It is the exclusive privilege of the county recorder to use the county records, including but not limited to civil, business, and other, records, and to have access thereto in the performance of the duties required by this act, and it is expressly understood and agreed that the county recorder may not disclose, loan, or dispose of the foregoing records in any manner or by any means. Any information so supplied on, or any copies thereof obtained directly or indirectly, from any county recorder shall remain the property of the county recorder and shall not be distributed, sold, leased, or otherwise commercially exploited for any purpose. The county recorder shall, by an electronic, facsimile, or other record, identify the record in which such record information is contained. The information contained in this form, including the information required of the parties thereto, may be furnished upon delivery for the sole purpose of assisting the clerk or any local registrar in the administration and enforcement of this act. If the party being served does not wish to use the information, he or she may request to be notified of the fact of such furnishing. The county clerk shall furnish to the clerk a sample form that must be retained by the county clerk for the sole purpose of furnishing information in the sample form. If any information required of a party contained in this form is to be furnished by the parties, the clerk shall, on request, furnish to each party, within ten (10) days of the initial response, a copy of the request for such information and a return receipt issued not less than twenty-four hours prior to the date of furnishing the requested information. There shall be a charge of five dollars () for each form furnished for assistance in the administration or enforcement of this act as specified in this section, to be charged against each party to the party's filing fee of fifteen dollars ().
