It's an old version. The thing in red on the right is how to download the file and you use it to download the game. I guess that's why it looks like it's not functioning anymore because all of the files are different now and there's nothing for it to download.
There are plenty of sites you can use to find them, I just used one that's more convenient/accessible/easy to use on my computer.
