This form is a guide to help you in meeting various requirements, such as voting, driver’s license and vehicle registration requirements. VOTING REGISTRATION REQUIREMENTS - In order to register to vote in Arkansas, you must meet the following requirements:  You must be a U.S. citizen and an Arkansas resident.  You must be age 18 before the next election within the county.  You must not presently be adjudged mentally incompetent by a court of competent jurisdiction.  You must not have been convicted of a felony without your sentence having been discharged or pardoned.  You must not claim the right to vote in another county or state.  You must apply to register to vote 30 days before an election, if you wish to vote in such election. You may either mail the online form at http://www.sos.arkansas.gov/elections/vote/vote.html or present a completed form to a voter registration agency representative, or your county clerk. If you are a first time registrant and are registering by mail, you must send a copy of a current and valid photo ID or a copy of a current utility bill, bank statement, government check, paycheck or other government document that shows your name and address. If you are qualified to vote and submit complete information, your local County Clerk will contact you with further information. DRIVER’S LICENSE/ IDENTIFICATION CARD REQUIREMENTS- In order to obtain a driver’s license in the state of Arkansas, you must meet the following requirements:  If your out-of-state license is not expired over 31 days, suspended or revoked, you must surrender it at any local revenue office in exchange for an Arkansas driver’s license. If your out-of-state driver’s license is expired over 31 days but less than over one year, you must take the written and vision examinations. If your out-of-state driver’s license is expired over one year, you must take the written, vision and road examinations. If you do not have your actual out-of-state license to surrender and cannot obtain one, you must take both the written and road examinations. The cost for taking a noncommercial driver’s license test in Arkansas is $5.00 per test.  In order to obtain an Arkansas driver’s license, you must pay a fee of $20.00. Arkansas issues all first time licenses for four years to expire on date of birth. The fee is prorated for the first license to the birth date. You must pay $2.00 plus $.37 per month for the proration for a noncommercial driver’s license. In addition, you must pay a $5.00 transfer fee to transfer from another state with a valid license.  In order for you to obtain a license for the first time, Arkansas law also requires you to show proof of legal presence in the United States in the form of a document, such as a U.S. passport, U.S. birth certificate, U.S. Visa, photo document from Department of Homeland Security, Bureau of Citizenship and Immigration, photo military/military dependent ID, or armed forces discharge papers.  You must also show two forms of identification in the form of either two of the following documents: o Photo out-of-state driver’s license or ID o U.S. Certificate of Birth o Photo INS documents (Immigration and Naturalization Services) o Valid Passport (if foreign, INS card or US Visa required) o Naturalization Certificate o Court Order (containing full name, date of birth, court seal, adoption name changes and gender changes) o Photo Military/Military Dependent ID o Armed Forces Discharge Papers; or one of the above-mentioned documents and one of the following documents: o Photo Work/School ID o Vehicle Registration/Title o Bureau of Indian Affairs Card/Indian Treaty Card o Marriage License o Health Insurance Card o IRS/State Tax Forms (not W-2) o Court Order (Date of Birth not present) o Medical Records o Concealed Handgun License o Certified School Transcript o Pilot’s License o Parent/Guardian Affidavit o Court Records or o Prison Release Document. You may use the proof of legal presence documents to also serve as proof of identification. V EHICLE REGISTRATION REQUIREMENTS- You have 30 calendar days after becoming a resident of Arkansas to register your vehicle in Arkansas. In order to register your vehicle in the state of Arkansas, you must meet the following requirements:  You must complete an application obtained from any state revenue office.  If your vehicle has an out-of-state title and is designated as salvage or prior salvage, you must have a VIN verification/inspection performed by a certified law enforcement officer of any Arkansas city or county, the Arkansas State Police or designee of the Arkansas State Police.  You must provide a copy of the current registration certificate from the state where you previously resided.  You must provide a certificate of title or proof that the vehicle is financed and that title is being held by a lien holder.  You must provide proof from your county assessor that your vehicle has been assessed or listed for assessment for the current year, that no personal property taxes are owed by showing a statement from your county tax collector or certification of FIRST ASSESSMENT stamped on your assessment papers.  You must provide proof of liability insurance coverage on the vehicle being registered and titled.  You must pay a registration fee based on the weight of your vehicle.  You may apply for a replacement title by completing a title application form, paying $5.00 and providing a copy of the vehicle registration certificate and applicable lien releases to the Department of Finance and Administration.  If you have a disability as determined by a licensed physician, you may qualify to receive a handicapped license plate from the Arkansas Revenue Office. If you are considered permanently disabled, you may receive a permanent certificate or placard. If you are considered temporarily disabled, you may receive no more than two temporary certificates or placards.
