VOTING REGISTRATION REQUIREMENTS - In order to register to vote in the state of Michigan, you must meet the following requirements:  You must be a citizen of the U.S.  You must be at least 18 years of age by election day.  You must be a resident of Michigan and the city or township where you are applying to register to vote.  You must register at least 30 days before an election by mail, at your county, city or township clerk’s office, by visiting any Secretary of State branch office or at specified agencies providing services through the Family Independence Agency, Department of Community Health, Department of Career Development or Military Recruitment Centers. PERSONAL IDENTIFICATION CARD REQUIREMENTS - As a Michigan resident, you may obtain a personal identification card regardless of your age, if you do not have a Michigan driver’s license or if your driver’s license has been restricted, suspended, or revoked. You must present acceptable identification documents for proof of name and date of birth, as well as for proof of residency (see requirements below for driver’s licenses) to any Secretary of State Branch Office. DRIVER’S LICENSE REQUIREMENTS- If you are a new resident under age 18, you must meet the following requirements to obtain a Michigan driver's license:  You must present proof of identify, including proof of name and date of birth in the form of one of the following primary documents to a Secretary of State branch office: o Certified full-size or wallet-size birth certificate issued by U.S. or Canadian governmental unit o Photo U.S. Military ID card o Photo U.S. Military Dependent ID card (DD 1173 or DD1173-1) o Out-of-state or Canadian driver’s license or identification card with photo o U.S. or Canadian passport o If you were born in a foreign country, you may use the following:  Resident Alien Card/Permanent Resident Card (INS Form I- 551)  Certificate of U.S. Naturalization (N-550 or N-570)  Certificate of U.S. Citizenship (N-560 or N-561)  Employment Authorization Document (INS Form I-688B or I- 766)  Passport with translation of passport into English  You must provide your social security number.  You must successfully meet the requirements of Michigan’s Graduated Driver Licensing program.  You must pass a vision test and meet physical and mental standards set by the Secretary of State. A parent or legal guardian must accompany you to sign the application.  If you are currently licensed, you must meet the additional requirements: o You must present your license, learner's permit, instruction or probationary license. o You may be required to take a road skills test based on your current level of licensing. o You must show proof of completing an approved driver education course indicating that it meets Michigan minimum standards of 30 hours of classroom and 6 hours of behind-the-wheel criteria. o You must pay the appropriate fees based on your age, license type, and proof of driver education. If you are a new resident and age 18 or older, you must immediately obtain a Michigan driver’s license upon establishing a permanent domicile within Michigan and/or obtaining employment with the intent of remaining in Michigan. You must meet the following requirements to obtain a Michigan driver’s license:  You must present proof of identity in the form of three documents, at least one from the primary document list above and two others either from the primary list above, or the secondary list as follows: o Driver’s license from another country (other than Canada) with translation of license into English o Birth certificate, marriage license or divorce decree from another county with a translation of the document into English o U.S. Department of State Non-Immigrant VISA o Title or Registration from Michigan or another state o Marriage License from Michigan or another state o Divorce Decree from Michigan or another state o Order for Name Change from a court within U.S. o Photo ID card issued by Michigan governmental agency (no prison ID cards) o Certified birth certificate (for a child) showing you as parent o Michigan driver education certificate o Non-photo out-of-state or Canadian driver’s license o Michigan adoption record o School ID card with photo, school records, diploma, year book, etc. from a U.S. school, college or university (include school’s name, telephone number, state and city of location) o U.S. military discharge or separation documents (DD-214, etc.) o Little Traverse Bay Bands of Odawa Indians or Grand Traverse Band of Ottawa and Chippewa Indians Tribal ID card.  You must present proof of your Michigan residence in the form of one document that shows your name and your Michigan residence, such as utility bills, bank statements, insurance policies, valid student IDs from a Michigan school, pay stubs and government documents (tax assessments, tax receipts, and professional licenses).  You must provide your Social Security number.  You must pass a vision test and meet physical and mental standards set by the Secretary of State's office.  You must pass a knowledge test if you have never had a driver’s license or if your driver’s license has been expired at least four years. You must complete a minimum 30 days of practice driving on a temporary instruction permit. You must also pass a road skills test administered by an independent testing agency approved by the Secretary of State. If you have a valid out-of-state driver’s license, you may have the road skills test, knowledge test, and 30-day practice requirements waived.  You must pay the appropriate license fee of $25. V EHICLE TITLE AND REGISTRATION REQUIREMENTS - As a new Michigan resident, you must immediately title and register your vehicle in Michigan. In order to title and register your vehicle in Michigan, you must meet the following requirements:  You must go to a Secretary of State branch office and turn in the title from your previous home state. If your out-of-state title is being held by a lien holder or leasing company, you may take your previous state registration (it can be recently expired) or proof of your out-of-state title to any Secretary of State branch office along with proof of Michigan no-fault insurance for the vehicle. Michigan will issue a registration-only for the vehicle. This will allow Michigan to issue a license plate without converting the out-of-state title to a Michigan title. If there is more than one owner showing on your out-of-state title, all owners must be present. If an owner cannot appear, they may complete and sign an Appointment of Agent form designating another individual to sign on their behalf.  You must pay a passenger plate fee based on the manufacturer’s suggested retail price and a vehicle title fee of $15.
