rising instability geopolitical threats but what is the European Union doing about it I'm Ellen a Lazaro from the European parliamentary research service here to talk to you about European defense in three minutes the European Union has had a common security and defence policy since the Treaty of Lisbon its main aim is the promotion of security and peace and one of its goals is to establish common European defense capabilities but not necessarily a European army as is often rumoured in the early years many of the treaty provisions were not implemented why not well first the focus was on the economy largely owing to the crisis and second at the time the threat to peace and security was not so obvious but the geopolitical environment began to change in 2012 Syria and the migration crisis Isis - both in the Middle East and on European soil renewed Russian aggression on the Internet and in Ukraine to name just a few so terrorism violent extremism and hybrid threats all presented new risks to our security to our peace and to stability and this brought the European Union into a new mindset about the future of its security and of its defence it realized that on the one hand it had to increase defense spending and on the other hand Member States needed to coordinate their defense capabilities and so as a result in December 2017 25 members of the European Union decided to launch permanent structured cooperation and defense which is also known as pesco pesco is a mechanism for capable and willing member states to deepen their cooperation in defense through concrete projects and commitments this means that not all member states are part of pesco in addition each member state chooses which projects to be involved in and which ones to lead while participation in pesco is voluntary once a member state has decided to take part then the commitments are binding pesco aims to strengthen European defence by pooling member states resources encouraging the joint development of armaments and making European Armed Forces more interoperable of course it's still up to each member state to decide whether or not to deploy forces and what about NATO those European Union member states that are also NATO members have all decided to join pesco with the exception of the United Kingdom and Denmark the European Parliament has been a big supporter of the common security and defence policy in general and of pesco in particular while the parliaments powers are limited when it comes to issues of security and defence it has a very important say on how the budget is spent for example on defence research and development and on civilian missions and we see it is more and more active in the building of a European defence Union [Music]
