proceedings of both civil and criminal nature judgments and lean dockets and books for the indexing of the same as directed or authority by law therefore what you're seeing there is those documents and those records of are to be out to the public at the County's expense that room is open to the public period by New York state law so what's up with these signs that authorized Personnel what's with the signs that authorized person now well because we back here we've been doing some back scanning some some court documents so we we put the sign up just so that people don't walk in where does here sir okay just make sure he's not going to violate any rights down here cuz I think that after 5 500,000 views on Sean's video this guy pushing people out of here they still have unlawful signs of no photography but they can't enforce these signs fam they cannot these books are open to the public if they're open to the public they're open to the press the press and the people are the same person so as far as these documents not being open to the public by state law they have to be two if the public is allowed to open these books up they are allowed to take pictures now the state statute that makes them bylaw open to the public are also States how much they can charge per copy it doesn't mean that they can charge per copy and the keepers of the records than the only one that can take a picture that means they can't charge more than the St allow sayate allows them to so say that somebody was suing this County and they needed some records the county can't charge them $1,000 a copy so that they could not afford to have the records they need so these State these County officers who think that they can limit who can carry a camera number one this this clerk here this clerk who put his hands on Sha before he swore an oath to the Constitution yet he's going to leave these unlawful signs up that contradict the Constitution and state law this man's word is worthless unless he takes on those signs as far as I'm concerned he it's you know no no no photography allowed right here this sign that's a violation of his old of office he should be removed if he's not willing to take the sign down now every single record in here that is publicly accessible is okay okay to be documented and photographed by the public now if you needed some of these documents from this office that need to be certified for court purposes obviously you would have to pay for a certified copy but if you want to come down here and look at these books and photo photograph how old they are and check out some of the old writing in them and take a photograph everybody is allowed to because the Press is a right of the people that everybody has so as far as this clerk learning a lesson um from from Sean's video I'm going to say that he has not learned his lesson of his public office oath he number one has signs saying that this is authorized personnel only by State statue this room has got to be open to the public by law people have the right to these records they have the right to come in here anything that's not locked up in here is a public record allow it to be looked at by the people so apparently this guy still has not learned his lesson um as far as having doc like he says that they're scanning in that are classified documents that their average person ain't supposed to be coming in here he should have these things protected it's not our responsibility so like all these documents are out on the table if these are documents that he is not by law allowed for the general public to see he's violating the law here that they're here not me with a camera CU I have a right to be here and I have a right to video record in public space the county clerk's office is definitely not an office that can be restricted it is a public place check out these old registers man some of these things are really neat so our County Clerk down here has not learned a lesson he has at least four unlawful unconstitutional signs that I've have seen um I don't know if that's his attempt to counter what Shawn did here that day um they definitely did expose him um from what I've heard the county had a meeting with this gentleman about his actions that day cuz they were absolutely Unbecoming of a county admin a County elected official in that so um it's a shame that the gentleman does has not learned his lesson yet that he thinks he can limit the public from this room and call an unauthorized personnel only now if you don't know the law if you're unfamiliar with the law you you might take that bluff and and be locked out of such a room but all these records are open to the public you can ask abolutely photography them you can photography everything in this room that is open to the public and accessible to the public there's not a thing they can do about it they can put up as many signs as they want when they start violating laws and rights they may as well end up in a in a litigation lawsuits and this this County attorney seems to be tyrannical as it as You' seen what he did to Shawn yet he still hasn't learned his laston and I and one day you know I hope that this County attorney or County um clerk here learns that he works for the people he doesn't have authority that he doesn't have it's just not not the way it works um these people work for the public they are bound by public laws the laws that they state that they try to use to limit who can take photographs in here is the same law as it says that this room is a publicly accessible room by law it is not restricted access area got County Clerk here refuses to remove these signs for this unlawful sign here so it's 1 2 3 4 unlawful signs far as I'm concerned they got to go his behavior here last time unacceptable I'll tell you one thing he's not going to push me around today so that's that's what I see is just four unlawful unconstitutional signs and uh Tyrant County elected Pro prohibited anything more than a piece of paper there's no actual not necessarily there's no actual from using it basically is we don't want people talking on the phone when we're trying to ask them questions and you know talk back and forth we it's just very very rude and it's usually like during the day like right after lunch we have such a long line that we ask we say we have the sign there but we ask the customer to please not use her cellone why they're trying to do business I was just making the point it says prohibited prohibited generally means there's a law or a way to enforce it but there's actually not if somebody was on the phone while talking as it may be ruding from my thing was a little off as it may be rude it's not illegal or you know enforcable to sign is all I was mentioning yeah yeah can I help you yeah are you okay just stand in line I'll be right okay hi how are you got the DMV down here they got a little mirrored tint on there to prevent people from really seeing but the camera's really good at getting past that can I help you actually don't need help I'm just taking some pictures of the office what's available what the place looks like okay checking up on our investment you know okay well back here is private so yeah I'm not going to go back there it looks like it's locked off anyway excuse me the office is private yeah I'm not going to go back there so that office is private we're not going to go back there but if we can see it from public I mean it's not illegal to lift your hands in the air it's not illegal to press a camera to the glass so I mean if they want it more private they're going to have to definitely make it more private and there's a reminder they're always watching us so got the New York State flag excelsor so this is the Treasures Office where they're collecting funds in there I like that one I've seen this before but this one's like metallic smells like popcorn corn in here somebody's got something good Democrat we don't we have like our own individual ones we don't have anything I got M here you represent the red huh yes is this a red predominant Red County or blue County or it's kind of split It's Kind ofit give me just a minute that's a good thing though you know it is like me and my uncle always said you know the political Spectrum should be like a pendulum you know if it goes to far one way needs to swing back because you know if you go too far one way there's going to be [Music] problems it's like being married right hopefully your wife it's kind of banged up but that one's mine beautiful and Hew isting the blue so is the public allowed to get popcorn you I'm walking around this building and I'm getting thirsty stopping every drinking fall the last thing I need is popcorn I just was I was just wondering if I could get it and the answer is yes so that's good with me you know I'm all about checking for for public candy and stuff so public popcorn's good if you're here on checking out all the publicly accessible areas and and uh I I say I had a colleague come through here two years ago I'm sure you know what I'm talking about and all I can say is what an improvement I hope we've improved we've really worked hard at that to make sure the only Rocky or little rocky part was the county clerk again he had some signs up going into the records room as said authorized personnel only okay now by the same records law that quotes that they can charge per document which is the law they try to use to say you can't take photographs that law mandates that that room be open to the public so it can't be limited access I explained it to him we had a conversation he did take the signs down okay and uh then no photographer signs he did take down so hopefully this time around it's not as big as a blowout with the public sees that but um definitely got to say what an improvement it is from 2 years ago's visit to to my visit coming here and uh it was quite enjoyable coming here everybody was pretty polite and Cal good well we've done a lot of Education and Training and we I I won't ever say that we we strive for 100% but of course I think some people make mistakes from time to time but I appreciate you you know pointing that out and that he immediately rectified that that's it wasn't immediate it took a little convincing you know the same day anyhow yeah definitely the same day hopefully um he doesn't put that up and maybe you can even keep an eye out like the public records law that binds what they can charge and what the record room literally states that that has to be open to the public in the law so I'll actually follow up on that yeah so that's great um do you have a business card I do let me go grab that okay thank you let's grab some where else would you like to go uh I pretty much about the whole building just going up here last place I always like to check out as a legislative Chambers I assume it's open y let me walk you over but yeah I just finished up this haul and head down there so the I can want me give you a little tour down here more than welcome to sure so of course um I don't expect any reactions around here this is um some storage this is a back door to our district attorney's office where we hold our grand jury um in there but it's not in session right now um this is our grant writer in there and our County attorney um but neither no one's in there I don't know if she's got any case records yeah I'm not going to go in her office just a public we can public we got to come in here and audit make sure the candy the public cand is ready to go you know that's the most important thing can have have a Jelly Bean if you would like one and um she's hybrid you know work um so sometimes um Works remotely in another commun well another Community that's in Franklin County Tupper Lake and then she comes here two three days Frankl County yes it is one of my favorite vacation spots isn't it beautiful there topper Lake and seret both are part of Franklin so then this is is Sak in Tupper sarenac Lake is in Franklin County but completely separate and it's it's still in Franklin County but it's a different Community than Tupper Lake oh yeah yeah I get that so this is our um is Lake plet in Franklin no so our director of community services that Ma manages like our mental health and substance abuse no she's actually I just checked the door to see if it's locked they obviously off limits the well no she's just not here today and so um because her main office is in Sak Lake gotcha and then through these doors is the the fourth floor so uh the judges oh the don't we're not going to go I don't have access I have to go to the second floor it's completely there's restrictions about bring cameras into that room right and the Jud respect that for now someday I always say the final frontier for the First Amendment a is to open the courtrooms up to the camera there's no nothing more American than transparency and checks and balances and for there to be no cameras allowed in the courtroom it's kind of ludicrous yeah so this is um our tourism office at Economic Development sto in there and that our district attorney's down there you got some stickers I got some stickers in there and I even got a hi hello how are you I even got a uh what do you call it I got a um pair of a glasses for the for very good would you like some candy I don't have this Pandy pack for nothing and so the I'm just helping you guys out so you guys don't need it all the clerk of the board nice to meet you do you have the meetings and you're the secretary I'm the cler a deputy clerk Heather I was just telling her and I tell you guys the same is um Sean from Long Island audit I sure you know who that is from 2 years ago doing a First Amendment audit here he's a good friend of mine and uh I pretty much came down here did the same thing he did and did a revisit on this building and wow what an improvement and the county did very well this time around versus what the clerk did to the the county building Last Time by holding them out of an office and that and I just wanted to tell you guys let you guys know that there's much big Improvement on the education in the building yeah and we we we continue to remind folks and review policies we've added you know a section to our um our policy manual for employees and yeah so we took it very seriously yeah I think that video did almost 600,000 views of public seeing it and it's quite the exposure yep I'm not as big as that channel but I'm fairly big probably the second biggest in the state but uh so the chambers is through here or this way in here get the I'll let these ladies show you this is where they hold their official official meeting so the board here Works how you have a chairman of the board mhm or a county executive or that's me you're the county ex ex County Administrator right County manager and so the chairman of the board so we have you know the county exective cler the clerk of the board chair the chairperson the county attorney and then we have the other six legislators so it's no the six legislators are just voted in by districts I take it so it's not like uh every town has representations like a some like every county has a little bit different how their boards are set up so every so for example legislator L's on and you ladies can correct me if I'm wrong so every town has representation but he he they have combined gotcha District Town chips that make up their District so he represents uh the town of Fort Covington um the town of hogansburg and Westville okay then uh legislator janeski represents the towns of Belmont Shaday and Constable right putting it to the test today legislator um Andrea Dumis represents um part of Malone and North Bangor and Brandon correct legislator uh Martin represents the towns of Bombay brushton MOA and St Wes Falls legislator Ned Sparks you're test you're giving me a little quiz here right yeah you're killing it he represents the towns of Tupper Lake Santa Clara and Brighton oh and legislator Martin also St riches Falls at the town of Waverly yep and legislator Alis represents the towns of Harriet toown the village of sarak Lake and the town of Franklin nice yes we chair booklets that say all that too if you wanted I'll take one of these and chairman had Lockwood represents the other part of Malone and I think that's it because Malone's so big they have two represent we're in Malone right now you're in Malone is this is Malone the biggest town or city in I would say it is yes yes and so there so you know usually the counties office ends up in there I'm actually my YouTube channel is called auditing Erie County so I'm from County so I'm I'm from Western New York a little way away but uh so legislator Lockwood and Dumis represent Malone but different streets divide them up so if you live on one side of Elm Street you would be um legislator Dumis or oh so it's all divided up so no one's overlapping nice let's get some photographs in here and do my final seat in the Chairman's seat wa what it looks like to be the chairman these are all the old all the past uh chairmans and representatives most of them yeah so this is Edward Lockwood's chair here and uh we're going to go ahead and get a seat here in the county Chairman's seat we get see what the chairman sees during the county meetings here we have a press table here the Press comes in and and sits here do you have like a local news station or specifically that comes in theone telegram attends all of our meetings and of course you know our other designated um um newspaper is the adder on Deck Enterprise and they um often don't come but we certainly would make room for them and do you guys have a local TV station around here not it would be in platsburg platsburg would be the closest one yes all right so of course we got to grab that gavl down here and we give it a little tap here and say Well done Franklin County um much improvement from what we've seen in the past as far as the county and Long Island audit versus the time that I came down here and did an audit um big Improvement the only hiccup I really had was the county clerk down there trying to make the public records room a restricted access area but by law that has to be open to the public by public records laws that govern the clerk's office well well in informing him he did take those signs down um without too much fuss and uh all I can say is well done and uh looking much brighter than it did before so hopefully this bring sheds a new light on the county and brings them up to constitutional standards for sure so um glad to be the one to get a recheck on this place so good day pink hair and don't care so you guys let me know what you think about that one in the comment section we got Franklin County down here it was a big improvement from what I seen when Shawn came through um County Clerk wasn't pushing me around but they did try to assert a unlawful order that the county records room is off limits to the public by public records laws through New York that govern how much they can charge for a copy and all that is govern the same law that says that room has got to be open by the law um knowing the law and educating yourself is your best defense against tyranny guys um if you don't know your local laws I suggest you do your research so that you're not ever bullied and uh like I said that's the best defense you can have towards tyranny or or unlawful orders is education education is king um we have a great country from the Constitution up if we don't assert these right and we don't um exercise these rights we might lose them now you know sea came through here you know 2 years ago just about and had quite the problem I don't have much of a problem here today everybody pretty much respected my rights the county clerk tried to enforce his private access laws you know by putting a sign up but at the end of the day when we informed them how educated we were and we know the law you can see how fast he folded on his bluff now unfortunately we have to watch the government and they like to Bluff and they like to uh you know make up rules and laws and and stuff like that and it's a shame because if they continue lying to us we never know when they're telling the truth and if we don't know when they're telling the truth um how are we supposed to know when they're lying so you know it's important that we all know the rules we know the laws and the better we do that the better we are able to hold them accountable and have more transparency in government we live in a society now where people want to recall how they discipline their child people that might get mad with this video is the people that probably already embarrassed their child you can you can Discipline Your Child in they room take something away from them if they act up I'm like son you can't play the game quite the Improvement down here from the last time I seen somebody come through with a camera yeah yeah May two years ago I think Sean from Long Island came through here and the county clerk shoved him out of the office a lot more respect for the Constitution and all the right the difference though you come in here looking like a noral person he was all blacked out black hat on Black sunglasses black mask a long black trench coat looks done assuming you know you look like a normal Joe you know you pull the Constitution out your pockets to here like that was supposed to
