You can request an application from the local election authority or online at https://www.sos.mo.gov/firstvote/students/request.asp . o In person at the office of the local election authority. When registering in person, you are required to present a valid Missouri driver's license or another form of personal identification. o At a drivers licensing office while applying for a driver's license. o At a designated state agency while you are obtaining services from the agency, such as Division of Family Services, WIC, Military Recruitment, etc. DRIVER’S LICENSE REQUIREMENTS - As soon as you establish residency in Missouri, you must apply for a Missouri driver’s license. If you are between the ages of 21 and 69, you may apply for a 6- year Missouri driver’s license. If you are between the ages of 18 and 20, or you are 70 years old or over, you may apply for a 3-year Missouri driver license. In order to obtain a Missouri driver’s license, you must meet the following requirements:  You must apply and pay for a driver’s license at a Missouri contract office.  You must pass the Missouri road sign recognition and vision tests. You may surrender your valid current driver’s license (or one that is expired 184 days or less) from another U.S. state to the state of Missouri to waive your Missouri skills and written tests.  You must show proof of the following: o Lawful Presence in the form of a birth certificate issued by a state or local government (with an embossed or raised seal), a valid or expired U.S. passport, a Certificate of Citizenship, Certificate of Naturalization, or a Certificate of Birth Abroad. o Identity in the form of a Social Security card or Medicare card with your current name. If the name on the Social Security card or Medicare card does not match your current name, you must present additional documents to supply proof of your name change. o Residency in the form of a recent utility bill (including phone, electric, gas, water, sewer, and cable), property tax receipt, or most recent bank statement, voter ID card, or any official letter issued within the last 30 days by another state or local governmental agency on its letterhead. If you are under the age of 21 and cannot provide proof of residence, your parent or legal guardian may provide such document on your behalf. V EHICLE TITLE AND REGISTRATION REQUIREMENTS - You have 30 days from the date of becoming a Missouri resident to title your vehicle. To obtain a Missouri title and registration (license plates) on your motor vehicle currently titled in another state, you must meet the following requirements:  You must submit the following: o An ownership document such as:  Title from the previous state or country where the vehicle was titled.  Registration Certificate or proof of ownership in accordance with the laws of the previous state or country. If there is a lien on the vehicle, you should obtain the title from the lienholder to submit with your application. o A signed Application for Missouri Title and License (DOR-108). o A current insurance identification card (original or copy) or other proof of financial responsibility. o A statement of non-assessment from your county (or City of St. Louis) collector's office showing you do not owe personal property taxes in the county (or City of St. Louis). o A Missouri safety inspection not more than 60 days old. o An identification number and odometer (ID/OD) inspection. All motor vehicles previously titled in another state or country must be inspected by a Missouri authorized inspection station to verify the vehicle identification number and odometer reading of the vehicle. o An emissions inspection not more than 60 days old, if you reside in St. Louis City or the following counties: Franklin, Jefferson, St. Charles, or St. Louis, if applicable.  You must pay the following: o State sales tax of 4.225 percent, plus your local sales tax on the purchase price, less trade-in allowance, if any. If you have owned and operated your vehicle in another state for at least 90 days prior to titling and registering in Missouri, no sales tax is due. If you have paid sales tax to another state, less than the amount of Missouri State and local taxes, you will be required to show proof of payment of those taxes and also pay the difference of the two amounts. o $8.50 title fee. o Registration (license plate) fees, based on either taxable horsepower or vehicle weight. o $2.50 title processing fee. o $3.50 registration processing fee for a one year registration or $7.00 registration processing fee for a two year registration. o Additional $5.00 "quick title" fee for expeditious handling.
