together its member states economically politically and socially in fact in the preamble to the treaty of rome the treaty establishing the european economic community they specifically emphasize a determination to lay the foundations of an ever closer union among the peoples of europe this was repeated in 1983 in the solemn declaration on the european union and again in the single european act in 1986 as well as the maastricht amsterdam nice and lisbon treaties safe to say that the idea of an ever closer union is a key aspect of the eu so as times passed the eu has became a larger economic political and nearly social union so the question is what an ever closer union will look like next the answer to some at least is a military union a union where armies will be pulled together fighting common fights french soldiers fighting side by side with german portuguese polish and italian to name but a few what's interesting is that the eu actually already has a military shield of sorts in the form of the north atlantic treaty organization or nato the vast majority of eu member states 21 to be precise are in their own right nato members and able to draw upon the vast pool of military resources bestowed under nato as well as critical procedures such as nato's collective defense clause where an attack on one nation is an attack on all above and beyond the nato membership of eu member states the eu and nato have over time began to institutionalize their own relationship back in 2002 a joint nato eu declaration on european stability and defense policy reaffirmed eu access to nato planning capabilities for the eu's own military operations with follow-up statements summits and agreements building again and again on key areas of cooperation culminating in a joint declaration with seven areas for enhanced cooperation both the eu and nato stress how essential their relationship is an eu fact sheet highlights in the current strategic environment in facing old and new challenges alike cooperation between the european union and the north atlantic treaty organization remains essential eu nato cooperation constitutes an integral pillar of the eu's work aimed at strengthening european security and defense however some believe the eu should not rely on nato alone to provide its military shield but should stand on its own two feet drawing upon the resources and expertise of its member states which admittedly includes a lot of nato members a driving force behind the idea of a european army arises from the french president emmanuel macron in an interview with the economist macron underlined that europe is basically built to be the americans junior partner that was what laid behind the marshall plan from the beginning there was a price to pay for that which was nato and the support of the european union going on to say we're currently experiencing the brain death of nato this is a sentiment echoed by german chancellor angela merkel who in a speech to the european parliament in strasbourg said that the times we could rely on others is passed this means in the long run europe has to become more capable to act and we have to create a european intervention unit with which europeans can act on the ground when necessary we've taken major steps in the field of military cooperation but we have to work on a vision of one day creating a real true european army critically neither merkel nor macron offered any substance as to when this vision could become a reality and the notion of a european army it's very vague to say the least while the likes of merkel and macron have advocated for a full-blown eu army others are calling for a more piecemeal advancement of cooperation on procurement training research and development and some have been particularly critical about the prospects of an eu army not least jens stottenberg the secretary general of nato who said what i think is important is that we avoid any perception that europe can manage without nato because two world wars and a cold war have taught us that we need strong transatlantic bonds to preserve peace and stability in europe especially after brexit when 80 of nato's defense expenditure will come from non-eu members the eu as an official institution however is at pains to stress that it is not on course to develop its own army referring to it as a myth and reaffirming while there is no eu army and defense remains exclusively a matter for member states the eu has recently taken big steps to boost defense cooperation ing to eu surveys however there appears to be some degree of support among the public for closer cooperation and even an army ing to a special euro barometer survey on security and defense back in 2017 some three-quarters of europeans are in favor of a common eu defence and security policy with 55 percent of all respondents in favor of creating an eu army but yet again the idea of a common eu defense and security policy is nothing new in fact it's right there in black and white within the lisbon treaty in june 2017 a european defense fund was established to complement national investments and provide both practical and financial incentives for collaborative research with later in december 2017 25 eu countries legally formalizing their commitment to a european defense integration by signing up to permanent structured cooperation or pesco basically a permanent pooling of resources allowing for europe's armed forces to be more interoperable something that's already been used in a number of projects ranging from a european medical command to maritime surveillance and the provision of armoured vehicles even outside of this structure eu military operations have occurred the first of which was in 2003 in the former yugoslav republic of macedonia and then again in the congo and in bosnia and herzegovina in 2004. that being said we're still far far far off from a single european military force the eu lacks the formal power to act on any military matters unless member states explicitly grant approval and the very notion of a common defense will only occur when the european council acting
