VOTING REGISTRATION REQUIREMENTSIn order to register to vote in the state of Kentucky, you must meet the following
requirements:
You must be a citizen of the U.S.
You must be a Kentucky resident for at least 28 days.
You must be at least 18 years old by the date of the next general election
(if you will be 18 by the November general election, you are eligible to vote
in the prior May primary election).
You must not be a convicted felon or, if convicted of a felony offense, you
must have had your civil rights restored.
You must not have been judged "mentally incompetent" in a court of law.
You must not claim the right to vote anywhere outside Kentucky.
You must register to vote at least 29 days before any election at one of the
following locations:
o County clerk's office
o Driver's license office, if you are applying for or renewing your
driver's license
o K-TAP
o Food Stamp
o Medicaid
o WIC, and state-funded offices serving those with disabilities, if you
are a client of these offices
o Armed forces recruitment offices, if you are a prospective member
of the armed forces
o High schools, if you are a student or staff member
o Online Mail-in Registration at
http://elect.ky.gov/registrationinfo/infoguide.htm.
IDENTIFICATION CARD REQUIREMENTSIn order to obtain an identification card in Kentucky, you must meet the following
requirements:
You must be age 15 or older.
You must present your birth certificate, social security card and proof of
residency at the Circuit Court Clerk's Office in your county of residence.
You must pay a fee of $12.00 for an identification card valid for four years.
You must meet other requirements to apply for a child ID card (issued to
applicants under 15) or a Non-U.S. Citizen applying for a Kentucky
Driver's License - ID Card.
DRIVER’S LICENSE REQUIREMENTSYou have 30 days from the time you move to Kentucky to obtain a Kentucky
driver's license.
To obtain a driver’s license in Kentucky, you must meet the following
requirements:
You must be a U.S. citizen or permanent U.S. resident.
You must be at least 16 years of age to obtain a driving permit or license
or transfer your driving permit or license to Kentucky. If you are under the
age of 18, your parent or legal guardian must sign the application.
As a new resident, you must present proof of Kentucky residency at the
Circuit Court Clerk's Office in your Kentucky County of residence, in the
form of a deed or property tax bill, utility agreement or utility bill, or rental
housing agreement.
You must present your valid out-of-state license, if applicable, your social
security card, and your birth certificate. The name on your driver’s license
should be your legal name, or you will need to take a copy of your birth
certificate or legal document showing your name change to the clerk's
office. If your social security card does not contain your legal name, you
will need to have your local Social Security Administration field office
update your information in the Federal Social Security Administration
database
If your out-of-state license is valid or has been suspended less than one
year when you transfer to Kentucky, you will not be required to take an
examination. If your license has been suspended for more than one year,
you must take eye and written tests. If you have been suspended or your
license expired for more than five years, you will be considered a new
driver.
If you do not have your valid license to surrender to the clerk, you must
provide a current driving record or clearance letter from the state from
where you are transferring.
If you hold a valid permit from another state, you must be at least 16 years
of age to drive in Kentucky and you must be accompanied by a licensed
adult at least 21 years of age. If you have an out-of-state permit, you must
transfer your permit and be issued a Kentucky permit before applying for a
Kentucky Driver’s License. In order to obtain a permit or license as a new
driver, you must pass written, vision, and skills tests.
You must pay a fee of between $8 and $20, depending on the type of
license for which you apply.
VEHICLE TITLE AND REGISTRATION REQUIREMENTS In order to register your motor vehicle in Kentucky, you must meet the following
requirements:
You must have your vehicle identification number inspected by the sheriff
in the county in which you are registering, except for new cars handled by
Kentucky dealers and vehicles owned by members of the armed forces
inspected by the provost marshal.
You must pay the 6% usage tax upon your initial registration into
Kentucky. If your vehicle was properly registered to you in your previous
state, you will be given tax credit for what you paid to the other state on
sales/usage/use tax.
You must show proof of liability insurance.
If you own your car, have no liens on your vehicle, and have possession of
the title, you will need:
o a certified inspection from the sheriff's office from the county of your
new residence
o original out-of-state title
o original registration receipt
o original current proof of insurance
o proof of sales/usage/use tax paid to the previous state
o picture ID or driver's license
o money to pay applicable fees and taxes
If you own your car and have liens on your vehicle, you will need:
o a letter from your new county clerk's office requesting the title from
the previous state (if the lending institute held your title) or the
original out-of-state title with the lien listed on it
o original registration receipt
o original current proof of insurance
o proof of sales/usage/use tax paid to the previous state
o a certified inspection from the sheriff's office from the county of your
new residence
o picture ID
o money to pay applicable fees and taxes
If you lease your car you will need:
o original out-of-state title
o Power of Attorney from your Leasing Company stating your name
as Power of Attorney in order for you to sign any documentation for
your Leasing Company
o original proof of insurance
o a statement from the Leasing Company on its letterhead stating
exactly how much sales tax the Leasing Company has currently
paid (If your Leasing Company is registering your vehicle under
Kentucky's U-Drive-It program, you will not need to present this
statement).
o a certified inspection from the sheriff's office from the county of your
new residence (No inspection is required if your Leasing Company
is registering your vehicle under Kentucky's U-Drive-It program).
o picture ID
o money to pay applicable fees and taxes
