Becoming a new resident of a new home state often involves the reorganization
of your legal affairs. This form is a guide to help you in meeting various
requirements, such as voting, identification card, driver’s license and vehicle title
and registration requirements.
VOTING REGISTRATION REQUIREMENTS -
In order to register to vote in the state of Illinois, you must meet the following
requirements:
You must be a citizen of the U.S.
You must not be convicted of an offense and in jail.
You must be at least age 18 years old on or before the next election.
You must not claim the right to vote anywhere else.
You must live in your election precinct at least 30 days prior to the next
election.
You must apply to register to vote and present two forms of identification
with one showing your current residence address. You can apply to
register to vote year round except d uring the 27-day period just prior to an
election and during the 2 days after such election (1 day after in Chicago).
You may register to vote by any of the following:
o Downloading an online voter registration application at
http://www.elections.state.il.us/Downloads/VotingInformation/PDF/
R-19.pdf and mailing or delivering it to your County Clerk or Board
of Election Commissioners no later than 28 days before the next
election. If you submit your application by mail and you have never
registered to vote in your jurisdiction, you must also send either a
copy of a current and valid photo ID or a copy of a current utility bill,
bank statement, government check, paycheck or other government
document that shows your name and address.

Driver's License Facilities
Department of Public Aid offices
Department of Public Health offices
Department of Mental Health & Developmental Disabilities
offices
Department of Rehabilitation Services offices
o Obtaining a voter registration form from any of the following:
County Clerk's office
Board of Election's office
City and village offices
Township offices
Precinct Committeemen
Some schools, public libraries, labor groups, civic groups
and corporations
Military recruitment offices
If you do not receive a voter ID card/ notice within two or three weeks of
mailing or delivering your application, you should contact your County
Clerk or Board of Election Commissioners.
IDENTIFICATION CARD/ DRIVER’S LICENSE REQUIREMENTS -
You may obtain an Illinois-issued identification card, which provides photo
identification for Illinois residents, to help prove your identity when banking,
traveling, or in other situations. There is no required minimum age to obtain an
identification card. You must pay a nominal fee of $20.00 for an identification
card valid for five years. You may also apply for a Senior card, Under 65 ID card,
or Disabled Person ID card.
You may use your valid driver's license from your home state or country for 90
days. To obtain an Illinois driver's license, you must successfully complete a
vision screening, written examination and possibly a driving examination, and
pay a fee of $10.00 for a driver's license valid for four years.
In order to obtain an identification card or driver’s license in Illinois, you must
present acceptable identification documentation at your nearest driver services
facility to prove your name, date of birth, residency, Social Security number and
your written signature, as follows:

not appear on the list of unacceptable identification may also be
used to verify residency. Any document listed above and other
forms of identification not listed as unacceptable may be used to
verify personal data.
o For a name change, the identification must be a document which
provides a link to the established DL/ID file.

VEHICLE TITLE AND REGISTRATION REQUIREMENTS -
If your vehicle is properly registered in another jurisdiction, you must apply for
Illinois title and registration within 30 days of establishing Illinois residency.
In order to register and title your vehicle in Illinois, you must meet the following
requirements:
You must complete an Application for Vehicle Title and Registration (VSD
190). You may obtain an application by visiting the nearest Secretary of
State facility or calling toll-free within Illinois: 1-(800) 252-8980.
You must pay the $65 title fee and the $78 registration/license plate fee.
You must submit an applicable tax form. Vehicles titled and registered in
another jurisdiction for three months prior to moving to Illinois are exempt
from Illinois tax, but Illinois Department of Revenue tax forms RUT-50 (if
purchased from an individual) or RUT-25 (if purchased from an out-of-
state dealer) must be completed showing exempt status. If you leased or
rented a vehicle for three months or more and lived out of state, you must
present a bill of sale and a copy of the lease agreement. (All Illinois taxes
must be paid when the vehicle is leased.) In addition, for rented vehicles,
you will need a copy of the certificates of insurance.
You must surrender your vehicle’s title or manufacturer's certificate of
origin signed to you by the seller. To receive an Illinois license plate, you
may be required to provide the certificate of title issued by another state,
as well as other documents to confirm information including name and
address, odometer reading and vehicle description. If there is an
outstanding loan and the title is being held by an out-of-state lienholder, a
copy of the title, Certificate of Origin, out-of-state registration, or Bill of
Sale and a copy of the loan agreement must be submitted in lieu of the
title.
You may be required to show proof of financial responsibility, proof of
vehicle inspection certification, proof of disability, proof of disabled veteran
status, proof of EX-POW status, proof of Congressional Medal of Honor
recipient status, proof of National Guard status, or legible photocopy of
FCC License.
You may be required to have your vehicle emissions tested depending on
where your vehicle is registered.
You must maintain motor vehicle liability insurance in the minimum
amounts of $20,000 for injury or death of one person in an accident,
$40,000 for injury or death of more than one person in an accident and
$15,000 for damage to property of another person. You must always carry
your insurance card in your vehicle and show it upon request by any law
enforcement officer. If you are stopped for a traffic violation or involved in
an accident, a law enforcement officer may issue a traffic citation if you
are unable to provide evidence of insurance. If convicted, your license
plates will be suspended and you will face a minimum $500 fine for driving
uninsured and/or a minimum $1,000 fine for driving a vehicle while the
license plates are suspended for a previous insurance violation.
