How to eSign a document: online signature licitness for Sport organisations in European Union

[Music] welcome to European parliamentary reset service podcast on the EU sport policy sports plays a vital role in our societies and economies but it also represents a business generating millions of euros every year the EU has taken many initiatives and now has a dedicated budget to ensure sport remains inclusive fair and sustainable across the EU want to know more stay with us you've had a tough day at work then you go to the gym or run a few laps at the park and begin to feel better recognise the feeling yes Sport can have a profound and positive impact in individuals communities and wider society it can improve general health and well-being and help overcome wider societal issues such as racism social exclusion and gender inequality but it also brings economic benefits across the EU and it's an important tool in the EU's external relations no doubt about that over seven million people work in sport related jobs equivalent to three point five percent of total EU employment and sport related goods and services amounted nearly three hundred billion euros or 3% of total EU gross value added but despite his growing importance it was not until 2009 that the union received a clear mandate to build up and implement a coordinated sport policy supported by a specific budget and to develop cooperation with international bodies in this area however EU competence on sport is limited as it can only support coordinate and complement measures taken by national governments rather than proposing legislation of its own that's why the EU has opted for soft policy tools such as issuing guidelines and recommendations and most importantly funding sports activities across the EU and encouraging cooperation at all levels not what kind of cooperation are we talking about stay with us at international level the EU cooperates with other countries stakeholders and institutions involved in sports such as the Council of Europe with which it has recently developed a project to combat sexual harassment and abuse of children in sports the U has also been seeking to increase cooperation between member countries to achieve common objectives on three main topics the integrity of sports the economic dimension of sport and sport and society over the years it has been actively involved in tackling transnational issues such as doping match-fixing and physical inactivity which the Global Health Organization has identified as the fourth risk factor for global mortality causing more than 3 million deaths annually a worrying figure especially knowing that almost half of European citizens say they never exercise or play sport indeed actually each year physical inactivity claims over half a million lives across Europe and generates more than 80 billion euros in economic costs so it's time to get serious about this well that you already drew this conclusion a long time ago and in recent years various health-related EU initiatives have grown increasingly popular in 2018 for example the European week of sport attracted nearly 14 million people participating in over 50,000 events in 35 countries across Europe the B active night a new feature first introduced in 2018 continues to encourage participants to discover and try different sports activities available in their area and truth is none of this would have been possible without the introduction of a specific budget for sport in which the European Parliament played a key role but let's not look at what the EU is doing to preserve sports integrity stay with us doping is a serious threat to sport and although responsibility for fighting it lies primarily with sports organizations and public authorities the EU seeks to foster convergence exchange best practices and coordinate the actions taken to combat it the U also played an important role in the creation of the world anti-doping agency back in 1999 and continues to insist on education and prevention to combat this growing problem another plague that harms sport is match-fixing Interpol suggests that sports related betting attracts 1 trillion dollars a year most of this sum gambled on football so what is the EU doing to fight this well while has no power to penalize such behavior without a harmonization instrument several countries such as Germany France or Italy have taken steps to criminalize sports betting fraud and the manipulation of sports competitions and let's not forget that the to EU agencies in charge of cross-border judicial and police cooperation euro just in Europe all are actively involved in combatting this form of crime and have already led some successful investigations so how is the use involvement and sports policy likely to develop in the future well as the popularity of sports related initiative grows so do the Commission's plans and ambitions for the broader role of sport proof of this is the Commission's proposal to increase the budget of the next Erasmus program to reach 30 billion euros with 550 million euros of this dedicated to sport as part of the effort to fight gender stereotypes and promote women's access to decision-making roles in sport the Commission also wants 30% of such important positions in sport to be held by women by 2020 so let's continue working you're listening to European parliamentary research service podcasts [Music]
