the European Union is working to write some of the world's first laws to regulate the use of artificial intelligence European Parliament approved the draft tax for the AI act but there are more steps before it becomes law let's go to Hillary Johnstone in Ottawa who has the very latest on the regulations themselves what is the EU looking to pass here Hillary well Heather they're trying to bring in some of the world's first laws to try and regulate AI to provide guard rails as well so that developers know sort of the boundaries in which they can try and operate to continue to advance this technology of course in recent weeks in recent months we've heard a lot about the risks of AI in particular generative AI benefits as well but certainly some of those risks that have been highlighted including by The toronto-based Godfather of AI who has come out in recent weeks to talk about his fears about this technology that he helped to produce so this is just a draft bill at this point a final version isn't expected to pass until later this year but they have broken this down into four different categories of risk the highest risk would be things that would be banned altogether one example would be facial recognition technology with the exception if they're looking for a missing child or perhaps a terrorist who is fleeing just to give you a couple of examples then there are other categories lesser categories that are going to to be heavily regulated and that will also be seeking to find more transparency as well so think about banks for example that might use AI to decide who gets access to a mortgage local governments that might decide who gets access to Social Services those sorts of things that are going to be more heavily regulated the idea here being to try and prevent discrimination based on gender based on sex based on financial status and also try and eliminate some of the bias that might be in some of these systems so here is a little bit more of what we heard from one of those EU policy makers it is the right time also because hoping that companies will self-regulate is not enough to safeguard our citizens in our societies and we are now hearing more and more of the digital Giants out there fearing their own products so some of those other categories of risk that are going to be more heavily regulated that would include infrastructure so water electricity that might use AI technology that will be more heavily regulated and then on sort of the low end of the category lower end of the scale will be things such as video games that might use AI technology those are not going to be regulated but you can sort of think of this as like what you would you would need for drug approval for example based on the type of drug different categories of risk and what sort of transparent what sort of documentation needs to be provided to the regulator in this case Heather the EU but coming out here with four different categories of risk you can imagine Canada paying close attention to this Hillary and other countries because of as you say all these apocalyptic warnings about the speed at which AI is taking over what needs to happen in this case before the ACT becomes law so first they need to make sure that these 27 Nations that are part of the EU that they all adopt this there's still a lot of work that needs to be done to try and hammer out a final version of this between the various bodies the various Chambers in the EU as well and then amongst all of these countries themselves so still a lot of work to do but certainly what we're hearing from some of those EU lawmakers is that the risks here the stakes are too high to do nothing here's something that's what we've heard I think that you have all hurt and probably agree that AI is too important not to regulate and it's too important uh to badly regulate a good regulation that we all agree on as soon as possible must be a common objective and of course that we need sound enforcement so just finally hear Heather the other thing that the EU is recommending is that they find other like-minded countries like Canada and the United States for example to also sign on to some sort of international framework once they have like-minded countries on board then you could bring in China for example into the mix because of course we know that other countries are also rapidly developing their own AI technology
