Regina's new mayor says he expected a steep learning curve at work and Chad bashinsky says that is just what happened but the first council meeting has already made a number of big financial decisions without too much controversy and it didn't go until midnight for the latest the mayor joins me now in studio good morning mayor good morning how's the new job been it's uh been good uh you know youve mentioned it there's a steep learning curve and uh but it's gone well we've had a great orientation uh from Administration um everybody's been engaged and uh it's it's gone really well so far what kinds of things do you learn in an orientation at City Hall yeah a lot of it is around governance um you know I mean first and foremost people uh who we talk who should we talk to who's who yeah but yeah the governance is a huge component of it um and also just getting up to speed on a number of uh initiatives and projects and things that are uh already in the works right and by governance you mean like what what's the motion and how do we debate it and those kinds of rules and procedure stuff y procedures yeah exactly and what existing policies and bylaws should we be aware of immediately um that are going to apply to some of the upcoming agenda items and so what are some of the things that you needed to get caught up on because they were already in the works I would say the biggest one was the the pre-approved budget items that we we dove into Yesterday um just to understand I mean that's a lot of money that we were pre-approving and uh to take the time to understand you know what is you know why is that needed uh what is it going towards and uh yeah why it's critical to get that moved ahead now as opposed to waiting until March can we talk through some of the the spending that was approved I think um it's 229 million in capital spending what what kinds of things are captured by that yeah a a a good portion of those are around infrastructure projects so projects that were already on the books and the approval what that enables us to do is get those contracts over early uh mitigates risk of securing contractors allows Administration to get the plans in place to execute those that work upcoming um so it's work that really is you know it's on the books it's required for maintaining our city um so that was a huge chunk of the the work that we had to to get forward I'm noticing in the uh story that Alexander Quan our reporter here at CBC uh has written it includes that um sinkhole that happen near the Albert Ste Street Bridge that's going to cost quite a bit of money a little bit of debate at Council about whether The Province would pitch in or not but I I I think Nikki Anderson city manager is saying that they've said you're we're we are on our own with that yeah we we own that at the end of the day so um you know it's not that we don't go to the province and ask for things but um but there's some things that you know we know that are in our wheelhouse and and we own that so yeah uh what about the Riders I I've heard you in the news this morning saying you weren't there when the deal was negotiated to give them a a break on their rent but what can you tell us about what's happening there with the Riders getting a break yeah I like yeah I wasn't there however uh I have a lot of experience with those contracts in the past and and I know how they can go and and at the end of the day you really want to avoid litigation um you know that's not a place you want to be it it takes the it takes the negotiation out of your hands at that point um seeing where we got to with that and understanding the report and where Administration went with the you know with those conversations I really feel that that was our best mitigation in risk strategy to move forward from that so the the the team owed the city 35 million bucks or so and the city said that 1.33 million of that you don't have to pay v a third yeah yeah and and what's the argument in layman's terms say as to why the Riders would have had a a suit that was so so in the in a contract there's there's things that are essentially out of their control so in this case you know there's Global pandemic like a global pandemic for example and so um you know really they came back the initial ask right was that three three and a half million is um but really what we went back as a city and said well you know hold on a second were the things that you were able to do and parts of that facility you were able to use so that was you know that was the negotiation is to go back and forth to say what could you and could you not do how how are you truly impacted and where did that dollar play and uh after yesterday's initial decision- making on the budget what do you still have to do in order for us uh taxpayers to see our City's final budget yeah so there's there's still that was only a pre-approval and portions of budgets to move things forward so um there's still a lot of work from Administration to you know vet what is the prioritized plan uh for the remainder of work um as a whole um so that's going to be the next you know couple months as we get into the budget uh into March what is your sense if you have one of how much our taxes might go up for the average homeowner I I'm not going to speculate on that yet I I just cuz we haven't seen the full picture and uh and to be honest the last few weeks has really been uh focused on this pre-approval and that was the whole intent so um yeah I don't have a good sense of that um I I like I said during the campaign and I'll hold strong that I'm not going to say it's going to be zero because it's not realistic um but I don't know what that looks like yet so I I don't want to I don't want to say anything quite yet what is your top priority for the new year it is the I I mean we really need to dive in and understand it um you know what what I think council's seeing is there's a there's um you know things that we need to really make sure we understand uh from the budget before we get into that season that's the whole point uh what that is yet that's what administration is going to bring to us so once we see that that's going to be the priority is to do the exact same thing we did with the pre-approval is get into the full budget uh we're going to be blocking out actual you know time uh to to just dedicate to the budget uh to understand it and to go through it comprehensively before we we get to the actual approval stage thanks very much for coming in thanks for having me that's Chad
