a PGA members operate safe systems and it's critical that as an association we continue to maintain our excellent safety record in 2015 during the aftermath of several significant large pipeline incidents and at the recommendation of the United States National Transportation Safety Board the pipeline industry came together to develop a safety management framework for pipelines the goal of this framework was to further assist pipeline operators achieve the ultimate goal of zero incidents the result of this effort was the publication of the American Petroleum Institute recommended practice 1173 titled pipeline safety management systems or PS Ms for short the recommended practice describes ten elements that embody a systematic approach to pipeline safety management the author's intended for these elements to be flexible and scalable so it can apply to systems of all sizes at the core of PSMs is the concept of continuous improvement the hope is that the framework within the recommended practices helps operators determine where they can continuously improve the ten elements within PSMs are at the core of what we do is pipeline operators they include management commitment to a positive safety culture stakeholder engagement through public awareness emergency preparedness and response and overall risk management as prudent operators we each perform all these activities in our day-to-day operations PSMs outlines a methodology to look at all our practices and procedures to ensure that they are consistent and complete the first step any operator should take when they begin their PSMs journey is to perform a gap analysis to compare their existing practices and procedures to those recommended by PSMs thankfully there are tools to assist us in doing this the PSMs industry team which consists of representatives from all sectors of the pipeline industry including a pga developed a planning tool to aid operators in identifying their gaps the a PGA PSMs task group then adapted that planning tool to fit the needs of the municipal gas systems this tool is meant to show us where each system can improve in our industry an incident on any of our systems can potentially impact every operator in the country with this in mind a PGA's operations and Safety Committee recently developed the apg a commitment to pipeline safety as APJ members we must be committed to continuous improvement in all areas of high plan safety this includes promoting positive safety cultures within our systems developing and maintaining safe work practices and verifying that exist in operations and safety practices are improving pipeline safety the PSMs framework is a guide to help us to ensure we are showing improvement a PTAs PSMs Task Group and operations and Safety Committee are committed to providing APG members with the tools and training necessary to begin their PSMs journey watch for upcoming tool releases webinars and presentations at conferences to learn more about how to get started for more information please visit pipeline SMS org [Music]
