I don't think so. In the message you receive, the email address is clearly listed and can be verified with this form:
I've also tried sending a request via the site itself, and received a "The email you are trying to connect with is not accepting your request at this time" error message.
So, either they're doing something to prevent me from doing it via email, or it's just not allowed by the email system. Either way, I'm not going to waste time trying to do it from here.

The office's online portal is one of the few resources for the estimated 3,000 people who live on or near Northgate, one of Seattle's poorest neighborhoods. Many have moved to the city in the last decade, lured by rising housing costs as the region has grown more populated.

Some Northgate residents have been taking their problems to a state agency and the city, which oversees the office. But they say they have been ignored.
"This is not the government that we thought we were going to have," said Jose Lopez, a Northgate resident who owns a home.
Roughly 3,000 people live in a neighborhood of one square block. The office is part of the Washington Department of Transportation, which employs about 3,000 people, including many who commute here from Seattle.
