Before the turn of the 19th century, the government imposed restrictive rules on oil prospecting in the western United States, particularly in wyoming. In 1858, American mineral and petroleum companies started exploratory wells in Wyoming and utah, but they never obtained a drilling permit from the federal government's bureau of land management (BLM), even though wyoming didn't require it. In early 1890, the BLM issued a ruling requiring that citizens should be allowed to drill “under all the true and legal claims of the claimants, if any; except to the extent of drillers' appropriation.” this required the federal government to recognize claims where they occurred, but the agency refused to grant companies new leases or licenses. Because they had leased, and expected to be able to continue to lease, vast tracts of land, oil companies were understandably worried. They quickly decided to go to Washington. On the morning of march 16, 1890, the national board of coal mining granted the first company an exploration drilling license. The company hired as a consultant the man who had first proposed nationalization of the oil industry, Albert Einstein, and his son albert einstein, jr., now famous in the environmental field as public intellectuals. The next morning, on a clear and bright spring afternoon, the company of Charles and john drexel and william and louis shop of the chicago mining company and the Colorado coal and iron company descended on the gallant aquifer.
