VOTING REGISTRATION REQUIREMENTS- In order to register to vote in the state of Alabama, you must meet the following requirements: You must be a United States Citizen. You must reside in Alabama. You must be at least 18 years old. You must have not been convicted of a felony (or have rights restored). You must have not been legally declared "mentally incompetent" by a court.You must complete a State of Alabama Postcard Voter Registration Application online, request a Voter Registration Form by mail or obtain a form from your local County Board of Registrars. You may obtain voter registration services at the driver's licensing office, county and select municipal public libraries, the Department of Human Resources, the WIC Program, Department of Public Health, the Medicaid Agency or the Department of Rehabilitation Services. You may also receive postcard voter registration forms at these locations as well as public 4-year universities and select private 4-year universities. You can download a copy of the Postcard Voter Registration Application as well as an online request for a Voter Registration form at http://www.sos.state.al.u s/election/vr/vr-b.htm. If you are completing the application online, you must send it along with your signature to the county's Board of Voter Registration in which you reside or to the Secretary of State’s office.  You must register to vote in the state of Alabama at least 11 days before an election.The County Board of Registrars will mail you a voter identification card upon determining you are eligible to vote in your county, which will provide the name and address of your voting place and a list of the various districts.DRIVER’S LICENSE REQUIREMENTS-You are given 30 days from the time you become a resident of the state of Alabama to obtain an Alabama driver’s license. In order to obtain a driver’s license in the state of Alabama, you must meet the following requirements:Generally, you must be 16 years of age and not have your driving rights or privileges suspended or revoked in any state. You must not be afflicted with or suffer from a physical or mental impairment that would prevent you from exercising reasonable and ordinary control over a motor vehicle and you must not be a habitual drunkard or addicted to the use of narcotic drugs. If you have an out-of-state driver’s license which has not been expired over one year, you do not have to pass a driver’s examination in Alabama. If your out-of-state driver’s license has been expired for over one year, you may be required to take the vision screening and written and driving examinations. The cost of the written exam is $5.00.You must surrender your previously issued driver’s license to the Alabama Department of Public Safety. You must submit proof of your authorized presence in the United States as authorized under federal law by presenting your out-of-state driver’s license, your social security card (or another original document that evidences your social security number, such as a certified letter from the Social Security Administration stating your name and social security number, U.S. military identification card, U.S. military form DD 214, Medicare or Medicaid identification card (if your social security number is followed by the letter A) or a W2 tax form), and one other form of identification. The other form of identification may be a U.S. birth certificate, U.S. passport, Certificate of Naturalization, Certificate of Citizenship, U.S. Certificate of Birth Abroad, Resident Alien Card, Social Security Card or a valid foreign passport. IDENTIFICATION CARD REQUIREMENTS-You may wish to obtain an Alabama identification card if you are not physically qualified to obtain an Alabama driver’s license or you wish to discontinue driving and surrender your previous license. Alabama identification cards are issued to non-driving Alabama residents for identification purposes and include an identification number, date of birth, address, individual description and a color photo. You will be required to pay $23 to purchase an Alabama non-driver identification card. In order to obtain an identification card in the state of Alabama, you must present the following documents: A document which verifies your name and date of birth, such as a U.S. birth certificate, U.S. passport, Certificate of Naturalization, Certificate of Citizenship, U.S. Certificate of Birth Abroad, Resident Alien Card, Social Security Card or a valid foreign passport.  A document verifying your Social Security number. A third form of identification if the document that verifies your name and date of birth does not contain a photo, in the form of either a U.S. birth certificate, U.S. passport, Certificate of Naturalization, Certificate of Citizenship, U.S. Certificate of Birth Abroad, Resident Alien Card, Social Security Card, valid foreign passport, U.S.-issued driver’s license, current international driver’s license permit, marriage license, U.S. armed forces driver’s license, U.S. military DD 214, professional license, Selective Service card, Veterans Administration card, current medical insurance identification card, school id, school enrollment, W2 tax form, documents from court records or a divorce or bankruptcy decree. VEHICLE REGISTRATION REQUIREMENTS-As a new resident of Alabama, you must register your vehicle if it has a valid registration from another jurisdiction through the offices of county license plate issuing officials within 30 days from the date you enter the State of Alabama. You will be required to pay a penalty of $15.00 if you fail to register your vehicle. In order to register your vehicle in the state of Alabama, you must meet the following requirements: If your vehicle is a 1975 or subsequent year model, you must obtain an Alabama certificate of title by completing a title application through the Alabama Department of Revenue. You must have your vehicle inspected by the designated agent before you complete the title application. You must surrender the outstanding manufacturer's certificate of origin or certificate of title that is either in your name or assigned to you and any documents which support the transfer of the vehicle to you. If your vehicle is currently registered in a jurisdiction which does not title such vehicles, you must surrender the outstanding registration documents, which substantiate ownership of the vehicle to the designated agent. You may be required to present additional documentation if it cannot be determined whether your vehicle meets federal and state safety, emissions and anti- theft standards. You must pay a title fee of $15 plus any other commissions due the designated agents and the necessary fees and taxes to be issued a license plate. If you are registering a truck and truck tractor with a gross vehicle weight of 55,000 lbs or more, you must provide proof of payment of the federal heavy vehicle use tax before the registration can be issued. This tax is paid to the Internal Revenue Service (IRS) and a Form 2290 is received as receipt of payment. You must maintain liability insurance by a company licensed to conduct business in Alabama and must affirm, by signing the registration receipt, that your vehicle is insured. You must retain, within your vehicle, the Motor Vehicle Registration Tag and Tax Receipt for possible presentation to law enforcement. The fine, for failure to provide evidence of current registration to a law enforcement officer, upon conviction is a minimum of $50.  If you have a mobility disability (have difficulty walking), you may obtain an application form from the license plate issuing official that must be completed by a physician who certifies that you meet one or more of the federal criteria to obtain disability access parking credentials. You must fully or partially own your vehicle in order to obtain the disability access license plates. You may either obtain the disability access license plate along with one placard or no license plate and two placards. Temporary placards are available upon certification by a physician, using the application form, that your disability meets the federal criteria and is temporary. The maximum length of time for a temporary parking placard under federal law is six months.
