[ ] may issue the below orders and an Order to Surrender Weapons because the court finds by a preponderance of evidence, the restrained person: [ ] presents a serious and imminent threat to public health or safety, or the health or safety of any individual by possessing a firearm or other dangerous weapon; or [ ] has used, displayed or threate ned to use a firearm or other dangerous weapon in a felony; or [ ] is ineligible to possess a firearm under RCW 9.41.040.
