturer's serial number or vehicle identification number.You must go to your county Clerk of Courts Auto Title Office and pay a $1.50 fee. All owners of your vehicle must be present unless you have a notarized power of attorney to represent absent owners. You must present your vehicle’s original title. If you have a lien on your car, you must request that your original title be sent directly to the title office, so the lien can be recorded on the Ohio title, as well as supply an original or copy of the loan papers.If you lease your car, you must contact your leasing agency to determine how to handle your title transfer.You must pay for your title transfer and sales tax, if any is due. The legal owners of your car must then present to the license agency your new Ohio title (or memorandum of title, if your car has a lien) and the proper registration fees which are based on the date you purchase your tags, your taxing district, and your date of birth. For passenger vehicles and non-commercial trucks, the cost will range from $35 to $105.
