in this video we're going to talk about being referred I get a lot of questions about what it means to be referred and what to do if you're having trouble getting referred so stay tuned and we'll all the new videos that are uploaded and share with anyone that could use this information so to explain what being referred is it basically means that you've met the minimum qualifications for the position as it was listed in the announcement and that you've been sent to the hiring manager for consideration for a possible interview now just because you've met the minimum qualifications does not mean that you'll be referred there's actually a couple of reasons why you wouldn't one is Veterans Preference that's the most common so anytime you apply to a job that is open to all U.S citizens and Veterans Preference will apply unless it's a direct hire in these instances it's required that veterans be issued and referred ahead of non-veterans another reason would be that you didn't meet the best qualified criteria for the position so that's based on how you answer the assessment so anytime you answer those rating questions that say rate yourself from one to five whether you have zero experience or you're an expert if you don't answer those questions uh with the highest scores only the highest scores will get referred because that's the best qualified and then if they run out of those candidates they could work their way down the list and you could be referred later on but the first initial referral will be for the best qualified candidates to know when you've been referred you'll get the notification from looks like USA Staffing but it's really sent from the HR specialist so once all applications have been reviewed and they've been scored and divided up into certificates based on you know grade hiring path whatever criteria there are to separate candidates they'll be placed on certificate and those certificates are sent to the hiring manager and then once that happens the HR specialist has to click a button to send the notification so a lot of times you get the notice at the same time with the notice of results the one that tells you whether or not you were found eligible and then you'll also get one that's called the notice of referral and that's whether or not you were referred and there's always a description it may be confusing but there's always some kind of explanation for either not being qualified or not being referred so read that notification and if you have any questions contact the HR specialist that sent that notice and they'll be able to explain it to you following the referral is when the hiring manager will review all the resumes and depending on how many applicants there are how many certificates there are what the different breakdowns are that's when the hiring manager will decide who they want to interview just because you got referred does not mean that you're guaranteed an interview if there are a lot of candidates that's when the the hiring manager will use the best qualified criteria to help screen resumes down so they don't have to interview as many people and we talked about this in one of our you can look into but mainly it's going to come down to your resume so a lot of people think that just because you meet the minimum qualifications for a job that you should be able to interview and then sell yourself later and that might work in the private sector but it does not work in the federal government when you're applying to your job in the federal government you're going to want to put as much detail as possible into your resume and you're going to want that detail to match what the requirements are in the job announcement so it is true that you'll be referred for minimum qualifications but if it's a position that gets a lot of applicants that only meet the minimum qualifications that's when the best qualified criteria will probably screen you out so I get this question a lot is I you know have a degree and so I meet the requirements why am I not getting an interview and that's because uh when the hiring manager goes through and they see that you know there's 30 applicants to interview and only you know 10 of them or 20 of them only have degrees the other 10 they have experience to go with it hiring managers rank experience above education a lot of times because they want someone that can come in and do the job not someone that has to be trained and so even though having a degree means that you're able to learn you're able to complete things you know you can finish what you start if someone has specific experience in the area that the the interview is for or the positions for then they're gonna a lot of times rise above someone that doesn't have experience and only has education and then as far as not being referred goes that again is in your resume if you don't put enough explanation or details in your resume or you don't structure it properly uh it you won't be able to be found eligible for the position so even if you are eligible and you are qualified if you don't express that in the resume you know you're holding back for the interview to sell yourself you may end up causing yourself to not be found eligible which would cause you to not be referred so you'll want to check out our video on how to write your resume so that you can get it properly structured and include all the right information and where it comes from it you have to use the announcement as a template you have to tailor your resume to the jobs that you apply to so that you're meeting the qualifications that the announcement says that you need to meet in our video helps to explain that to help summarize what being referred means it's literally just that you've met the qualifications of the position and you were sent forward to the hiring manager for review and consideration for possible interview if you're not meeting the qualifications it's going to come down to your resume or your application or how you answered the questionnaire so you'll want to ask the hiring manager which uh part of that process screens you out a lot of times it is the resume based on the structure if you don't have all the required information and then also that you didn't tailor your experience to the job announcement to meet the qualifications so you'll want to look into those things now if you're qualified and not referred that's when it comes down to you didn't answer the questionnaire to say that you were the best candidate or the best qualified candidate your score was too low on those rating questions or you're not a veteran and you were um not referred because you had they had to refer veterans first or let's say you get referred routinely but you never get an interview that's also going to come down to the resume because you're not including enough details about yourself to be able to meet the extra screening that goes on when there's a large number of applicants and another thing that I forgot to touch on earlier in the video is if a position has multiple grades and you still you know think that I'm going to qualify based on these minimum qualifications or I don't want to put all of my experience in here at one time that could cause you to only be eligible for the lower grade even though you would qualify for higher grades and once you apply and you're referred you can't fix that so you can't get selected for let's say a five and the position goes to the nine but you really would have qualified there you can't say okay I was referred and selected at the five here's an updated resume I want to be considered at the nine now it does it doesn't work that way so you'll want to be as detailed as possible with your resume and fully articulate your experience so that you can not only be qualified be referred meet the best qualified criteria and qualify for the highest grade that you're actually eligible for thank you
