VOTING REGISTRATION REQUIREMENTS -
In order to register to vote in the state of Connecticut, you must meet the
following requirements:
You must be a U.S. citizen.
You must be a resident of Connecticut.
You must be at least 17 years old (you must turn 18 before the primary or
election day.)
You must have completed confinement and parole if you were previously
convicted of a felony and have had your voting rights restored by the
Registrar.
You must complete a voter registration form by downloading a mail-in
registration at http://www.sots.ct.gov/ElectionsServices/Elecform.html and
mailing it to your town hall or by delivering it to the town hall or voter
registration agency. You may also register in person. If you submit the
registration form by mail and you are registering for the first time, you may
wish to submit with the application, your driver’s license number, or if
none, the last four digits of your social security number, a copy of a
current valid photo ID or a copy of a current utility bill, bank statement,
government check, paycheck or other government document that shows
your name and address in order to avoid additional ID requirements the
first time you vote.
Your voter registration form must be postmarked or received by your
Registrar of Voters or a voter registration agency by the 5 th
day before a
primary or delivered in person to your town clerk or registrar by noon on
the last business day before a primary. Your voter registration form must
be postmarked or received by a voter registration agency by the 14 th
day
before an election or in person with the Registrar of Voters by the 7 th
day
before an election.
NON-DRIVER PHOTO IDENTIFICATION CARD REQUIREMENTS -
If you are a new Connecticut resident but do not possess a valid motor vehicle
operator's license, you may qualify for a non-driver photo identification card . You
will be required to surrender the identification card, however, if you ever apply
for a Connecticut Driver's License.
In order to obtain an identification card, you must meet the following
requirements:
You must apply at any full service Department of Motor Vehicles Branch
Office.
You must present your certified Birth Certificate or valid Passport and one
additional form of identification from the following list of documents:
o Valid United States (U.S.)/U.S. Territory or Canadian Photo Driver
License (non U.S. citizens must also provide legal status).
o Valid Out of State or Canadian issued learner's permit with photo
(non U.S. citizens must also provide legal status).
o Certified Birth Certificate or Registration of Birth (must be original or
certified copy, have a seal, and be issued by an authorized
government agency such as the Bureau of Vital Statistics or State
Board of Health. Hospital issued certificates are not acceptable).
o Connecticut Non-Driver Identification Card if original issue date is
October 1, 2001, or later (must be surrendered when driver's
license is issued).
o Valid Passport (if foreign passport appropriate U.S. Citizenship and
Immigration Services (USCIS) documents also required).
o Military ID or Dependent Card with photo.
o Military discharge/separation papers.
o Connecticut Pistol Permit with photo.
o Certified Adoption Papers.
o U.S. Citizenship and Immigration Services (USCIS) documents
(must be a valid unexpired document), such as Certificate of
Naturalization, Certificate of Citizenship, Foreign Passport
containing an I-551 Stamp, Foreign Passport containing an I-94
and Visa Type, Alien Registration Receipt Card (Resident Alien
Card), Temporary Resident Card, Employment Authorization Card,
Refugee Travel Document
o Expired U.S./U.S. Territory or Canadian Photo Driver's License.
o Court Order (must contain full name, date of birth and court seal.
Examples include adoption document, name change document,
gender change document, etc. Does not include abstract of criminal
or civil conviction).
o Foreign birth certificate (must be translated by approved translator).
o Marriage license (certified copy only).
o Pilot's license (issued by the U.S. DOT Federal Aviation
Administration).
o School record/transcript (must be certified).
o Social Security Card (laminated or metal cards are not acceptable).
o Connecticut State Department of Social Services (DSS) Issued
Photo Public Assistance Card.
o Expired Passport.
o Baptismal Certificate or similar document.
o Divorce Decree.
o Employee Identification from State or Federal Government with
signature and photograph and/or physical description with or
without date of birth.
If you are not a U.S. citizen, you must show proof of your legal status in
the U.S.
You must verify your Connecticut resident address (P.O. Box is not
acceptable) by presenting a utility bill, mortgage document, lease or rental
agreement, or a postmarked letter dated within 90 days if your resident
address is the same as your mailing address.
You must record your social security number on the Connecticut
Identification Card Application. If you do not have a social security
number, you must obtain and submit a letter from the Social Security
Administration that states you are not eligible for a social security number.
You must complete a Connecticut Identification Card Application. If you
are under the age of eighteen, your parent, court-appointed legal guardian
(certified court documentation must be presented), or spouse over 18
years of age must sign the application.
You must pay the $15 fee.
DRIVER’S LICENSE REQUIREMENTS -
Once you have established residency in Connecticut, you have 30 days to
transfer your out of state license to Connecticut. Sixteen and seventeen year old
drivers who have a driver's license from another jurisdiction must complete the
requirements below prior to the issuance of a Connecticut license.
Full time students living in Connecticut but maintaining out of state or out of
country permanent residency do not have to obtain a Connecticut license as long
as full-time student status is in effect. Once full-time student status is terminated
(according to school records), they have 30 days to obtain a Connecticut license.
Military personnel and dependents assigned to Connecticut are not required to
obtain a Connecticut license.
If you are currently licensed in another state, you may apply for a Connecticut
license at any Department of Motor Vehicles full service branch office or the
Winsted and Stamford satellite offices by meeting the following requirements:
You must possess an out of state license which is currently valid and has
not expired for 60 days or more. (If your out of state license has expired
for more than 60 days, you will be required to schedule an appointment
and take the driver's examination. If you have lost your license, you must
present a letter of verification from your previous state of residence stating
that you have a current license from that state.) (A license from American
Samoa, Guam, Puerto Rico or U.S. Virgin Islands is the same as an out of
state license, however, you must obtain an abstract of your driver record
from your home territory prior to transferring your license to Connecticut.)
You will be required to take a vision test prior to the issuance of a
Connecticut license, but generally will not be required to take the
knowledge and road tests. (Sixteen and seventeen year old applicants
who hold a driver's license from another jurisdiction must pass the
knowledge and road test before a Connecticut license is issued).
You must present your current out of state license, which must be
surrendered at the time a Connecticut license is issued, plus your original
Certified Birth Certificate or valid Passport. (Supporting documentation is
required when a name change is requested, such as a certified marriage
license, certified divorce decree or a certified probate certificate for name
change other than in instances of marriage or divorce.)
If your current out of state license does not contain a photograph or a date
of birth, you must present your Certified Birth Certificate or valid Passport,
in addition to one of the above listed forms of identification used for
identification cards, as well as a recent photograph of yourself:
You must v erify your Connecticut Resident Address (P.O. Box is not

agreement, or a postmarked letter dated within 90 days if your resident
address is the same as your mailing address.
You must record your social security number on the Application for a Non-
Commercial Driver’s License. If you do not have a social security number,
you must obtain and submit a letter from the Social Security
Administration that states you are ineligible for a social security number.
You must pay an application fee of $40 and a license fee, which can vary
from $66 to $77, depending on the number of years the license will be
valid (five and one-half to seven years), which depends on your date of
birth.
V EHICLE TITLE AND REGISTRATION REQUIREMENTS -
As a new Connecticut resident, you are required to transfer your out of state
registration to Connecticut within 60 days.
In order to register a vehicle in the state of Connecticut, you must meet the
following requirements:
You must have an emissions test, if applicable, and vehicle identification
number (VIN) verification performed at the emissions station. A Vehicle
Inspection Report (VIR) will be completed by the emissions technician and
a copy of the report will be given to you. The VIN and VIR report must be
presented to the Department of Motor Vehicles when applying for a
permanent registration.
You must go to your local full service or satellite Department of Motor
Vehicles Office and submit your out of state Certificate of Title and motor
vehicle registration certificate. If there is a change of ownership the title
must be assigned. If your Title is being held by a leasing company or lien
holder, a valid out of state registration certificate will suffice. If the
registration certificate has expired, a photocopy of the title will also be
required. No change of ownership is allowed when only presenting a copy
of the title and registration.
You must complete the Application for Registration and Certificate of Title.
You must provide your social security number on the application.
You are required to maintain motor vehicle liability insurance and to
provide your current Connecticut Insurance Identification Card, which can
be obtained from your insurance company. The insurance card must be in
the name of registered owner(s) of vehicle. If the vehicle is being leased,
the insurance card may be in the name of the lessee.
You must present identification in the form of either a
Connecticut Operator License, Connecticut issued Non-Driver's
Identification Card or U.S. Military ID (Active or Dependant). Photocopies
of identification are acceptable, if the registrant does not appear in person.
