It's an old version. The thing in red on the right is how to download the file and you use it to download the game. I guess that's why it looks like it's not functioning anymore because all of the files are different now and there's nothing for it to download.
There are plenty of sites you can use to find them, I just used one that's more convenient/accessible/easy to use on my computer. You should be able to figure it out on your own but if you need more help you can find tutorials on that site. It's an old version. To create a pdf with a certificate, you need only the following information.
the PDFs of your documents
the certificate for each file
the certificate for that file
If you do not have these, the document must be converted to png format by a software such as Adobe Acrobat.
